112761-Regular SessionMINUTES City Commission, Sanford, Florida, November 97 .at 8:00 PoM, .19.61 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford,-Florida, at 8:00 o'clock P.M. on November 27, 1961. Present: Commissioner Joe B. Baker, Mayor " J.H. Crapps " Earl Higginbotham " Thomas S. McDonald " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams Absent: City Manager W. E. Knowles The meeting was called to order by the Chairman. Application for exempt license due to hardship next submitted and action taken as follows: Franklin English, Jr., Jewelery repair shop at R15 Oak Avenue, requested exemption due to being crippled and on motion of Commissioner Higginbotham, seconded by . Commissioner Wilson and carried, same was approved. Consideration next given to tabulation of bids submitted by the City Manager at regular meeting' of November 13, 1961, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, the bid of A. E. Finley Tractor Company, Inc., for furnishing a Hough front-end loader with 4-in-1 bucket at a price of $18,4R1.50 was approved. Consideration next given to bids for furnishing--acompact car for the City Manager and on motion of Commissioner McDonald, seconded~Y commissioner Wilson and carried, the low bid of Seminole County Motors for furnishing a Dodge Lancer at a price of $1,9~4.07 was approved. ~i ..... · Request next submitted by Florida Power& Light Company to rent six parking stalls on parking lot #4, and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, same was authorized at a cost of 95 per month per space. Request next submitted by Junior High School for free use of stadium for their midget team play-off with Miami, this being an additional game beyond the regular schedule, and Commissioner Higginbotham moved to extend the use without charge for this game. Seconded by Commissioner Crapps and carried. Request next submitted by Zoning and PlanningCommission Chairman for a transfer of $100.00 from Contingency Fund (#8150) to Engineering-Travel Expense Account 5007, for M. A. Yelvington, Building Officialf to attend the Florida Planning and Zoning Association Meeting in Tampa, Florida, and on motion of Commissioner McDonald, seconded by Commissioner Higginbotham same was approved. Request next submitted by Virginia Daniels for license for sale of beer and wine, for consumption on premises at 1~23 West Thirteenth Street, and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, same was denied. Request next submitted for consideration for annexation of the Northwest corner of 0nora Road and Sanford Avenue and on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried over the dissenting vo~e of Commissioner Baker, same was tabled for the City Manager to prepare costs estimate for sewer services. Commissioner Higginbotham moved to authorize payment of $100 to the Police Benevolent Association for an ad in their year book. Seconded by Commissioner Wilson and carried. Request next submitted from several restaurants, serving alcoholic beverages, to open after church services on Sunday night, New Years Eve, December 31, 1961. January 1, 19~2, provided each licensee notify the Police Department in advance of their intention to remain open. Seconded by Com- missioner Higginbotham and carried over the dissenting vote of Commissioner Baker. City Attorney Hutchison next explained that the State Law requires the bars to close only during a State general election and a State Democratic primary election, and after discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the City Attorney was authorized to prepare an ordinance to amend the City's regulations to conform wlth the State Law. Commissioner McDonald next reported that it had been brought to his attention that inhumane treatment was being used in disposing of stray and diseased dogs, and the Acting City Manager was instructed to investigate. nf There being no further business, the meeting adjourned. ~/~ MAYOR
