The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 9, 1962.

The meeting was called to order by the Chairman.
Request submitted by the T~stees of the Assembly of God Church for the waiver of
the 1961 taxes on Lot 5 Block 15 Tier 8, Trafford's, assessed in the name of H. M. Snow,
who is the minister of the Church. Request set forth that the property was transferred
to H. N. Snow prior to January l, 1961, in order to obtain a loan and then transferred
back to the Church and sold to an individual during 1961. After discussion Commissioner
McDonald moved on the approval of said request. Seconded by Commissioner Wilson, and
same failed to be carried over the dissenting votes of Commissioner Crapps, Commissioner
'Baker and Commissioner Higginbotham.
The. Chairman announced that the next order of business was a Public Hearing to
consider amending the zoning' ordinance prohibiting new residential construction and pro-
viding for alterations to buildings housing non-conforming uses in an industrial zone,
in accordance with the following legal "Notice" published in the Sanford Herald on March

Notice is. hereby given that a~ublic Hearing will be held at the office of
the City Commission in the City Hall in the City of Sanford, Florida, at
8:00 o'clock P.M., April 9, 1962, to consider the following changes and
amendments to the Zoning Ordinance of the City of Sanford, Florida:
(a)
To amend Article XIII, N-1 Light Industrial District,
Section l, Paragraph (1), to prohibit construction of
new one, two and multiple family dwellings.~
To amend Article XIV, Non-ConfOrming uses, Paragraph
(2), to permit a building housing a non-conforming use
to be reconstructed or structurally altered in an M-1
Light Industrial District.
All parties in interest and citizens shall have 'an opportunity to be heard
at said meeting.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against amending the zoning ordinance as described in paragraphs (a) and
(b) in the foregoing notice.
There being no objections registered, and after consideration, Commissioner Higgin-
botham moved that the zoning ordinance be amended as described in the foregoing notice, and
to authorize the City Attorney to prepare an Ordinance pertaining to the same. Seconded
by Commissioner McDonald and carried.

Ordinance No. 772, entitled:
AN ORDINANCE OF THE CITY OF SAh~ORD, FLORIDA GRANTING TO SEMINOLE TRANSIT
COMPANY THE AUTHORITY, RIGHT AND PRIVILEGE FOR A PERIOD OF FIVE YEARS
TO ESTABLISH, MAINTAIN AND OPERATE A JITNEY AND BUS TRANSPORTATION
SYSTEM IN THE CITY OF SANFORD, FLORIDA, FOR THE TRANSPORTATION FOR
CONDENSATION OF PASSENGERS AND FIXING THE TERNS AND CONDITIONS OF SUCH
GRANT AND PRESCRIBING AN ANNUAL LICENSE TAX TO BE PAID BY THE
GRANTEE.
introduced and placed on first reading at regular meeting of March 26, 1962, was next
placed on final reading. After discussion Commissioner Higginbotham moved to table the
final passage and adoption. Seconded by Commissioner Baker and carried.
The City Manager next reported that the heirs of General Sanford~Estate had offered
to sell to the City the vacated old mainline right-of-way of Atlantic Coast Line Rail Road
from 13th Street to 25th Street for the sum of $3,330.00. After discussion, Commissioner
Baker moved to authorize the purchase of the property if the City Attorney could obtain
a good title to said property. Seconded by Commissioner Higginbotham and carried.
Request next submitted from Southern Bell Telephone Company for two Parking meter
permits for service trucks at a reasonable monthly fee, and after discussion, Commissioner
Higginbotham moved that same be denied because this would tend to defeat the purpose of the
meters, to regulate parking. Seconded by Commissioner McDonald and carried.
Request next submitted from Joe Gazil for permit for sale of beer and wine for
consumption off premises at 2990 S. Sanford Avenue. After discussion and on motion of
Commissioner Higginbotham, seconded by Commissioner Baker and carried, same was approved
on the recommendation of the Chief of Police.
On recommendation of the City Manager and on motion of Commissioner Baker, seconded
by Commissioner Higginbotham and carried, a salary reclassification was:authorized for
J. H. Benton from 17-C ($77.06/ week) to 17-D ($79.29/ week).
After discussion of the claim of Mrs. Emily Bruce, 1212 Crescent. Street, Commissioner
Higginbotham moved the same be denied. Seconded by Commissioner Baker and carried.
Report next received from the City Manager on the old accounts receivable as follows:
1. City of Orlando $#29.52
After considerable discussion, Commissioner Higginbotham moved to authorize the
City Attorney to contact Orlando's City Attorney requesting payment. Seconded by Com-
missioner Baker and carried.
2. I. E. Batten $ 33.55
After discussion the City Manager was authorized to send a second notice.
3. Reuben J. Wallstedt $703.35
After discussion Commissioner Higginbotham moved that the City Attorney notify Mr.
Wallstedt to pay this account or he would not be permitted to have any further extensions
to sewer or refuse service.
4. Ted Williams $2,160.21
After discussion the City Attorney was authorized to contact Mack N. Cleveland, Jr.,
Mr. William's attorney, and report results at next meeting.
Request next submitted by the Nehi Bottling Company for the installation of a street
light at the corner of Pecan Avenue and 6th Street, and on motion of Commissioner Baker,
seconded by Commissioner Higginbotham and carried ~ame was approved.

