The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 14, 1962.

The meeting was called to order by the Chairman.
Jack Taylor, spokesman for a group of owners of property located outside of the City,
appeared and requested information about fire protection fo~. said property. Consideration
was given to the responsibilities of the Commission to the City Taxpayers and the authority
of the City to authorize any service outside of the City. The Commission informed Mr.
Taylor that they would consider any reasonable proposal that he could work out with the
County Commission to establish a fire district to pay for all expansion of the fire depart-
ment which would be required by the Southeastern Fire Underwriters Association to maintain
the same favorable fire insurance rating, if services were expanded to include said dis-
trict.
E. C. Harper, Jr., President of theMerchants Association and Francis Roumillat,
III, Chairman of the Post Office Committee, appeared to request the Commission to with-
draw their request to the General Services Administration for the old post office site and
to support an attempt to have the'property vacated and sold, and put into commercial use.
The Commission reported that their request was made on the information that the
property would be released for a specific use, such as a library, without monetary con-
sideration and that this information would be investigated and the request for sale and
commercial use would be considered.
· he next order of business was a Public Hearing to consider the condemnation of the
buildings or structures in accordance with notices authorized at regular meeting of April
24, 1962, to owners of property as follows:
Report 62-10, 614 & 618 East 10th Street, 910, 914,'914~, & 918 Hickory Avenue,
Lots '2, 3, & ~ Block ll Tier C, Trafford's map of Sanford.
Report 62-11, 812, 814, 816~ & 816~ Pine Avenue, Lot 3 and North 20 ft. of Lot
4 Block l0 Tier B, Traffords map of Sanford.
Report 62-12, 801 & 803 Cypress Avenue, 505 & 507 East 8th Street, Lot 5 Block
l0 Tier B, Traffords Map of Sanford.
Report 62-13, 411 & 413 Pine Avenue, South 68.8 ft. of Block 19 lying West~of Pump Branch, Chapman & Tuckers Addition to South Sanford.
Report 62-14, 406 & 408 Pine Avenue, Lot 3 Block 18, Chapman and Tuckers Addition to Sanford.
'There being no objections registered to Reports 62-12, 62-13, and 62-14, and after
considerable discussion, Commissioner Higginbotham moved that the buildings and structures
covered by the aforesaid, reports be condemned, and the owners given a Notice of 60 days to
repair or remove the buildings or structures or give a just cause why they are not removed
or repaired, and after the 60 days Notice to authorize the City to remove the buildings or
structures and levy a lien against the property for the cost of removal. Seconded by Com'
missioner Baker and carried unanimously.
J. H. Beck, 410 Magnolia Avenue, next appeared and agreed to remove the buildings
at 918 Hickory Avenue and 814 Pine Avenue and acknowledged the absence of sanitary facilities,
however objecting to the condemnations on Reports Nos. 62-10 and 62-11.
After considerable discussion, Commissioner Baker moved that the buildings and
structures covered by the aforesaid Reports 62-10, and 62-11 be condemned and owners given

why they are not removed or repaired, mud after the 6 months Notice to authorize the City
to remove the buildings or structures and levy a lien against the property for the cost
of removal. Seconded by Commissioner McDonald and carried oVer the dissenting vote of
Commissioner Crapps.
Anderson Alexander next appeared and requested an exempt license for peddling fruits
and produce from a truck, stating that he is 72 years old and only income is a small
Social Security check. After discussion, CommiSsioner Higginbotham moved on the approval
of same. Seconded by Commissioner McDonald and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried,
B. L. Perkins, Jr. was reappointed to the Sanford Housing Authority for a 4 year term,
beginning May 20, 1962.
Consideration next given to a request submitted by J. A. Russell, 3030 S. Magnolia
Avenue, at a Public Hearing on April 23, 1962, to zone as R-2 (Two Family) District
properties described as item (b) at said hearing. On recommendation of the ZOning and
Planning Commission and on motion of Commissioner Baker, seconded by Commissioner Higgin-
botham and carried, the Commission .approved the aforesaid request and authorized the City
Attorney to prepare an Ordinance pertaining to same. Said property being more particularly
described as; That portion of Lot A, lying west of the utility easement in Block 4, and
Lots 8 through 12 in Block 4, and Lots 7 through 18 in Block 6, all in Rosalind Heights.
After considerable discussion on the need for the extension of the water program,
Commissioner McDonald moved to investigate the best way to finance this project in the
amount of $600,000.00. Seconded by Commissioner Baker and carried.
Floyd Palmer and Lloyd Anderson, representatives of the ~uardian Life Insurance
Company, next appeared and explained the proposed employee's pension plan, and after
discussion same was taken under advisement.
After discussion of the need for supervision of the construction of the sewaEe
treatment plant, Commissioner Higginbotham moved to authorize the City Manager to determine
the salary necessary to obtain a man to act in the capacity of an inspector during con-
struction and to continue as a plant operator after the construction is completed.

