072461-Regular Session MINUTES City Commission, Sanford, Florida, July 24 at 8 P. M. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July. 24, 1961.. Present: Commissioher J. N. Crapps, Acting Mayor Earl Higginbotham " Thos. So McDonald City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr.. Police Chief R. G. Williams Absent: Joe B. Baker, Mayor The meeting was called to order, by~theChairman. A delegation appeared to present the request of the Seminole County Chamber of Commerce to increase their appropr&agi0n:!:from $10,000 to $15,000 in the proposed budget for the City for the next fiscal year. Mr. George Touhy appeared to support the aforesaid request and reported that during the past 4 years this organization was instrumental in obtaining in the county, industries with a total payroll of over three million dollars and further that the services afforded by the Chamber were vitally necessary as a channel through which to focus, the efforts of the City and County to attract industry to this locality. John Krider, Manager of the Chamber of Commerce, next appeared to further explain their proposed budget for the year and explained that salary increases represented raising the two clerks salaries to $300.00 per John Ivey stated that the costs of operating the Chamber should be spread amongst the tax payers and that some companies have been in business for years and are not direct contributom Richard Deas stated that the number of memberships has just about reached the saturation point and that· additional funds from this source would be limited. Andrew Carraway spoke of the efforts of theChamber in retaining the Navy Air Station in Sanford and felt that the load of expense of the Chamber should be spread through taxation. The delegation from the Chamber of Commerce was advised that the Commission would take their request under'consideration in the proposed budget. V. K. Smith, 2018 Chase Avenue, next appeared to commend the City for' the improvement in the operation of the sanitary l~nd fill at. 22nd Street and Chase Avenue, and requested that due to the occasional bad odors from the operation, to suspend further work until cooler weather. After consideration the request was denied. Request next submitted by Sammie Lee Williams for transfer of license to sell beer and wine for consumption on premises ag 1414 W 13th Street, and on motion of Commissioner Higgin- botham, seconded by Commissioner McDonald and carried, same was denied on the recommendation of Chief':~of Police. Request next submitted by the Seven-Eleven Stores at 1905 Country Club Road for license to sell beer and wine for consumption off premises, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was approved on the recommendation of Chief of Police. Request next submitted for installation of two street lights on Pear Avenue at the inter- sections of 16th and 18th Streets, and on~moti°n of CommiSsioner Wilson, seconded by Commissioner Higginbotham and carried, same was approved on the recommendation of the Chief of Police and City Manager. Request next submitted from the Grace Methodist Church, corner of 0nora ROad and Woodland Avenue, for annexation to the City. and on motion of MINUTES July 24th at 8 P. M. City Commission, Sanford, Florida, .1961 _ The City Manager next submitted the following tabulation of bids which were opened publicly at 2 P. M~ July 21, 1961, for furnishing sewer lift station equipment in accordance with the invitation for bids published in the Sanford Herald on July 11, 1961. Machinery Service Company, Tampa, Florida Farm & Home Mach&nery, Orlando, Florida Davco Corp., Thomasville, Georgia (Alternate) $5,798.00 6,994.00 1~,290.00 9,720.00 After' comparison of prices submitted, Commiss.iouer Higginbotham moved on the acceptance of the low bid of Machinery Service Company of $5,798.00. Seconded by Commissioner MdDonald and carried. After consideration and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, the Commission next authorized the investment of $10,000.00 of Meter Deposit Funds in United States Government Securities. Consideration next given to the operation of open, truck type fruit and vegetable stands and the Chief of Police was authorized to notify the operators to clean up the premises and to obtain the proper license or permits. The City Manager next reported that interested City employees had indicated at a meeting they would like to start a retirement plan with th~ Commission matching the contributions up to 5% of their salaries and were requesting the Commission to consider iu the proposed budget an appropriation for same, and after consideration the Commission tentatively agreed to consider a 3% appropriation in the budget under study. The City Manager next reported that bus lines were cooperating with the request to re- frain from using Park Avenue south of Third Street as the main route through the City. Request next submitted for a renewal of annual lease by the Fleet Reserve Association for use of the former Legion Hut on Seminole.Boulevard and Myrtle Avenue, and same was approved by the Commission. The City Manager next reported that 14 fire hydrants would have to be relocated on West First Street due to the proposed widening by the State Road Department, therefore, it would be necessary to purchase additional pipes and fittings and on motion of Commissioner H~igginbotham, seconded by Commissioner Wilson and carried, same was approved. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, minutes of regular meetings~Of June 26 and July 10, and Special Meeting of July 3, 1961 were next approved.
