121161-Regular SessionMINUTES City Commission, Sanford, Florida, Decembe~ 11 at 8:00 P.M. 19 61 The City Commission of the City of Sanford, Florida~ met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. on December ll, 1961. Present: Commissioner Joe B. Baker, Mayor " J.H. Crapps " Earl Higginbotham A.L. Wilson " Thomas S. McDonald City Attorney Wm. C. Hutchison~ Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Consideration next given to a proposed ordinance authorizing the sale of alcoholic beverages from 10;30 P.M. on December 31, 1961, until 3:00 A. M. on January l, 1962. After discussion, Commissioner McDonald moved to exclude that portion of the pro- posed ordinance authorizing sale of alcoholic beverages on December 31, 1961, and to authorize an ordinance permitting sale of alcoholic beverages from 12:01A. M. until 3: A. M. on January l, 1962. Seconded by Commissioner Crapps and carried over the dissenting votes of Commissionez Baker and Commissioner Wilson. Rev. C. Sewell, Jr., next appeared to object to an extension of the sale of alco- holic beverages on the Sabbath Day and commended the Commission for their diligence maintain- ing the Civic Center free from the use of alcoholic beverages. Rev. C. C. Dees~ Jr., of the Sanford Alliance Church, next presented a letter opposing the extension of time for sale of alcoholic beverages and further stated that he was unaware that the Sale of alcoholic beverages was permitted in Seminole County from 12:01 to 2:00 A. M. on Sunday throughout the year. Mrs. Cecil Tucker, next appeared to present a petition opposing the sale of alco- holic beverages on Sunday~ December 31, 1961, and that she opposed the extension of sale also on January l, 1962, and further that she objected to the sale in Seminole County on Sundaysj~ George Stine next appeared to oppose any extension of time for sale of alcoholic beverages and stated that it would behoove all in attendance to request the County Com- missioners to close all establishments on Sundays. Commissioner Higginbotham next introduced Ordinance No. 767, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING CHAPTER 4, SECTION 4-2 THEREOF, AS AMENDED, SAID SECTION PROVIDING FOR THE HOURS AND DAYS OF SALE OF ALCOHOLIC BEVERAGES, SAID AMENDMENT ADDING SUBSECTION (d) THERETO PROVIDING FOR SALE OF ALCOHOLIC BEVERAGES ON JANUJARY 1. and same was placed on its first reading and read in full. Commissioner Higginbotham then moved the waiver of the requirement of the second reading of Ordinance No 767, and that same be placed on its final passage and adoption. Thereupon the question recurred on the waiver of the second reading the roll was called and the vote stands as follows: Commissioner Baker Naye " Crapps Yea " Higginbotham Yea " McDonald Yea " Wilson Naye The Ohairman then announced that due to the vote not being unanimous, the re- quirement of a second reading could not be waived on Ordinance No. 767. Request next submitted from Rosa:McNeil for a license for sale of beem and wine for consumption of same on premises at 1603 W. 13th Street and same was tabled until next meeting for further consideration. MINUTES City Commission, Sanford, Florida,_D_e_c_eml~r 11 at 8:00 Bob Kendrick, Service Engineer for Southern Bell Telephone and Telegraph Company, next appeared to recommend and. explain the operation of a central switch board and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, a central switch- board was authorized, to be installed. After discussion of the claim of Wesley Petty for Workmens Compensation, Com- missioner Higginbotham moved to authorize the City Attorney to settle the claim for the sum of $6,000.00. Seconded by Commissioner Wilson and carried. After discussion and on motion of Commissioner Higginbotham, seconded by Com- missioner McDonald and carried, the City Attorney was authorized to prepare an application for City employment setting forth pertinent questions as to the physical and mental health and history of the'applicant and providing that every applicant receive a complete physical examination before being employed. After discussion and on motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, an expenditure of $125.00 from Contingency Account was authorized for training for supervisory personnel. Commissioner Wilson next introduced Resolution No. 952, and after being read in full moved its passage and adoption. Seconded by Commissioner Crapps and carried. Said Resolution No. 952 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA ESTABLISHING DEPOSITORIES FOR CITY FUNDS DURING THE YEAR 1961-1962. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, that The Sanford Atlantic National Bank and Florida State Bank of Sanford, be and they are hereby de- clared to be depositories for City Funds for the year 1961-1962, pursuant to requirement of the City Charter. BE IT FURTHER RESOLVED that a copy of this Resolution be delivered to the President of each of said institutions and that the same be spread upon the minutes of the City Com- mission. BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its passage and adoption. PASSED AND ADOPTED this llth day of December, A.D. 1961. s/ Joe B. Request next submitted by C. C. Flowers for license for sale of beer and wine for consumption off premises at 1201W. First Street, and on motion of Commissioner Crapps, se- conded by Commissioner Wilson and carried same was approved, on the recommendation of the Chief of Police. On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, a transfer of $825.00 was authorized from bhe Contingency Account No. 8150 to Main- tenance of Public Buildings Account No 4621, for outside repairs and repairs to wiring and MINUTES City Commission, Sanford, Florida, December ll at 8:00 P,M, _1961 _ plumbing of the old County jail Building. Commissioner Higginbotham moved ~o designate that area at the Northwest corner of Onora Road and Sanford Avenue be designated as an area from which an annexation petition would be received. Seconded by Commissioner McDonald and carried over the dissenting vote of Commissioner Crapps. On motion of Commissioner Higginbotham, Seconded by Commissioner Crapps and carried, current invoices and payrolls next approved, as evidenced by GeneralFund Florida State Bank Vouchers Nos 3128 thru ~3178, General Fund Sanford Atlantic National Bank Vouchers Nos 6947 thru ?122, and Water andSewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos 519 thru 521 andWater and Sewer Renewal and Replacement Fund Sanford Atlantic National Bank Vouchers Nos 92 thru 99. After consideration the City Manager was authorized to advertise for bids For street resurfacing as included in the current budget. There being no~]further business, the meeting adjourned. nf
