The City Commission of the City of Sanford, Florida, met in Special session at the City
Hall in the City of Sanford, Florida, at il:0Q A. M. on July 28, 1961.

The meeting was called to order by the Chairman.
The Commission unanimously agreed to waive the requirement of the 24 hour written notice.
COnsideration next given to a report by the City Manager dated January 2, 1961, present-
ing necessary projects that should be undertaken with the cooperation of the County as a joint
projects for 1961.
Drainage-24th Street pipe, west of French Avenue, drainage all of
the south end of French Avenue and including part of the City's
storm system removed by the State Road Department during the
construction of French Avenue along 24th Street. Estimated cost
$20,775.00 for 1,680 ft of 48" reinforced concrete pipe.

Pump Branch Creek-from 3rd Street to 5th Street, east of Sanford,
Avenue. The County now uses in the drainage of South Sanford
Avenue. This being the only open section in the built-up area of
the City. Estimate cost, $16,868.09 for 340 feet of 96" asphalt
coated,' asbestos bonded, 8 gauge, metal pipe, manhole and con-
necting bands.
Street Reconstruction-25th Street, w~st of French Avenue.
County-City limits line is down the center of street west of
Cedar Avenue. Estimated cost of $33,248.19 for 23,200 sq yds
of paving, 13,370 ft of curbing, 3,100 ft of drainage pipe and
24 catch basins.
After discussion, the City Commission authorized a request to be submitted to the County
Commission for their consideration in the proposed 1961-62 budget for an amount of $33,248.19
for materials for reconstruction of 25th Street from French Avenue to the 01d Lake Mary Road;
to be undertaken as a joint project whereby the street is partly inside the City Limits and
partly in the County, and is a major traffic artery for the county areas of Loch Arbor, Ravenna
p~rk, Lake Mary, and the newly constructed high school. The City would supply the labor and
equipment to do the actual construction.
After discussion, Commissioner Crapps moved to authorize the use of the Civic Center by
religious organizations of the community for social functions and conventions provided that no
religious service or related to religious service would be permitted; and also that all reset-
vations and requests would be cleared through the City Manager's Office.
