The City Commission of the City of SanfOrd, Florida met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P.M. on March 26, 1962.

The meeting was called to order by the Chairman.
After discussion add ox motion of Commissioner Higginbotham, seconded, by Commissioner
Wilson and carried, 18 street lights were authorized to be instal!ed from t6th to !8th
Streets and from Roosevelt to Mulberry Avenues, on recommendation of the Chief of Police.
Commissioner Baker next introduced Ordinance No. 772 and moved that it be placed on
its first reading and read in full. Seconded by Commissioner Wilson and carried. Said
Ordinance No. 772, entitled:
AN ORDINANCE OF THE CITY OF SANFORD~ FLORIDA GRANTING TO SEMINOLE TRANSIT
COMPANY THE AUTHORITY, RIGHT AND PRIVILEGE FOR A PERIOD OF FIVE YEARS
TO ESTABLISH, MAINTAIN AND OPERATE A JITNEY AND BUS TRANSPORTATION
SYSTEM IN THE CITY OF SANFORD, FLORIDA, FOR THE TRANSPORTATION FOR
COMPENSATION OF PASSENGERS AND FIXING THE TERMS AND CONDITIONS OF SUCH
GRANT AND PRESCRIBING AN ANNUAL LICENSE TAX TO BE PAID BY THE
GRANTEE.
Offer next submitted from Brailey 0dham to donate to the City a park abutting South
Pinecrest Fourth Addition, with a provision that it would be maintained as a recreation
park in accordance with specified conditions or would revert to the donor. After discussion,
Commissioner Higginbotham moved that the property would be considered if the donor would
eliminate the reverter clause. Seconded. by Commissioner Baker and carried.
The next order of business being a Public Hearing to consider vacating, closing and
abandoning portions of streets and an alley in accordance with the following notice pub-
lished in the Sanford Herald on March 8, 1962.
NOTICE OF PROCEEDING FOR VACATING,
CLOSING AND ABANDONING A PORTION
OF A STREET AND AN ALLEY.
TO '~HOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford, Florida, at
8:00 o'clock P.M. on the 26th day of March, 1962, at the City Commissioners' Room at the
City Hall in the City of Sanford, Florida, will consider and determine whether or not the
City will close, vacate, and abandon any right of the City and the Public in and to that
portion of a street and an alley hereinafter described, to-wit:
(a) That certain east-west alley between~(Maple Avenue and
Holly Avenue in Block 1N, Tier 10.
(b) That portion of Gabbett (Water) Street lying north of
and abutting Block 1N, Tier lO,
(c) That portion of Fulton Street lying south of and abutt-
ing Block 1N, Tier 10.
(d) That portion of Maple Avenue lyim~ east of and abutting
Block 1N, Tier 10.

The Chairman then announced, that the Commission would be glad to hear from anyone
favor of, or against closing, vacating ~_d abandoning that portion of. streets and an alley as
described in the foregoing notice.
There being no objections registered~ and after consideration, Commissioner Higginbothan
moved that that portion of said alley and street be closed, vacated and abandoned as des-
cribed i~ paragraphs (a) and (b) in the foregoing notice and to deny the request for vacating
and abandoning of said streets as described in paragraphs (c) an~ (d) in the foregoing notice,
and te authorize the City A6torney to prepare an Ordinance pertaining to same. Seconded by
Commissioner Wilson and carried.
Commissioner Wilson moved to authorize a Public Hearing to be held on April 23, 1962,
consider vacating, closing, and abandoning Holly Avenue north of Fulton Street and Maple
Avenue north of~ center line of Gabbett (Water) Street. Seconded by Commissioner Baker and
carried.
CommiSsioner Wilson moved to approve the tentative Si~e Development Plan for the
Industrial Park as prepared by Architect J. G. Chapman and presented by the Industrial Park
Commission and to notify Lee Brothers so that they may begin construction of a proposed
storage building. Seconded by Commissioner Hig~inbotham and carried.
On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried
unanimously, the Mayor was authorized to e~ecute a Proclamation as follows:
PROCLAMATION
X~EREAS, Ail inhabitants of the City of Sanford, Florida should be conscious of the
effective work and contribution made by the Police Department of the City of Sanford, Florida
in the protection of lifo and general welfare of the City and its inhabitants, and
WHERE~S, the Mayor of the City of Sanford deems it fitting that such. recognition
should be made during a specified period of time and sufficiently publicized that all
citizens be conscious of the same.
NOW THEREFORE, I~ J. ~. CRAPPS, Mayor of the City of Sanford, Florida, do hereby
proclaim the week of Hay 13 through May 19, 1962, as Police Week and do urge all citizens
of the City of Sanford to recognize the contribution made by the Police Department to the
welfare of the City and its citizens.

moved on its passage and adoption. Seconded by Commissioner B~er and carried over the
dissentinG vote of Commissioner Higgi~botham.

