The City Commission of the City of Sanford, Florida, met in special regular session
at the City Hall in the City of Sanford, Florida at 1:30 o'clock P. M. on October 19, 1961.
Present:

The meeting was called to order by the Chairman.
Jack Wilbur, a Director of the Sanford Junior Chamber of Commerce, appeared and pre-
sented a Community Development Survey, compiled through the efforts of his organization, Setting
forth the results of a door to door canvass of the residents of the City of Sanford and sur-
rounding areas.
After discussion Commissioner Higginbotham moved to authorize the City Manager to
advertise for bids on a garbage packer. Seconded by Commissioner Wilson and carried.
Applications for exempt licenses due to hardship next submitted and action taken as
follows:
Carl C. Resor, 333 E. 9th Street--electric repair shop,
requested exemption due to being a disabled veteran; and
S. J. Nix, 1301 Celery Avenue, owner of a mattress factory,
requested exemption due to being disabled because of blind-
ness, and on motion of Commissioner Higginbotham, seconded
by Commissioner Crapps and carried, the requests were denied.
Request next submitted by Sarah Arnold to operate a teenage Center at 1223 W. 13th
Street and same was taken under advisement.

THEREAFTER AMENDED, AND ESTABLISHING THE AMOUNT

introduced and placed on first reading at regular meeting of October 9, 1961, was next placed
on final reading.
The ~oll was then called on the final passage and adoption of said Ordinance No. 766,
the vote being as follows:

Thereupon the Chairman announced that the City Commission of'the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 766, entitled:

The City Manager next submitted an estimate of $4,222.90 to pipe the open ditch on
8th.~Street from Olive Avenue to Cloud Branch Creek, and same was taken under advisement.
On motion of CommissiOner Higginbotham, seconded by Commissioner Wilson and carried,
the Commission authorized payment to Southern Water Contractors, Inc. from the Renewal and Re-
placement Fund for work completed on cOntract dated June 21, 1961, for well pump and booster for
raw water supply as follows:

Commissioner Wilson next introduced Resolution No. 951, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Higginbotham and carried by the
unanimoUs vote of the Commission.
Said Resolution No. 951, being in words and figures as follows:
A P~SOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA.
WHEREAS, ROBERT W. SLYE, CAPTAIN, united States Navy, has since December 29, 1959,
been in command of the Naval Air Station, Sanford, Florida, and
WHEREAS, during this period of time Captain Slye has been instrumental in and a vital
part of many affairs affecting the civic well being of the citizens of the City of Sanford and
the officers and men of his command, and
WHEREAS, Captain Slye has demonstrated his willingness, interest and concern for all
of those within his sphere of influence and has shown remarkable ability in his handling of Navy
affairs and the relationship between naval personnel and the civilian population,'and has worked
untiringly in their interest, giving unstintingly of his time and ability, and
WHEREAS, as a result, the City Commission of the City of Sanford, Florida feels that
the personnel of the Naval Air Station and the citizens of the city have been richly rewarded,
and the City Commission deems it fit and proper that this fact be made known to all in view of
the impending transfer of Captain'Slye to other duties with the United States Navy,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that the sincere appreciation of the City Commission and the people of the City of Sanford be,
and the same is hereby expressed to ROBERT W. SLYE, CAPTAIN, United States Navy, and that this
Resolution be an expression of such appreciation and a recognition of ou~.standingservice and
contribution to community life and navy affairs.
BE IT FURTHER RESOLVED that this Resolution be a token of the best wishes of the City
Commission and the people of Sanfbrd, Florida, for a happy and successful future.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City
Commission of the City of Sanford, Florida, and that copies hereof be directed to the Navy De-
partment with a request that the same be made a part of the permanent record of ROBERT W. SLYE.
PASSED AND ADOPTED this tenth day of November, in the year of Our Lord, one thousand
nine hundred and sixty-one.'

MINUTES
City Commission, Sanford, Florida,
On motion of Commissioner Hlgglnbotham, seconded by. Commissioner Wilson and carried,
current invoices and payrolls next approved, as evidenced by General Fund Florida State Bank
Vouchers Nos. 3044 thru 3117, General Fund Sanford Atlantic National Bank Vouchers Nos. 6599
thru 6766, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 503
thru 518~ and :Water and Sewer Renewal and Replacement Fund Vouchers Nos. 85 thru 91.
After discussion, Commissioner Higginbotham moved that consideration of awarding
bids on cars~ trucks, gas, and diesel fuel be Scheduled on the agenda for the next regular
meeting of November 13~ 1961. Seconded by Commissioner Wilson and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried,
parking meters were authorized to be installed on the west side of Park AvenUe from Seminole
Boulevard to Fulton Street and on both'sides of Fulton Street from Park Avenue westerly to the
alley.
