070361-Special Session, 64 MI.NUTES July 3 at 8 P, M. City Commission, Sanford, Florida, .. The City Commission of the City of Sanford, Florida, met in special session at the Clty Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 3, 1961. Present: Commissioner Joe B. Crapps Polic~ Chief R. G. Williams The meeting was called to order by the Chairman. Engineers Leffler, BUsh and Dr. Dietz next appeared to present for consideration a proposed contract for preliminary plans for a sewage treatment plant and also including a second phase for plans for construction of a sewage treatment plant, at the option of the commission. The Commission and Engineers then proceeded to review each step in the contract with explanations, and after making suggested additions and deletions, the Engineers were authorized to present a revised contract at the next regular meeting of the Commission. Loomis Leedy of the firm of Leedy, Wheeler and Alleman, Fiscal Agemts, next appeared to discuss the feasibility of borrowing funds to construct a sewage treatment plant. Mr. Leedy further stated that due to preliminary plans having not been completed, he could not give detailed estimates on the costs to borrow funds, however, that with partial financing by the City and with Federal Aid under Public Law 660, that there would need to be a least a 50 cents per month increase in sewer rates per residence to service ~ bond issue. Several merchants operating businesses between 10th Street and 13th Street on Sanford Avenue appeared to Protest a request by the Police Department to keep the sidewalks cleared of parked vehicles. The merchants were then informed that this was a policy of the Commission to keep the sidewalks clear fo~ pedestrian use, however,~ the parkways could be used if there was a proper approach and providing the parking did not interfer with the view of the motorist approaching an ~intersection. After discussion, Commissioner Higginbotham moved to authorize the installation of a 4 foot chain link fence around the outfield of the Roy Holler Baseball Field at the Fort Mellon Park at an estimated cost of $335.00, and same died for lack of a second. Commissioner McDonald moved to table action on the aforesaid motion until next regular meeting, and same died for lack of a second. The City Manager next reported that unfo~een repairs were needed for 1949 Federal Tractor for hauling the low-boy equipment and estimated the costs would be $685.00. After consideration, Commissioner McDonald moved to authorize a transfer of funds for the repairs, and same died for lack of a second. There being no further business, the meeting adjourned.
