092561-Regular SessionMiNU.TES: City Commission, Sanford, Florida, September 25_ The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 25, 1961. Present: Commissioner Joe B. Baker, Mayor " J. }t. ~Crapps " Earl Higginbotham Thomas S. McDonald " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Application for exempt licenses due to hardship next submitted and action taken as follows: Charles Henderson, 817 E 10th Street, Peddler of candy and gum, requested exemption due to hearing defect and ill health, and on motion of Commissioner Crapps, seconded, by Commissioner Wilson and carried,~;same was approved. John Reddick, Midway, owner of Taxi Cab, requested exemption due to being over 65 years of age and ill health, and on motion of Commissioner McDonald, seconded by Commissioner Higgiu- botham and carried, the request was denied. E. Z. Irwin, 1228 W 1'3th Street, owner of cold drink stand, requested ex- emption due to being over 65 years of age and being a disabled veteran, and on motion of Commissioner Higgin- botham, seconded by Commissioner McDonald and carried, same was denied. Harold Dekle, 315 W 2nd Street, operator of appliance repair shop, requested exemption due to being crippled by diSease and, on motion of Commissioner Wilson and carried, same was approved. Worth Cherry, 1506 Mulberry Avenue, peddler of garden produce, requested exemption due to ill health and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was approved. Captain Smith and Lt. Davis, National Guard Officers, next appeared to request the Com- mission to authorize City personnel and equipmen~ to mow the parade grounds at the Sanford Armory, and on motion of Commissioner Higginbotham, seconded by Commissioner M6Donald and carried, same was approved. Request next submitted for 20 street lights as follows: (a) One light at the intersection of Crescent Street and Adams Avenue (b) Two lights on Court Street at the intersection of Washington and Adams Avenue. (c) Ten lights in Academy Manor Subdivision. (d) Seven lights in Praver Subdivision. and on motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, same was approved. On motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried, the City Manager was authorized to advertise for bids on two police cars, one compact car, a TD-9 replacement, Case tractor replacement, a~:;refuse packer, an aerial ladder, sweeper replace- ment and five pickup truck replacements. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, the Commission authorized a transfer of $1,000.00 from account W-203, Services Collected in advance Academy Manor to account G-4719, Street Division, Equipment Repairs & Maintenance. Utility agreement next submitted by the Atlantic Coast Line Railroad Company covering utility crossings to Academy Manor and same was referred to the City Attorney for approval. Gailey- From Grade 17-D @ $4,123.00 James Holloway " Grade 17-D @$4,123.00 to Grade 17-E @ $4,237.00 " " 17-E @$4 ,237.00 Commissioner Higginbotham next introduced Resolution No. 950, and after being read in fulZ moved its passage and adoption. Seconded by Commissioner Wilson and unanimously carried. Said Res~lution No. 950,~being in words and figures as follows: A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, APPROPRIATING UNEXPENDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR: 1960-1961 TO THE DEPARTMENT OF GENERAL GOVERNMENT°OF SAID CITY FOR THE FISCAL YEAR 1961-1962 FOR USE FOR THE ORDINARY PURPOSES IN OPERATING EXPENSES OF SAID CITY.. WHEREAS, the City Commission of the City of Sanford, Florida deems it necessary, expedient, and for the best interest of said City that any unexpended cash surplus as of Septem- ber 30, 1961, of the operating revenue of said City for the fiscal year 1960-1961, be appro- priated for the ordinary purposes and operating expenses of said City ih the budget for the fiscal year 1961-1962. NOW THEREFORE, BE IT RESOLVED by t~he City Commission of the City of Sanford, Florida, that any uneXpended case surplus as of September 30, 1961, of operating revenues of said City for the fiscal year 1960-1961, be and the same is hereby appropriated to the Department of General Government of said City for the ordinary purposes and operating expenses of said City for the fiscal year 1961-1962, and said cash surplus shall be incorporated in the budget of revenues and expenditures of said City fOr said fiscal year 1961-1962 for the ordinary purposes and operating expense of Said City. Crapps As the City Commission of the City of Sanford, Florida Commissioner Higginbotham next introduced Ordinance No. 763, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING APPROPRIATIONS FOR THE CITY OF SANFORD, FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1961 AND ENDING SEPTEMBER 30, 1962 and same was placed on its first reading and read in full. Commissioner Higginbotham then moved the waiver of the requirement of the second reading of Ordinance No. 763, and that same be placed on its final passage and adoption. Ordinance No. 762, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA DETERMIN- ING THE AMOUNT AND FIXING THE RATE OF TAXATION AND MAKING THE ANNUAL TAX LEVY FOR THE CITY OF SANFORD, FLORIDA FOR THE FISCAL YEAR 9161-1962. introduced and placed on first reading at regular.meeting of September 11, 1961, was next Placed on final reading. Commissioner Wilson next introduced Ordinance No. 764, entitled: AN ORDINANCE OF'THE CITY OF SANFORD, FLORIDA AMENDING ORDINANCE NUMBER 621 OF SAID CITY, AS AMENDED, SAID ORDINANCE ADOPTING A~POSITION CLASSIFICATION PLAN FOR THE EMPLOYEES OF SAID CITY, SAID AMENDMENT PROVIDING FOR AN INCREASE IN WAGES THEREUNDER. and same was placed on its first reading and read in full. M. 196I ORDINANCE ADOPTING A POSITION CLASSIFICATION PLAN FOR THE EMPLOYEES OF SAID CITY, SAID AMENDMENT PROVIDING FOR AN INCREASE IN WAGES THEREUNDER. On motion of Commissioner Crapps, seconded by Commissioner McDonald and carried, minutes of special meeting of September 7, 1961, and regular meeting of September 11, 1961, next approved. Consideration next given to the request from the State Road Department to the Army Corp., of Engineers for approval of plans to construct a bridge on state road 415 across the St. John's River at the east end of Lake Monroe, said bridge planned for a vertical clearance of 25 feet and horizorlal clearance of 50 feet. On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, the Commission recommended that the Army Corp of Engineers request the State Road Department to maintain the same requirements for the proposed bridge as for the bridge at the west end of Lake Monroe, a vertical clearance of 45 feet and a horizontal clearance of 100 feet. Consideration next given to the condition of the rooming house owned by C. H. Olliff and operated as The Palms at 420 W First Street, and on motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, the Commission authorized that said structure be condemned and proper notices placed on the property and thaowner informed thereof, and no further occupancy to be allowed until the structure conforms, to the building code of the City. After consideration and in cooperation with me downtown merchants the Commission authoriz~ the downtown Christmas lights to be turned on Friday nights and authorized extra time for an employee to maintain the lights.
