M... 19 61 The City Commission of the.City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00.o'clock P. M. on May 22, :1961. Tamm, Jr. DeputY Clerk Rosa M Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. The City Manager next submitted the requested information on the open drainage ditch at Sixth Street between Locust Avenue and Orange Avenue and outlined that closing the ditch could cause some flooding. After considerable discussion and on motion of Commissioner Higgin- botham, seconded by Commissioner ~cDonald and carried, a Public Hearing was authorized to be held on June 12, 1961, to consider closing, vacating and abandoning Sixth Street from Locust Avenue to Orange Avenue. The City Manager next submitted the following tabulation of bids which were opehed publicly at 2:00 P. M. May 19, 1961, for furnishing group insurance for City Employees in ac- cordance with the invitation for bids published in the Sanford Herald on May Z, 1961. Seconded by Commissioner HigginbOtham and carried. Consideration next given to request to, rezone the South side of 25th Street between Elm Avenue and Myrtle Avenue to C-N, which was tabled at regular meeting of May 8, 1961, and after consideration and on motion of Commissioner Higginbotham, seconded by Commissioner Mc, Donald and carried, same was denied. Request next submitted by Willie Johnson, 415 E 8th Street, for an exempt license as a peddler due to a WW I disability, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was approved. The City Manager next submitted a report on drainage and lighting system on 14th Street at the south end of Shepherd Avenue. After considerable discussion, Commissioner Higginbotham moved that the petition for additional drainage, and street light be denied due to lack of funds; and also due to the depth of the muck in the street right of way, not bo extend the street. Seconded by Commissioner Crapps and carried. Letter next submitted from J. Martin Gainer, Manager of Planning Department of the Florida Development Commission, with reference to contract between the City Commission and George Simon regarding the provision for a base map at a scale of 200 feet to the inch, and requested that the City accept the base map that has been prepared at a scale of 400 feet to MINUTES ' Giti, Commission, Sanford, Florida, May 22 at 8 P. M. 19_61 the inch. After considerablediscussion, COmmissioner Higginbotham moved to require the map to be submitted in accordance with the contract. Seconded by Commissioner Wilson and carried. Commissioner Higginbotham next introduced Ordinance No. 754, entitled: AN ORDINANCE OF THE CITY OF SANFORD¥ FLORIDA, AMENDING ORDINANCE NUMBER 362, OF~iSAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMEND- MENT PLACING CERTAIN TERRITORY IN R-3 (SINGLE- FAMILY) RESIDENTIAL DISTRICT. and same was placed on its first reading and read in full. Commissioner Higginbotham then moved the waiver of the requirement of the second reading of Ordinance No. 754, and that same be placed on its final passage and adoption. Thereupon the question recurred on the waiver of the second reading, the roll was called and the Vote stands as follows: Commissioner Baker Yea " Crapps Yea "' Higginbotham Yea " McDonald Yea " Wilson Yea Said Ordinance No. 754 was then placed on its final passage and adoption, the roll was called and the vote stands as follows: Commissioner Baker Yea " Crapps Yea " Higginbotham Yea " McDonald Yea " Wilson Yea ThereupOn the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said 0rdinance.~:No. 754, entitled: AN 0RDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING ORDINANCE NUMBER 362, OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMEND- MENT PLACING CERTAI~ TERRITORY IN R-3 (SINGLE- FAMILY) RESIDENTIAL DISTRICT. Further consideration given to request submitted from representatives of the City Police Department to lease a site on CitY owned property east of Mills Creek with approximately 172 feet on Seminole Boulevard and 460 feet deep on which to construct a club house and fir&rig range. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, the Commission authorized a 99 year lease with provision that in the event of disuse by the Association said property and improvements would revert to the City, and in the ~vent of termi- nation of the lease by the City, the City would reimburse the Association for the remaining value of any improvements existing thereon. The City Manager next submitted the request estimated cost for redecorating the City Commission room and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, the Commission authorized the following: 1. Paint walls and trim; sand and refinish floors. 2. Drapes for east wall. 3. 60 theatre type chairs. 4. Acoustical tile in the ceiling. Commissioner Higginbotham next introduced Ordinance No. 755' entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA ANNEXING TO AN INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, THE AREA KNOWN AS A PORTION OF M. M. SMITH'S SECOND SUBDIVISION, ACCORDING TO THE PUBLIC RECORDS OF SEMINOLE COUNTY, AND MORE PARTICULARLY DESCRIBED HERE- INAFTER; PROVIDING AN EFFECTIVE DATE FOR SAID ANNEXATION AND FOR THE RIGHTS AND PRIVILEGES FOR CITIZENSHIP IN THE CITY OF SANFORD, FLORIDA. and same was placed on its first reading and read in full. M. SMITH'S SECOND SUBDIVISION, ACCORDING TO THE PUBLIC RECORDS'OF SEMINOLE COUNTY, AND MORE PARTICULARLY DESCRIBED HEREINAFTER; PROVIDING AN EFFECTIVE DATE FOR SAID ANNEXATION AND FOR THE RIGHTS AND PRIVILEGES FOR CITIZENSHIP IN THE CITY OF SANFORD, FLORIDA. Petition for annexation next submitted from three home owners in Palm Place Subdivis- ion and same was referred back to the petitioners to seek additional signatures from owners in the area. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, }t. N. Tamm, Jr., Director of Finance, was appointed acting City Manager from June 3 thru June 24, 1961, during the vacation of the City Manager. APplication for exempt license for ~building contracting next submitted by Homer C. Sutton, Osteen, Florida, disabled war veteran, and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, mme was denied. Commissioner McDonald Moved to authorize the Fire Chief and Building Official to in- spect all downtown buildings as a part of the clean-up, fix-up campaign and as a service ~o the public and to submit a report to the Commission. The same died for lack of a second. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, minutes of regular meeting of May 8, and Special Meeting of May 15, 1961, next approved. On motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried, the Mayor was authorized to execute a Utility Agreement with developers o~f Academy Manor Subdivision, Unit I. After consideration, the Commission Unanimously appointed It. N. Tamm, Jr., City Clerk, as Deputy Tgx~gitector, to assume full responsibility and authority for said office in the absence or incapacity of the duly appoihted Tax Collector. Consideration next given to the action of the Commission at their regular meeting of May 8, 1961, to deny the rental of the ;Civic Center to any church or religious sect, and moved by Commissioner McDonald to recind this action and to permit the rental by said organi- zations for other than religious services, and same died for lack of a second MINUTES 'City Commission, Sanford, Florida, May 22 at 8.P.M. 19~61 After further discussion Commissioner Wilson moved to table action on the question until additional information is. available pertaining to the original program of rentals as set up by the Commission, and same died for, lack of a second.
