City Commission, Sanford, Florida, April 2/* at 8 P. M.
The City Commission of the City of Sanford, Florida; met in regular session at the
City Hall in the City of~Sanford, Florida, at 8:00 o'clock P. M. on April 24, 1961.
Present:

The meeting was called to order by the Chairman.
Randall Chase appeared and after discussion, the official dedication of the "Roy
.Holler Junior Baseball Field" in Fort Mellon Park was scheduled for 7:30 P. M. May 1, 1961.
Request next submitted for two street 'lights on Lake View Avenue south of Second
Street and on motion of Commissioner Crapps, seconded by CommissionerWilson and carried, one
street light was authorized to be installed at the intersection of Rose Street and Lake View
Avenue.
On motion of commissioner Wilson, seconded by Commissioner tligginbotham and carried,
the City Attorney was authorized .to notify Gladys E. 011iff, owner of the Palms Hotel, 420 West
First Street, to repair and clean the hotel to meet with local and state fire laws and health
regulations.
Consideration next given to proposed Legislative bills and action taken by the
Commission as follows:
1. Opposed HB 1192-reporting of municipal candidate's election expense.
2. Oppose HB 748-exempting insurance companies and agents from Municipal
licenses.
Favor HB 883-pertaining to hot pursuit law to allow police to pursue
to any point in the county.

Oppose SB 178-police chiefs serving 4 years or over subject to dis-
missal only under certain causes and by perscribed methods.
Oppose SB 131-exempting from taxation all boats assessed up to
$1,500.00 value.

Oppose }~ 541-allowing hospitals to dispense and charge for medicines.
FavOr HB 506-providing permanent single registration system.
Oppose SB 101-all public construction to use Florida forest products.
Oppose SB 98-annexation procedures for municipalities.
Oppose SB 41-~equiring all municipalities to have annual audit
under the supervision of the state.
Commissioner ttigginbotham next introduced Resolution No. 946, and after being
read in full moved its passage and adoption, and further moved to authorize the Mayor to
present said Resolution No. 946 to the Senate Finance and Taxation Commit~ee meeting in
Tallahassee and to transfer funds for expenses from the contingency account. Seconded by
Commissioner Crapps and carried unanimously. Said Resolution No. 946, entitled:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SANFORD, FLORIDA, ENDORSING SENATE BILL 227 PROVID-
ING FOR INCREASE IN CIGARETTE TAX, AND ENDORSING
SENATE BILL 442 PROVIDING FOR INCREASE IN AUTOMOBILE
LICENSE TAG FEES, AND URGING THE SENATE FINACE AND
TAXATION COMMITTEE TO FAVORABLY~SUPPORT SAID BILLS.

Finance and Taxation Committee on Wednesday, April 26, 1961, and
WHEREAS, both of said bills are of vital importance to every municipality in the
state including the City of Sanford, Florida, and
WHEREAS, the City Commission of bhe City of Sanford, Florida deems that the passage
of said bills~are of Vital importance to the economic welfare and fiscal structure of the City
of Sanford, Florida,
NOW, THEREFORE, BE IT RESOLVED by tbs City Commission of the City of Sanford, Florid.
that the Senate Finance and Taxation Committee be and it is hereby requested to favorably pass
Senate Bills 227 and 442, and to work for their passage on the floor of the Senate.
BE IT FURTttER RESOLVED that this Resolution be spread upon the minutes of the City
Commission of the City of Sanford, Florida and copies delivered to the Senate Finance and
Taxation Committee.

DRIVE, AND THAT CERTAIN UNNAMED STREET ABUTTING
AFORESAID PARK AND LYING WITHIN AN AREA BETWEEN

After discussion of the County Club test wells and on recommendation of engineers,
Commissioner Higginbotham moved to authorize a 12" well be installed, as per specifications in
alternate bid. Seconded by Commissioner Wilson and carried.
Commissioner Crapps next introduced Ordinance No. 753, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
AMENDING ORDINANCE NUMBER 362, AS AMENDED, SAID
ORDINANCE BEING THE Z0NING 0RDINANCE OF THE CITY
OF SANFORD, SAID AMENDMENT PROHIBITING HOME OC-
CUPATIONS IN ALL RESIDENTIAL ZONES
and same was placed on its first reading and read in full.
On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried,
minutes of regular meeting of April 10 and special meetings of April 6, and APril 15, 1961,
next approved.
On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, the
Commission next authorized and directed that the 1960 delinquent real estate list~ be POSTED
in accordance with the terms of the Charter.
After consideration, and on motion of Commissioner Wilson, seconded by Commissioner

Higginbotham and carried, the Commission authorized the widening of the boat landing ramp
at the foot of Palmetto Avenue, and to transfer $400.00 to Maintenance (Marina Repairs)
Account No. 4671 from the Contingency Account No. 8150.
After consideration, the Commission authorized Fire Chief ~leveland, and Build-
ing Official Yelvingtou to inspect all buildings in the downtown business district and to
report all buildings not in proper condition.
There being no further business the meeting adjourned..
