010262-Regular Annual Session MINUTES City Commission, Sanford, Florida, January ~ at 8:00 P,M, ,1962~ The City Commission of the City o£ Sanford, Florida, met in regular annual session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. on January 2, 1962. Present: Commissioner Joe B. Baker, Mayor " J.H. Crapps " Earl Higginbotham " Thomas S. McDonald " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Henry Jameson appeared to request an exempt license as a photographer, due to hearing defect~ and on motion of Commissioner Higginbotham, ~econded by Commissioner McDonald and carried, the request was denied. Vernon Dunn, Seminole County Commissioner, next appeared to speak of the desir- of ability of cooperation among the six incorporated municipalities, the Board/Public Inst~ucfiion and the Seminole County Commissioners, in so far as the statutes and responsibilities permit. Request next submitted by the Atlantic Coast Line Railroad for approval of an agreement for installation of a six-inch water line under their tracks on the Country Club Road right-of-way, and same was referred to the City Attorney. On motion of Commissioner Wilson~ seconded by Commissioner McDonald and carried minutes of regular meetings of November 13, November 2?, December ll, and special meetings of October 30, November 8, 17 and 22nd, and December 6~ and December 18~ 1961, next approved. There being no further business to be transacted by the outgoing Board, the meet- ing adjourned sine die. The Commission then reconvened for the purpose of organization, Commissioner Baker signed the oath and acceptance of office, and being seated as Commissioner of the City of Sanford~ Florida for a three year term. On motion of Commissioner Higginbotham, seconded by Commissioner McDona'ld and carried~ Commissioner Baker was appointed temporary Chairman, pending the election of a Mayor. The first order of business being the election of a Mayor for the ensuing year, Commissioner Higginbotham nominated Commissioner Crapps and moved that the nOminations be closed and that the Clerk be instructed to cast a unanimous ballot for Commissioner Crapps as Mayor. Seconded by Commissioner Wilson and carried. After considerable discussion of the proposed sewage treatment plant~ Commissioner Wilson moved to authorize the firm of Leedy, Wheeler and Allman, Fiscal Agents to make a rate study and give a full report as to the costs to support the complete Plan as to interest and retirement of bonds and operation of the plant. Seconded by Commissioner Higginbotham and carried. After discussion and on motion of CommisSiOner W~lson, seconded by Co~muissioner McDonald and carried, a Public Hearing was authorized to be held January 22, 1962, at 8:00 P.M. to consider the proposed new Zoning Ordinance.
