The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at.8:00 o'clock P. M. on July 10, 1961.

The meeting was called to order by the Chairman.
Consideration first given to the use as a sanitary landfill of City property
between 22nd and 24th Street and Marshall and Lake Avenues, which area was formerly used as a
~borrow pit.
Virgil Kelly Smith, 2018 Chase Avenue, spokesman fOr a group of residents from this
neighborhood, outlined objections for the proposed use as follows:

Concentration of flies and other insects, not putting
enough fill over the refuse.'
Heavy truck traffic on residential streets and running
throughout the night.

Scavengers and junk collectors being allowed on the
premises.
4. Numerous dogs being attracted by the use.
5. Children allowed to play on the premises.
6. Odors at some times.
H. B. FennelI, 24th and Cedar Avenue, next appeared to protest the odors from the
After considerable discussion, and on motion of Commissioner Crapps, seconded by
Commissioner McDonald and carried, the Commission authorized the continuation of the sanitary
landfill operation for a two-week trial period with the following stipulations:
1. Use signs designating as to where to dump
2. Use signs designating hours that the landfill is open,
when the operator is on duty.
3. Allow no loitering or pilfering in the area.
4.Put on a special policeman to enforce the regulations
after regular hours of operation.
Nm. Leffler, representative of Leffler & Bush, Clark, Daily & Dietz, next presented
a revised contract for engineering work for the proposed sewage treatment plant.
Commissioner Higginbotham moved that in view that the Commission had interviewed
numerous engineering firms during 1960 prior to the selection of a firm to perform a study
and plans for the expansion of the City Water system, and further having received very satis-
fadory work from the firms of Leffler & Bush, and Clark, Daily & Dietz, therefore, the City
would enter into a contract with said firm for $2,500 for preliminary plans for a sewage treat-
ment plant. Seconded by Commissioner McDonald and carried.
Phil Roche, Manager of Am. J. Lossing Transfer and Storage Company, 601E 3rd St.,
next appeared to request the Commission to adopt a resolution supporting approval of his service
and to designate that there is no further need for any additional certificated carriers in
Sanford.
After consideration and on motion of Commissioner Higginbotham, seconded by comm.,
McDonald and carried, the request was denied.

Higginbotham, seconded by Commissioner Wilson and carried, the request was approved, not to
exceed $1,000 and subject to the City Manager's approval of each area.
on motion of Commissioner McDonald, seconded by Commissioner Higginbotham and
carried, transfer of $335 was authorized~from Contingency Account No. 8150 to Parks - Little
Leagure Fields Account No. 4167, for a chain link fence around the outfield at the Roy Holler
Field.
On motion of Commissioner Higgiubotham, seconded by Commissioner McDonald and
carried, transfer of $685 was authorized from Contingency Account No. 8150 to Street, Equipment
Repair Account No. 4719, to repair 1949 Federal tractor unit for the lowboy.
On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried,
transfer of $1,450 was authorized from Sewer Extensions Account No. 9526; $600 to Sewer, Equip-
ment Repairs Account No. 9519; and $850 to Sewer, Lift Station Repairs Account No. 9519-A.
The Commission next proceeded to study and compare the'assessed value of vacant
property with current market values and the assessed values of property with improvements with
current market values. After considerable discussion.and on motion of Commissioner McDonald,
seconded by Commissioner Higginbotham and carried, the Tax Assessor was instructed to in-
spect all vacant property and to bring the assessed valuation up to the same comparable per-
cent of value as improved properties to current market values.
Request next submitted by Isaac Johnson, Midway, for permit to operate a taxi and
on motion of Commissioner Higginbotham, seconded by commissioner McDonald and carried, same
was denied.
Request next submitted for street lights as follows:
1. Intersection of Locust Avenue and 6th Street.
2. Intersection of Marshall Avenue and 19th Court.
and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried,
same was approved on the recommendation of the Chief of Police.
Consideration next given to the schedule and routes for bus lines travelling
through the City, and after discussion the Commission requested that the bus companies route
their services on French Avenue as much as possible.
The City Manager next submitted the following tabulation of bids which were
opened publicly at 2:00 P. M. July 5, 1961, for furnishing cast iron water pipe in accordance
with the invitation for bids published in the Sanford Herald on June 90, 1961.

After comparison of prices submitted, Commissioner Wilson moved on the acceptance
of the low bid, of American Cast Iron Pipe Company of $18,289.44. Seconded by Commissioner
McDonald and carried.
The City Manager next submitted a tabulation of bids which were opened publicly
at 2 P. M. JUly 7, 1961, for furnishing 60 upholstered auditorium seats for the City Com-
mission Room in accordance with the inVitation for bids published in the Sanford Herald on

and same was placed on its first reading and read in full.
Commissioner Higginbotham then moved the waiver of the requirement of the second
reading of Ordinance No. 757, and that same be placed on its final passage and adoption.
Thereupon the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 757 entitled:

Commissioner Higginbotham next introduced ordinance No. 758, entitled:

AMENDED, SAID ORDINANCE BEING A ZONING PLAN

(MULTIPLE-FAMILY) DISTRICT.
On motion of Commissioner Crapps, Seconded by Commissioner Higginbotham and carried,
over the dissenting vote of Commissioner McDonald, ~Frank H Galloney, 117 E Woodland Dr., was
appointed to the Zoning & Planning Commission to fill the unexpired term due to the resigna-
tion of Wight Kirtley. Commissioner McDonald stated that he favored appointing a person who
had lived in Sanford for a longer period of time and would continue to live in Sanford, and
therefore, would be more familiar with the pertinent problems of said Commission.

Board of Adjustments to fill the unexpired term due to the resignation of Wight Kirtley.
Recommendation nex~ submitted from the Zoning and Planning Commission to zone Lots
12, 13 and 24 (less the E 100~ft of Lot 12) of~BloCk B, M. M. Smith's'Second Subdivision to
R'3 (Single-Family) and on mogion of CommissioDer Higginbotham, seconded by Commissioner Wilson
and carried, a Public Hearing was authorized t'o be held on August 14, 1961, to consider same.
After consideration and on motion oof Commissioner Higginbotham, seconded by Comm.,
McDonald and carried, the Co~mission authorized partial payment of $1,250 on the final install-
ment of $2,000 to the Florid~ Development Commission iu consideration of the Work completed and
submitted to date by George W. Simons, City Planner.
On motion of Commissioner McDonald, seconded by Commissioner Crapps and carried,
action on adoption of a nOWm~ZOning ordinance was tabled for further consideration.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried,
current invoices and payrolls next approved, as evidenced by General ~Fund Florida State Bank
Vouchers Nos. 2896 thru 2945, General Fund Sanford Atlantic National Bank Vouchers Nos. 6117
thru 6274, and Water and Sewer' Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 490
thru 492.
Letter next submitted from Fire Chief Cleveland designating structures at 705,
707, 801 and 803 W 9th Street as being an extreme fire hazard and health menance. After con-

the Building Official was instructed to inspect these buildings and upon confirmation of the
Fire Chief's opinion, to condemn said buildings and issue proper notice to the owners to make
necessary repairs to meet the City codes or to remove the buildings.
Consideration again given to the operation and condition of the Palms, 420 W
First Street, and ou motion of Commissioner McDonald, seconded by Commissioner Higginbotham
and carried, a Public Hearing was authorized to be held on August 14, 1961, to consider revok-
ing the City license to operate a rooming house at said location.
