The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P M. on January 22, 1962.

The meeting was called to order by the Chairman.
The Chairman announced that the first order of business was a Public Hearing to con-
sider a proposed zoning ordinance and map for the City of Sanford, and the regulations,
restrictions and boundaries therin contained, in accordance with the following legal "Notice"
published in the Sanford Herald on January 5, 1962.
NOTICE OF PUBLIC HEARING ON PROPOSED ZONING
ORDINANCE FOR THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a public hearing will be held at the City Commissioners
Room at the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on the 22nd day of
January, 1962, to consider a proposed zoning ordinance for the City of Sanford, Florida and
the regulations, restrictions and boundaries therein contained. Ail parties in interest and
citizens shall have an opportunity to be heard at Said meeting.

Due to the presence of a large number of owners of property on west First Street, the
City Manager outlined the proposed zoning of said property and proceeded to explain the various
regulations and restrictions of the C-I, Neighborhood Commercial; C-2, General Commercial; and
M-t, Light Industrial Districts.
After several requests from the audience and after discussion, Commissioner Higginbotham
moved To amend the proposed zoning map to reflect changes as follows:
That property abutting First Street for one block north
and one block south from French Avenue to Holly Avenue
to be zoned C-2, General Commercial District.
That property abutting First Street for one block north
and one block south from Holly Avenue west to City Limits
and also that property lying between Persimmon Avenue and
the West City Limit and from First Street south to the
A.C,L. RR R/w to be zoned M-I, Light Industrial District.
Seconded by Comm. Baker and carried after no objections being registered from the
audience.
After a request from the audience and after consideration, Commissioner Higginbotham
moved to amend the proposed zoning map to C-~, General Commercial District for the 1/2 block
abutting French Avenue on west, from First Street to Fourth Street. Seconded by Commissioner
Baker and carried after no objections being registered from the audience.
Request next received to zone Lots t, 2 and 3, B!k 1, Highland Park, C-2, General
Commercial District, and on motion of Comm. Baker, seconded by Comm. Higginbotham and carried.
same was approved after no objections being registered from the audience.
W. Dietrich, Realtor, next appeared to request the property abutting Sanford Avenue
on the west from 25th. Street south to 26th. Street to be zoned Commercial and after it was

Consideration next given to Article III of the proposed zoning ordinance, Section 2,
Conditional Uses in R-tAA and R-lA Districts, and on motion of Comm. Baker, seconded by
Comm. Higginbotham and carried, R-iAA District was removed from said section which specified
conditional uses other than residential uses.
There being no further complaints or objections.registered as to the regulations,
restrictions and boundaries, or otherwise, contained in the proposed zoning Ordinance and
Map, the Commission then proceeded to handle other business presented for their consideration.
Robert A. Macks, 312 E. 5th. Street, next appeared to request an exempt license as a
fish peddler due to ill health and partial disability, and on motion of Comm. Baker, seconded
by Comm. Higginbotham and carried, same was approved.
The City Manager next submitted estimated material costs of $5,335.00 for a 20'x72'
building to be used for bar-b-ques held at Fort Mellon Park east of the Swimming Pool. Two
bar-b-que clubs had proposed to donate $2,000.00 to cover the material, and same was referred
to the Building Official to work out plans for less expensive type construction.
The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 P.M. January 19, 1962, for furnishing plastic paneling for Goldsboro
Swimming Pool in accordance with the invitation for bids published in the Sanford Herald on
January 15, 1969.

After discussion, Commissioner Baker moved on the acceptance of the low bid of Gator
Lumber Co. in amount of $718.90 and to authorize a transfer of same to Swimming Pool~Equipment
Account No. 4426, $400.00 from Reserve Account No. 8191 and $318.90 from Contingency Account
No. 8150. Seconded by Comm. Higginbotham and carried.
On motion of Comm. Baker, seconded by Comm. Higginbotham and carried, the Commission
authorized a letter directed to the Zoning and Planning Commission in appreciation of their
efforts in compiling the proposed new Zoning Regulations and Map.
Commissioner Higginbotham next introduced Ordinance No. 770 and moved that it be
placed on its first reading and read in full. Seconded by Commissioner Baker and carried.

A plat of San Clar Farms Replat was next sUbmitted by A. C. Doudney, Surveyor, and on
motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, same was
approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
minutes of regular meeting of January 8, 1962, next approved.
The City Manager next reported that the compact car had not been received which was
covered by the bid awarded on November 27, 1961, to Seminole County Motors stipulating a 30
day delivery, and on motion of Commissioner;!iHigginbotham, seconded by Commissioner Baker and
carried over the dissenting vote of Commissioner McDonald, the.bid was authorized to be
cancelled if delivery was not made by 'January 27, 1962.
The City Attorney next submitted a 99 year lease from the City of Sanford to the Sanford

by Commissioner Baker and carried, the Mayor and City Clerk were authorized to execute said
lease covering property described as follows:
Beginning at the intersection of Mills Creek with the
southerly right of way line of Seminole Boulevard, thence
run southerly along the easterly bank of said creek 460
feet, thence run East 234.5 feet, more or less, to the
westerly line of Atlantic Coast Line Railway'property as
established by deed dated November 27, 1961, recorded in
Official Records Book 388, page 120, thence North along
said Atlantic Coast Line Railway property to the southerly
line of Seminole Boulevard, thence westerly along said
Seminole Boulevard to point of beginning~
