111361-Regular Session MINUTES November 13 at 8:00 P.M. City Commission, Sanford, Florida, 19.61 _ The City Commission of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o.clock P.M. on November 13, 1961. Present: Commissioner Joe B. Baker, Mayor " J.H. Crapps " Earl Higginbotham " Thomas S. McDonald " A.L. Wilson City. Attorney Wm C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams The meeting was called to order by the Chairman. Donald Bales, Manager of Sanford Motor Company, appeared and recommended that the invitation to the bids for motor vehicles should be as broad as possible and that any truck or car that would do the job should be considered. Resor, electrical repair shop, requested exemp- tion due to being a disabled war veteran and hard of hearing, and on motion of Commissioner McDonald, seconded byCommissioner Higginbotham and carried, same was denied. Request next submitted by A & W Root Beer Drive-In, 1905 French Avenue, for a license to allow teenage dancing on patio. Mr. & Mrs. P. J. Chesterson and A1 Paine appeared to object to the present noise and disturbance caused by this establishment and to any expansion of same. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, request was denied. Request next submitted by Lawrence E. and Lida Jones for a transfer of license from H. H. Hurston, d~b/a MohaWk Tavern, 412 Sanford Avenue, for sale of beer and wine for consump- tion on premises., and on motion of Commissioner Wilson, se- conded by Commissioner Higginbotham and carried, same was approved on recommendation of the Chief of Police. Request next submitted by John D. Carlton, d/b/a Silver Slipper, for transfer of license for sale of beer and wine for consumption on premises, from Robert A. & Irene Mc- Intosh, d/b/a Goldsboro Georgia Store, 1317 W. 13th Street, and on motion of Commissioner Higginbotham, seconded by MINUTES November 13 at 8 P.M. City Commission, Sanford, Florida, On recommendation of the City Manager and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, salary reclassifiCations were authorized as follows: D. W. Burnham 17-C ($77.06/week) to ~17-D ($79.29/week) Robert E. White, Jr. 17-C ($77.06/week) to 17-D ($79.29/week) Resignation next submitted by George W. Morgan from theZoning and Planning Com- mission, and Commissioner Higginbotham moved on the acceptance of his resignation with regrets, and on the appointment of S. J. Davis, Jr., to fill the vacancy, Seconded by Commissioner Crapps and carried. Duke Shaulbert next appeared to explain his request for a license as Duke Enter- prises for a concession and agency for cushion rentals, portable confectionary, cold drinks and sandwich stand, portable childrens rides, sale of greeting cards, and agency for other entertainments. After discussion and on motion of Commissioner Crapps, seconded by Com- missioner Higginbotham and carried, the Commission authorized a license under blanket clause of the ordinance for exihibition, agency and concession stand, in the amount of $25.00. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, Finance Director H. N. Tamm, Jr., was appointed Acting City Manager while the City Manager is attending the International City Managers Association meeting in Miami Beach, Florida, from November 25 thru November 30, 1961. On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, a public hearing was authorized to be held on December 11, t961, to consider a new Zoning Ordinance, as prepared by George Simons, Planning Consultant, and the Zoning and Planning Commission. Consideration next given to the exchange of the westerly 62.5 feet of 150 feet of property owned by the Atlantic Coast Line Railroad Company abutting Seminole Boulevard on the north for 62.5 feet of City owned property abutting the easterly boundary of said 150 feet of Atlantic Coast Line Railroad Company property on Seminole Boulevard, and on motion of Com- missioner Higginbotham, seconded by Commissioner Crapps and carried, the Mayor and City clerk were authorized to execute an agreement affecting said transfer. Consideration next given to the resignation and retirement of Miss Ellen Hoy as Tax Collector as submitted on October 30, 1961, and Commissioner Crapps moved that in view of Miss Hoy's 42 years of continuous service and further that she had faithfully handled more of the City's money than any other employee, that the Commission authorized a pension of $100 per month to said employee. Seconded by Commissioner Higginbotham and carried. After discussion of the need for street lights on Southwest Road, Commissioner Higginbotham moved to authorize the installation of two lights at positions to be determined by the City Manager and the Chief of Police. Seconded by Commissioner Crapps and carried. The City of Sanford Firemen's Benefit Fund next requested the use of the Civic Center November 17, 1961, and on motion of Commissioner Wilson, seconded by Commissioner Cr~Dps and carried a donation of $94.00 was authorized to said fund to cover the costs of said rental. The City Manager next reported that the ~Atlantic COast Line Railroad Company had informed him they were going to remove two crossing and street lights on Myrtle Avenue at Second and Third Streets, and on motion of Commissioner McDonald, seconded by Commissioner Crapps and carried, the City Manager was authorized to replace said lights with city street lights. MINUTES City Commission, Sanford, Florida, November 13 On motion of Commissioner Wilson, seconded by Commissioner McDonald and unanimously carried, a resolution was authorized as follows: R E S 0 L U T I O N BE i~ ~617~d By gh~ City Commissioners of the City of Sanford, Florida, in regular meeting assembled, that the Mayor-Commissioner of said City be and hereby is, authorized to enter into an agreement with the Atlantic Coast Line Rail- road Company, and to sign same on behalf of said City, where- by the said Railroad Company grants unto said City the right or license to install and maintain, for the gUrpose of con- ducting~water, a line of 8-inch cast-iron pipe across the right of way and under the tracks of the Railroad Company at Sanford, Florida at a point 3462.3 feet southwardly, measured along the center line of the Railroad Company's southbound main track from Mile Post ?66; also a sanitary sewer, a line of 6-inch cast-iron pipe across the right of way and under said tracks at a point 3460 feet southwardly, measured along said center line from said Mile Post; as more particularly des- cribed in said agreement which agreement is dated August ll, 1961, a copy of which agreement is filed with these City Com- missioners. On motion of Commissioner Higginbotham, seconded by Commissioner McDonald:and carried, the Commission authorized parking meters to be removed on Fulton Street from Park Avenue west to the alley, and designated the south side of Fulton Street from Park Avenue west to the alley as a "No Parking" zone, and further authorized l0 meters to be installed on the East side of Park Avenue northerly from the alley south of the Court House. On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, minutes of regular meeting of October 9, and Special meeting of October 19, 1961, were next approved. ' On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, current invoices and payrolls next approved as evidencLed by Gen.~ral Fund Florida State Bank Vouchers Nos 3088 thru 3135, General Fund Sanford Atlantic National Bank Vouchers Nos. 676? . The'City Manager was next authorized to direct a letter to the officials of the Southern Bell Telephone Company requesting their prompt attention to removing and rerouting their lines within the' right of way of West First Street in orde~ not to hinder reconstruction of said street by the State Road Department.
