The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock Ps M. on February 12, 1962.

The meeting was called to order by the Chairman.
Commissioner Baker next submitted a proposed layout for an industrial park to utilize
16.77 acres of available City owned land along Seminole Boulevard west of French Avenue. Said
plan to provide 15 sites, each having access to streets, electric power, water and sewers.
After considerable discussion and on motion of Commissioner Baker, seconded 'by Commissione
McDonald and carried, the City Attorney was authorized to prepare a resolution to-
1. Dedicate as an Industrial Park all City owned property lying between
French Avenue and Mangoustine Avenue and First Street and Seminole
Boulevard.
2. To provide for the City Commission to appoint a 3 man Industrial
Board to develop a comprehensive plan for said Industrial Park and
to administer same.
3. To provide that the property return $150,000.00 to the City, said
funds to be set up in a reserve for the maintenance, operation and
expansion of said park.
Commissioner Wilson moved on the appointment of Commissioner Baker as Chairman of the
aforesaid Industrial Park Board, Seconded by Commissioner McDonald and carried.
Loomis Leedy of the Firm of Leedy, Wheeler and Alleman, Fiscal Agents, next submitted
a proposed schedule of bond retirment and interest for a 20-year, $200,000.00 bond issue to
finance the balance of a sewer treatment plant and an alternate schedule for a 30-year,
$!,000,000.00 bond issue to finance the balance of the sewer treatment plant and construction
of a new water treatment plant and well field at the Municipal Golf Course and connecting mains.
Mr. Leedy further stated that the schedule was based on 4~ interest rate and felt that the
issue should sell around 97~, and that the City may realize some beneficial.adjustment on
either figure. The estimated monthly average increase in the sewer rate under the first
issue would be $.59 and under the second issue the same increase for combined water and sewer
would be $1.94. The Commission then raised the question of the costs of financing on a 10 or
15 year schedule and Mr. Leedy stated he would submit figures for same.
The Building Inspector and the Fire Chief next submitted reports of inspections of
buildings or structures found to be in a delapidated, unsanitary or unsafe condition as
follows: ~

After discussion of each of the aforesaid reports Numbers 62-1 through 62-7 and finding
each building to be considered unsanitary, unsafe or delapidated, Commissioner Baker moved to
hold a public hearing on March 12, 1962, to condemn same, and authorized a Notice to be placed
upon each structure, and directed by registered mail, to the last known address as shown by the
tax assessment rolls of the City, a notice to the owner of the property involved of the
findings of the Commission and of the proposed public hearing. Seconded by Commissioner
McDonald and carried.
Hal Harriss, Architect, next appeared to object to the front yard requirements in the
proposed Zoning Ordinance, Article VII, Sec. 4, Paragraph 1, Neighborhood Commercial District,
stating that in this district where there ~s a rear yard requirement that there should not be
any front yard requirement, and same was taken under consideration by the Commission.
Request next submitted by Southland Corporation of Texas, d/b/a 7-Eleven Inc., 1905 Coun-
try Club Road for transfer from Southland Corp of permit for sale of beer and wine for con-
sumption off premises, and on motion of Commissioner Wilson, seconded by Commissioner Baker
and carried, same was approved on the recommendation of the Chief of Police.
Request next submitted by the City of Fernandina Beach, Florida, to be designated by
the Florida Development Commission for the Construction of a Welcome Station on the Inter-
coastal Waterway, and on motion of Commissioner McDonald, seconded by Commissioner BaKer and
carried, the City Attorney was authorized to prepare a resolution directed to the Florida
Development Commission for same.
After consideration and on motion of Commissioner Wilson, seconded by Commissioner Baker
and carried, the City Attorney was authorized to prepare a resolution to the District Engineer,
U. S. Corp of Engineers, Jacksonville, Florida, requesting the improving of the St. Johns River
channel from Lake Monroe to Lake Harney.
The City Manager next submitted the following tabultation of bids which were opened
publicly at 2:00 P.M. on February 9, 1962, for furnishing equipment in accordance with the
specifications in the invitation for bids published in the Sanford Herald on January 18, 1962.

Commissioner Baker moved on the acceptance of the bid of Horne Distributors for furnish-
ing Item I in the amount of $1,599.80, and same died due to lack of a second.
Commissioner McDonald moved on the acceptance of the low bid of Superior GMC Trucks, Inc.
for furnishing Item I in the amount of $1,532.00, and same died due to the lack of a second.
Commissioner Baker moved to table further consideration of the bids 'for Item I until
February 26, 1962. Seconded by Commissioner Wilson and carried.
After consideration, Commissioner Baker moved to table the bids for Item II until
February 26, 1962. Seconded by Commissioner McDonald and carried.
The City Manager next submitted the following tabultation of bids which were opened

Commissioner Wilson moved to table consideration of the bids for furnishing the aforesaid
material until February 26, 1962. Seconded by Commissioner Baker and carried.
Consideration next given to the proposed Zoning Ordinance, and on motion of Commissioner
Wilson, seconded by Commissioner Baker and carried, same was tabled until February 26, 1962.

On motion of Commissioner McDonald,seconded by Commissioner Baker and carried, minutes
of regular meeting of January 22, 1962, next approved.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, current
invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers
Nos. 3237 thru 3309, General Fund Sanford Atlantic National bank Vouchers Nos. 7300 thru 7500,
Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 533 thru 542, and
Water & Sewer Renewal and Replacement Fund Sanford Atlantic National Bank Vouchers Nos. 104
thru 107.
On motion of Commissioner Wilson, seconded by Commissioner McDonald and carried, a
resolution was adopted as follows:

Be it resolved by the City Commission of the City of Sanford,
Florida, in regular meeting assembled, that the Mayor-Commissioner
of said City be, and he hereby is, authorized to enter into an

sign same on behalf of said City whereby the said Railroad Company grants
unto said City the right or license to install and maintain, for the purpose
of conducting water, a line of 6-inch cast iron pipe across the right of
way and under the tracks of the Railroad Company in Country Club Road of
Sanford, Florida, at a point 3352 feet northwardly, measured along the
center line of the Railroads Company's southbound main track from the
Mile Post 771; as more particularly described in said agreement, which
agreement, is dated December 5, 1961, a copy of which agreement is filed
with this City Commission.
Gordon Brisson next submitted an offer to pay for the material for widening Laurel Avenue
by 10 feet on the east from 9th Street to 10th. Street if the City would perform the instailatiol
and on motion of Commissioner Wilson, seconded by Commissioner McDonald and carried, the offer
was accepted and installation was authorized.
0n motion of Commissioner McDonald, seconded by Commissioner Baker and carried, a
transfer of $7,000.00 was authorized from Water and Sewer Revenue Surplus to Water and Sewer
Revenue Renewal and Replacement Fund.