LEGISLATIVE TAX PROGRAM OF THE FLORIDA LEAGUE
OF MUNICIPALITIES ~D URGING THE ENACTMENT 0~
AP~ROPRIATE LEGISLATION THEREFOR.
WHEREAS, there has been a tremendous growth in population in Florida in the last ten
years, and with every i~.dication of f~rther increased population in the next decade, and
WHEREAS, COSTS of local government are steadily increasing, and

WHEREAS, the Legislature has not provided any additional new sources of revenue for
the municipalities since the 5¢ cigarette tax law was enacted in 19&9, and
~JHEREAS, the Florida League of Municipalities has requested each municipality to
acquaint the candidates for the office of State Senator and Members of the House of
Representatives with the financial needs of their respective municipalities in order that
those elected who will comprise the 1963 Legislature will know beforehand of these require-
ments of their constituent cities and towns and thus place them in a better position to
weigh and consider any proposed remedial legislation~ and
~HEREAS~ it is essential to the general welfare and for the best interests of the
inhabitants of the City of Sanford, Florida, that financial relief for our municipal
government be obtained from the Legislature of the State of Florida, and
~EREAS, the E×ecutive Committee of the Plorida League of Municipalities has
endorsed, for adoption by the 1963 Legislature a Legislative Program asking for an increase
in the cigarette tax of 3¢ per package as a primary and basic municipal tax program and,
second, ly~ enabling legislation permitting counties amd~cities to levy an additional !¢
~asoline tax in those counties where county and ~unicipal road and street needs require
such additional finances, with the understandin~ that the proportiom collected withi~ a
municipality be ret~rned to that municipality,~now therefore,
BE ZT RESOLVED by the City Commission of the City of ~an£ord, Florida that the
propose~ legislative tax program of the ~!orida LeagUe ~¢' Municipalities is approved and it
is urged, that such appropriate legislation be enacted at the 1963 session, of the Legis-
lature for the financial relief of the municipalities of P!orida.
BE IT ~URTHER RESOLVED that this resolution be spread upon the minutes of the City
Commission and copies thereof delivered to the appropriate agencies.

As the City Commission of the
City of Sanford, Florida
On motion of Comm_issioner Baker, seconded by Commissioner McDonald and carried, a
Public Hearing was authorized to be held on April 23, 1962, to zone the newly annexed area
east of Sanford Avenue at the intersection of O~ora Road.
After discussion Commissioner Higginbotham moved to authorize a street light to be
installed at the intersection of Magnolia Avenue and 0nora Road. Seconded by Commissioner
Baker and carried, on the recommendation of the Chief of Police.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
minutes of regular meeting of ~arch 12, 1962, next approved.
On motion of Commissioner Wilson, seconded by Commissioner Baker and carried, the
City Manager was authorized to attend a short course for Florida City Managers held at the
University of Florida, Gainesvi!le, Fla., April 29, thru May 2, 1962, and authorized a
transfer of $75.00 from Contingency Account (~8150) to City Managers Travel Expense Account
(~!207), and further appointed the City Clerk Acting City Manager during this period.
Sylvester Terril!, who was convicted in the municipal court on Dec. 11~ 1961, docket

case 65849 for driving while under the influence of intoxicating liquors, next appeared and
stated that he had received his operators license from the state and requested that~his taxi
permit be reinstated, and after discussion and on recommendation of Chief o£ Police~ Com-
missioner Higginbotham moved on the approval of the request. Seconded by Commissioner Wilson
and carried over the dissenting vote o£ Commissiomer McDonald.
In consideration o£ 34 years o£ service in the Utility Department by W. A. Bailey,
Commissioner Hig~inbotham moved to award Mrs. Wo A. Bailey, his widow, the sum of ~5oo.00
to help defray expenses. Seconded by Commissioner Baker and carried.
There being no further business the meeting adjourned.
