The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. on February 26, 1962.

The meeting was called to order by the Chairman.
Phil Logan, Attorney for Seminole Trsnsit Corporation, appeared to request a fran-
chise to operate a bus line on a regular schedule and along designated routes.
H. E. Duke Schaulbert, an officer of the aforesaid company, stated that the pro-
posed bus schedule would operate daily from 6:30 A.M. to 10:30 P.M. with a reduced schedule
on Sundays and with fares of 20 cents and transfers for l0 cents.
The Commission requested the aforesaid parties to confer with the City Attorney and
City Manager to work out the details for a Franchise, and to submit same for further con-
sideration.
~,~ Ernest C. Gourm, P.O. Box 162~ Lake Monroe, Florida, next appeared to request an
exempt license as a produce and fish peddler, stating that he was receiving a pension as a
disabled war veteran, and after consideration of the extent of the disability and on motion
of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the request was
denied.
Request next submitted by Michael Sirianni, 2506 Oak Avenue, for permit for sale
of beer and wine for consumption on premises, and on motion of CommisSioner Baker, seconded
by Commissioner Higginbotham and carried, same was approved on the recommendation of the
Chief of Police.
Request next submitted by Lee Brothers to close, vacate and abandon the East-West
alley in Block l-N, Tier lC, and portions of streets abutting said block on the sout~, east
and north, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and
carried, a public hearing was authorized to be held on March 26, 1962, to consider same.
After considerable discussion, Commissioner Higginbotham moved to authorize, the
City Attorney and the Fiscal Agents to prepare an ordinance to authorize the sale of the
necessary bonds to finance a sewage treatment plant over a term of 20 years, and to author-
ize the Engineers to advertise for bids for construction of same as per approved plans and
spec±fications. Seconded by Commissioner Wilson and carried.
John A. Russell, 3030 Magnolia Avenue, next appeared to request that his property
be de-annexed from the City and explained that he had no knowlege of the proposed annexation
prior to its aPproval, and after consideration of the position of his property abutting the
City Limits on two sides, Commissioner McDonald moved to deny the request. Seconded by
Commissioner Higginbotham and carried.
A Committee from the Downtown Merchants Association headed by E. C. Harper, Jr.
appeared to request improvements for the downtown area and action was taken by the Commission
as follows:
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the Commission authorized surface repairs to be made to the municipal parking lot on Seminole
Boulevard and the installation of a sidewalk along the east side of said parking lot from
the east-west alley south to Fulton Street~ and a transfer of funds from the contingency
account to cover same.

of McCabe-Powers Body Co. in the amount of $1,318.25 for furnishing one Aerial Ladder.
After consideration and on motion of Commissioner Higginbotham, seconded by
Commissioner Wilson and carried over the dissenting votes of Commissioner Baker and
Commissioner McDonald, the Commission authorized the acceptanoe of the low bid of Quaid
Fence of Fla. Inc., in the amount of $497.00 for furnishing chain link fence for Bay Avenue
baseball field.
The City Manager next requested authorization for a free conversion and 90-day trial
period for use of L. P. Gas on one of the Refuse Packers, and after considerable discussion
and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried over
the dissenting votes of Commissioner' McDonald and Commissioner Baker, the request was denied.
Request next submitted by Alix of Miami Co. for a raw water tap and a sewer tap at
the location of their new factory building on highway 17-92, and on motion of Commissioner
Baker, seconded by Commissioner'Wilson and carried, same was approved with the stipulations
as follows:
1. Approval by the State Board of Health.
2. Fee to be established by the City Commission upon submission of plans and
specifications.
3. Said company to sign an agreement acknowledging water to be untreated and release
the City from all responsibility as to quantity, quality or supply.
4. Said company to sign a petition for annexation.
After consideration Commissioner McDonald moved to authorize the adoption of a Code
of Ethics for Commissioners and employees. Seconded by Commissioner Baker and same was not
approved by the following vote of the Commission.

On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the City Attorney was authorized to prepare a Proclamation designating the week of May 13
to 19, 1962 as "Police Week".
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the position and appropriation for the custodian at the Civic Center was authorized to be
transferred from the Maintenance Department to the Recreation Department.
Commissioner Baker next introduced Resolution No. 953, and after being read in full
moved its passage and adoption. Seconded by Commissioner Higgin~otham and carried.
Said Resolution No. 953 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD,
FLORIDA DECLARING CERTAIN PROPERTIES WITHIN THE CITY UN-
NECESSARY FOR MUNICIPAL PURPOSES; ESTABLISHING AN INDUSTRIAL
PARK; DEDICATING PROPERTY THEREFOR; ESTABLISHING A BOARD OF
TRUSTEES TO ADMINISTER SAID INDUSTRIAL PARK, AND PROVIDING
FOR REVENUE THEREFROM AND THE USE THEREOF.
WHEREAS, the City Commission of the City of Sanford, Florida has determined that the
real estate owned by the City of Sanford according to plat marked Exhibit "A"'attached
hereto and by reference made a part hereof, which has heretofore not been sold, leased,
dedicated or optioned a~cording to said plat is unnecessary for municipal purposes, and
WHEREAS, the City Commission recognizes the necessity for industrial expansion and
development within the City in order to stabilize'economic development, increase tax revenue
and further the economic prosperity of the community, and
WHEREAS, the City Commission has deemed it desirable to dedicate the aforesaid pro-
perty as-an industrial park and to provide for the administration thereof,

NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida,
as follows:
1. That the property delineated on the plat attached hereto marked Exhibit "A" and by
reference made a part hereof, owned by the City of Sanford, and which according to said plat
is unsold or encumbered, be and the same is hereby dedicated as an industrial par~.
2. That there is hereby created an industrial board whose function is to develop a
comprehensive plan for an industrial park and to administer the same, from time to time making
recommendations to the City Commission, and which said board shall be appointed by the Mayor
upon concurrence of the City Commission, and said board serving at the pleasure of the City
Commission.
3. That the board heretofore created to administer said property shall so administer
the same that the City of Sanford will realize a minimum of Two Hundred Thirteen Thousand
and O0/lO0 Dollars, to be derived from the sale or lease of the property within such indus-
trial park.
4. That the funds derived from the~sale or lease of properties within said industrial
park be and they are hereby set aside into a reserve designed to accomplish the maintenance,
operation and expansion of said park.
BE IT FURTHER RESOLVER that this resolution be spread upon the minutes of the City
Commission of the City of Sanford, Florida.

