M. 2961 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 0~tClock'P. M. on'September 11, 1961. Present: Commissioner Joe B.'Baker, Mayor " J.H. Crapps Earl Higginbotham " Thomas S McDonald " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager Wo E. Knowles -City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to.order by the Chairman. The City Manager reported that David Lee of the State Board of ttealth had been in his office on September I and was well pleased with the progress and action of the City on the pro- posed sewage treatment plant and had requested further confirmation from the Commission in order to award additional readiness points to qualify the City's Application for Federal Grant for Sewage Treatment under Public Law 660. Wm Leffler, representative ~om the consultant engineers, Clark, Daily & Dietz and Leffler & Bush, next appearedtto state that the City could proceed with Phase II of their engineering contract to provide plans and specifications with the understanding that actual bids would not be awarded and construction started untilfunds would be attained from the aforementioned Ap- plication, and that he estimated the engineering fees for such services would not exceed $20~000.00. After consideration, Commissioner McDonald moved to authorize the engineering firms of Clark,&Dail~y& Dietz and Leffler & Bush, to proceed with Phas II of Agreem6nt for Consulting Engineering Services dated July 11, 1961, to: (1) Complete the necessary final design and. calculations, for the approved sewage treatment plant. (2)Prepare construction plans and specifications of said project. (3) To receive bids and tabulate same.. Seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Crapps. J. Chapman of Chapman and Burton, Architects, next appeared to present preliminary plans and sketches of the proposed Marina to be constructed on the City Pier to be leased from the City and the Commission agreed that the trend of the plans was satisfactory. Consideration next given to applications for Exempt City Occupational licenses and moved by Commissioner Higginbotham that all exemptions must be based on hardship to the ap- licant, and further that all applicants must appear before the City Commission with their re- quest for exemption and shall present proof of hardship. Seconded by Commissioner Crapp.s and carried. The City Manager next presented plans f'or a proposed Civil Defense Shelter for Municipal Headquarters to house 40 persons and estimated costs for material and equipment to be $7,733~00, with Federal participation under Civil Defense program to reimburse to the City the sum of $3,866.50. After discussion and on motion of Commissioner }tigginbotham, seconded by Commissioner McDonald and carried, the City Manager was authorized to advertise for bids on the material and equipment necessary for said shelter. Commissioner Higginbotham next introduced Ordinance No. 760, entitled: MINUTES City Commission, Sanford, Florida, September 11 ag 8 P. SANFORD, FLORIDA, THE AREA KNOWN AS A PORTION OF WOODMERE PARK REPLAT, ACCORDING TO THE PUBLIC RECORDS OF SEMINOLE COUNTY, AND MORE PARTICULARLY DESCRIBED HEREINAFTER: PROVIDING AN EFFECTIVE DATE FOR SAID ANNEXATION AND FOR RIGHTS AND PRIVILEGES FOR CITIZENSHIP IN THE CITY OF SANFORD, FLORIDA. and same was placed on its first reading and read in full. Commissioner Higginbotham then moved the waiver of the requirement of the second reading of Ordinance. No. 760, and that same be placed on its final passage and adoption. Commissioner Crapps next introduced Resolution No. 949, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried by the unanimous vote of the Commission. Said Resolution No. 949, being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, ADOPTING A BUDGET OF REVENUES AND EXPENDITURES FOR THE CITY OF SANFORD, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER ~, 1961 AND ENDING SEPTEMBER 30, 1962. WHEREAS, in accordance with Section 62 of the Charter of the City of Sanford, Florida, the City Manager of the City of Sanford, Florida has made and submitted to the City Commission of the City of Sanford, Florida an estimate for budget of revenues and expenditures of the City of Sanford, Florida for the fiscal year beginning October 1, 196~ and ending September 30,1962, such estimate or budget Having been made with particular application to the various departments of the City, a true copy of which is hereto attached and by reference made a part of this Resolution, and WHEREAS, each and every item contained and set forth in said budget prepared by the City Manager has been carefully considered by this Cosmission, NOW THEREFORE, BE IT RESOLVED by.the City Commission of the City of ~nford, Florida that said budget as prepared and. submitted by the City Manager to the City Commission be, and the same is hereby adopted as the budget of the City of Sanford, Florida for the fiscal year beginning October 1, 1961 and ending September 30, 1962. BE IT FL~THER RESOLVED THAT UPON COLLECTION OF ANY REVENUES OF !'~aid City, the City Clerk shall allocate from each dollar collected and received, the several amounts to the respective funds for purposes for which the same are hereby authorized and appropriated. Fl. 61 19. _ 187' and same was placed on its first reading and read in full. On motioa of Commissioner Wilson, seconded by Commissioner McDonald and aarried, cur- rent invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers Nos. 3006 thru 3043, General Fund Sanford Atlantic National Bank Vouchers Nos. 6433 thru 6598, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers No~ 502, and Water and Sewer Renewa~ and Replacement Fund Voucher No. 84. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, minutes of regular meeting of July 24, Special Meetings of Julys28, July 31, and August 6, Adjourned Special meeting of August 10, Regular Meeting of August 14, Adjourned Regular Meeting of August 17, Special Meeting of August 21, and Regular Meeting of August 28, 1961, next approve( Consideration next given to placing the City Registration and Election under the County Registration Officer and after discussion same was taken under advisement. Commissioner Higginbotham moved to authorize free use of the municipal stadium for eighteen scheduled foot ball games by Sanford schools, to include lights; police, clean-up and necessary parks~department personnel. Seconded by Commissioner Crapps and carried over the dis- senting vote of Commissioner MRDonald. After consideration and on motion of Commissioner MaD0nald,-seconded by Commissioner Crapps and carried, the City Manager was authorized to send proper notices of condemnation to affected property owners, and in instances where owners failed to take proper action to correct the condemned property, to authorize the enforcement of the condemnation with. action by City personnel and equipment with costs to be levied against the property so affected.