On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the minutes of special meeting of March 17, 1962, and regular meeting of March 26, 1962,
were next approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
current invoices and payrolls next approvea, as evidenced by General Fund Florida State
Bank Vouchers Nos. 5544 thru 3392, General Fund Sanford Atlantic National Bank Vouchers
Nos. 7631 thru 782#, and Water and Sewer Revenue Fund Sanford Atlantic National Bank
Vouchers Nos. 549 thru 559.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
.the following transfers were authorized:
1. From Reserve for Equipment Contracts Payable, account number 8191, to
Street Department Contracts, account number #732, the sum of $4,634.58.
2.From Contingency Account number 8150, to Street Department Materials
account number 4725, the sum of $750.00.
3.From Contingency Account number 8150, to Street Light Repairs and
Maintenance account number 4642, the sum of $150.00.
After considerable discussion, Commissioner Higginbotham moved to authorize the
City to pave a 380 foot driveway for the Police Benevolent Association on their lakefront
property and transfer $710.97 for-materials from Contingency Account No. 8150. Seconded
by Commissioner Wilson and carried.
Commissioner McDonald, moved to accept the recommendations of Leffler and Bush,
Clark, Daily, and Dietz as presented in their Preliminary Report and to proceed with the
water development program. Seconded by Commissioner Baker and same failed to be carried
over the dissenting votes of Commissioner Crapps, Commissioner Higginbotham and Com-
missioner Wilson.
On motion of Commissioner Wilson, seconded by 'Commissioner McDonald and carried,
the City Manager was authorized to prepare estimates for necessary water improvements
needed by the City.
Commissioner Baker next requested clarification of the maintenance of the whiteway
lights in San Lanta Subdivision and after discussion the Commission authorized con-
tinuance of maintenance of said lights.
Loomis Leedy, fiscal agent from the firm of Leedy, Wheeler and Alleman, next
appeared to review and elaborate on his letter of April 5, 1962, setting forth a suggested
plan for retirement of the Water Utility Series "B" Refunding Bonds and the proposed
bonds to finance a SewaEe Treatment Plant, and stated that the bonding ordinances for
same would be presented to the Commission during the current week.
J. H. Van Hoy and Herman Jacobson, members of the Board of Bond Trustees for the
City, were present and expressed their satisfaction with the proposed retirement schedule.
There being no further business, Commissioner Higginbotham moved that the meeting
adjourn until 8:00 o'clock P. M. April 16, 1962. Seconded by Commissioner Baker and carried.