As the City Commission of the City of

On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, Art
Harris and Bob Crumley were appointed to the Industrial Park Board, and M. A. Yelvington,
Building Official, was appointed an ex-officio member to said Board.
On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, the
Commission authorized an appropriation of $1,000.00 to be transferred for the operation of the
Industrial Park Board.
Commissioner Wilson next introduced Resolution No. 95~, and after being read in full
moved its passage and adoption. Seconded by Commissioner Higginbotham and carried.
Said Resolution No. 954 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA
REQUESTING THE CORP OF ARMY ENGINEERS
TO IMPROVE THE ST. JOHNS RIVER CHANNEL
FROM LAKE MONROE SOUTHERLY TO LAKE HARNEY.
WHEREAS, utilization of the St. Johns River from Lake Monroe southerly to Lake Harney
has in recent years manifestly increased for commercial or recreational purposes, mud
WHEREAS, boat traffic upon said section of the St. Johns River has increased to ~he
point that the same becomes dangerous, in many localities, and
WHEREAS, there have been several disasters and near disasters as the result of the
narrowness and shallowness of said channel, and in the interest of the safety of the public
and proper utilization of said channel, the City Commissioner of the City of Sanford, Florida

NOW THEREFORE, BE IT RE~OLVED, that the Corp of Army Engineers be and the same is
hereby requeste~ to widen the channel in the St.Johns River from Lake Monroe southerly to
Lake Harney to a width of 100 feet, and to deepen the same to' a depth of 5 feet.
BE IT FURTHER RESOLVED, that this resolution be spread upon the minutes of the City
Commission. of the City. of Sanford, Florida, and a copy hereof be delivered to the Corp of
Army Engineers, Jacksonville, Florida.

CITY OF SANFORD, FLORIDA, REQUESTING THE
FLORIDA DEVELOPMENT COMMISSION TO LOCATE
THE PROPOSED WELCOME STATION ON THE INTER-
COASTAL WATERWAY AT FERNANDINA BEACH, FLORIDA.
WHEREAS, it has come to the attention of the City Commission of the City of Sanford,
Florida that The ~lorida Development Commission proposes to locate a Welcome Station on the
Intercoastal Waterway to properly receive and direct the thousands of viSiting yachts using
such Waterway each year into Florida from the North, and
WHEREAS, The Florida Development Commission is considering Fernandina Beach, Jack-
sonville Beach and St. Augustine, and
WHEREAS, the St. Johns River has long been known as one of the most beautiful and
interesting navigable waterways in the State of Florida, and the location of such Welcome
Station in a 8ity Other than Fernandina Beach because of location, would necessarily in
itself eliminate the St.Johns River system from any adequate informational converage since
the Cities of Jacksonville Beach and St. Augustine are South of the St. Johns River on the
Intercoastal Waterway~
NOW THEREFORE, be it resolved by the City Commission of the City of Sanford, Florida
that The Florida Development Commission be and it is hereby urged to locate any Welcome
Station on the Intercoastal Waterway at Fernandina Beach, Florida.
BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the City
Commission of the City of Sanford, Florida, and copies thereof be delivered to Fernandina
Beach, Florida, and The Honorable Wendell Jerrard, Chairman-Director, The Florida Develop-
ment Commission, Tallahassee, Florida.

W. A. Bailey, who has been employed as a meter reader in the Utility Department for 34 years,

was next placed on inactive employment due to his serious illness and to retain his regular
pay until further notice.
Consideration next given to d~linquent accounts receivable arising from contract work
done by the City and from damages to City property and the City Attorney and City Manager
were authorized to proceed with necessary efforts to enforce collection.
On motion of Commissioner Baker, Seconded by Commissioner McDonald and carried, minutes
of regular meeting of February 12 and special meeting of February 19, 1962, next approved.
There being no further business the meeting adjourned. ~

the Commission authorized participation of 50% or up to $300.00 to said association for the
Procurement of a consultant from the University of Florida to make a study and recommendations
for improvements to the downtown shopping area.
On motion of Commissioner Baker, seconded by Commissioner McDonald and carried, the
Commission authorized the Mayor to execute a Resolution in accordance with Chapter 61-2788,
Florida Statutes, to designate the County Supervisor of Registration as Registration Officer

WHEREAS, House Bill 1907 duly passed by the Legislature of the State of Florida during
the 1961 session thereof authorizes the City Commission by resolution to designate the County
Supervisor of Registration as the registration officer of the City, and authorizes said
officer to keep the registration books of the City of Sanford in the same~manner and according
to requirementS existing under state law for residents of the County, and
WHEREAS, the City Commission of the City of Sanford deems it advisable and in the best
interests to consolidate said registration procedure,
NOW THEREFORE, be it 'resolved that the County Supervisor of Registration be and she is
hereby designated the registration officer of the City of Sanford, Florida, and is hereby
authorized to keep the registration books of the City of Sanford, Florida in the same manner