Commissioner Higginbotham next introduced Ordinance No. 774, entitled:

Commissioner Higginbotham then moved the waiver of the requirement of the second
reading of Ordinance No. 774, and that same be placed on its final passage and adoption.
Thereupon the question recurred on the waiver of the second reading, the roll was

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 774, entitled:

The City Manager next informed the Commission that the Industrial Commission had
served the City with a "Notice to Comply" with the installment of safety devices on the
ladders on the Two waker tanks and that the City was given an extension of time until
November 7, 1962, and same was taken under advisement.
On motion of Commissioner McDonald, seconded by Commissioner Higginbotham and
carried, a transfer of $350.00 was authorized from Contingency Account No. 8150 to
Swimming Pool repairs and Maintenance Account No. qq21.
Ordinance No. 772, entitled:

GRANTING TO SEMINOLE TRANSIT. COMPANY THE
AUTHORITY, RIGHT AND PRIVILEGE FOR A PERIOD
OF FIVE YEggS TO ESTABLISH, MAINTAIN AND

SYSTEM IN THE CITY OF SANFORD, FLORIDA, FOR
THE TRANSPORTATION FOR COMPENSATION OF

ANNUAL LICENSE TAX TO BE PAID BY THE GRANTEE

On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and
carried minutes of regular meeting of April 23, and regular adjourned meeting of April
27, 1962, next approved.
Request next submitted for two street lights on Willow Avenue between Tenth
Street to Celery Avenue and on motion of Commissioner Higginbotham, seconded by Com-
missioner Baker and carried, same was authorized to be installed on the recommendation
of the Chief of Police.
On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and
carried, a transfer of $57.05 was authorized from Contingency Account No. 8150 to Fire
Department Miscellaneous Account No. 2309.
Request next submitted by Eva Stephens, President Crooms Academy P.T.A. to pave
· West 13th Street on the south side of Crooms Academy. After discussion, and due to the
fact that only part of the street is in the City, the City Manager was authorized to
determine if the County Commissioners would participate in this paving as a joint project.
On motion of Commissioner Higginbotham, seconded by Commissioner McDonald aud
carried, the following method of salary advances was authorized:

1. $25.00 or less, the department head's approval.
2. Over $25.00, and up to $100.00 for emergency purposes only,
approval by City Manager.
3. $100.00 and over must be approved by City Commission for emergency
purposes only.
4. Loans to be paid back in three pay periods.
5. Employee can not apply for addition loan if there is a balance remaining
from the original loan.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
a commendation was authorized for the Sanford Fire Department and Chief Mack N. Cleveland
Sr., and in particular for Lt. George M. Harriett and Lt. Henry D. Faint, Jr., for their
efficient and courageous service in controlling the fire at the Standard Oil Company bulk
station on Seminole Boulevard.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
current invoices and payrolls next apProved, as evidenced by General Fund Florida State
Bank Vouchers Nos. 3393 thru 3q~18, General Fund Sanford Atlantic National Bank Vouchers
Nos. 7825 thru 8020, and Water and Sewer Revenue Fund S~nford Atlantic National Bank
Vouchers Nos. 560 thru 564.
