The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida,~at 8:00 o'clock P. M. on May 28, 1962.

The meeting was called to order by the Chairman.
The City Manager presented a request submitted by Wm. Kirk to open Tamarind Avenue
from First Street to Second Street, and after consideration of a building being located in
the street right-of-way, Commissioner Baker moved to authorize a public hearing to be held
on June 25, 1962, to consider closing, vacating and abandoning Tamarind Avenue from First
Street to Second Street. Seconded by Commissioner Higginbotham and carried.
Hunnicutt & Associates, Inc., St. Petersburg, next submitted an estimate in accor-
dance with a request authorized at meeting of May 1~, 1962, for reappraisal as follows:
Complete Reappraisal (Land, Buildings & Business Personal Property) $36,000.00
Reappraisal of Real Estate (Land and Buildings) 32,000.00
Reappraisal of Land only 6,370.00
After considerable discussion and on motion of Commissioner Higginbotham, seconded
by Commissioner Wilson and carried, same was tabled for further study.
George Palmer, Manager o~ Mayfair Inn, appeared to support a request from New York
Giants to amend their lease of the Municipal Golf Course so as to regulate the starting
time for players who are not guests at the hotel. John Krider, and Mack N. Cleveland, Jr.,
attorney, also appeared in support of the aforesaid request. Representatives of the Women's
Golf Association and Men's Golf Association next appeared to object to any change in the
lease and offered the full cooperation of each of their associations so as to alleviate the
alleged complaints by the guests of the hotel of overcrowding during the peak period of the
season. After considerable discussion, the Commission requested each of the associations
to submit a letter setting forthc their offer of full cooperation to the management of
Mayfair Inn and New York Giants.
Loomis Leedy and Kirk Gunby, Fiscal Agents, next appeared to discuss plans for
financing of water improvements and after consideration, Commissioner McDonald moved that
the City proceed with recommendations of the consulting engineers and the City Manager, per-
taining to the water improvement program and to authorize Kirk Gunby and Loomis Leedy to
furnish the City with a schedule for financing the same. Same died for lack of a second.
W. C. Hill, 1900 Magnolia Avenue, appeared and requested combined utility billings
for multiple houses on one connection.
After considerable discussion and on motion of Commissioner Higginbotham seconded
by Commissioner Wilson and carried, the following schedule was authorized:
(a) A single property owner with one to five dwelling units on a single parcel of
land may elect to provide one sewer service and one water service for all the
dwelling units up to and including five, but not in excess of five. The ser-
vice-setting fees shall be for a single service of each type.
(b) The landowner shall put up the account in his name and shall be responsible
that the bill is paid in full every month. Failure to pay any portion of the
monthly bill shall result in the service being discontinued from all dwelling
units on said service.

(c)
Charges shall follow the established rate schedules, but shall be at least equal
to the minimum charges for water~ sewer, refuse, and utility tax for a single
dwelling unit times the number of dwelling units connected to the central service.
(d) If water consumption exceeds the minimum for each dwelling unit, the added cost
shall be carried throughout the number of units being served.
(e)
If a tenant is to be responsible for the utilities, separate meters and services :~.
shall be provided for each dwelling unit·
Report next submitted on the request for a traffic light at Twentieth Street and
Sanford Avenue, and after discussion of the recommendations of Institute of Traffic Engineers
and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried,
same was denied, on the recommendation of the Chief of Police.
The City Manager next reported that the Navy had offered to cooperate with the re-
moval of the Navy Plane from the Elk's playground in Port Mellon Park, and on motion of
Commissioner Higginbotham, seconded by Commissioner Baker and carried, the City Manager was
authorized to proceed with the removal, upon receiving approval from the Elks Club.
After discussion of the employee's pension plan, Commissioner Baker moved to authorize
advertising for bids for administering of same. Seconded by Commissioner Wilson and carried.
After discussion, and on motion of Commissioner McDonald, seconded by Commissioner
Baker and carried, the specifications and regulations for operation of the Nunicipal Cemetery
were adopted as follows:

Section I
Specifications of Narker Poundations:
A. Concrete foundation of marker bases shall be:
6" thickness of concrete.
1" overhan~ around perimeter Of marker.
24" pilings on four (4) corners of base.
B. Bases for Harble, Granite Slabs:
24" pilings at six (6) points, one (1) at each corner and one (1) half-
way each long side. Width of base shall be 4" of concrete completely
around base with thickness being 6" of concrete thru-out.
Section II
Special Specifications for Second Addition Evergreen Cemetery, Sections
D,E, & F.
A. There will be no concrete or wood memorials allowed in this section.
Only markers of marble, granite or bronze laid flush with the ground will be
allowed.
C. Base foundations prescribed in Section I will be in effect.
Section III Cemetery Care.
The policy of care of cemetery lots was established by the City Commission,
November 14, 1960. These policies pertain to lots in Lakeview and Ever-
green Cemeteries.

The cost of annual care shall be $12·00 per year per lot.
Definition of a lot: A lot can be one (1) to eight (8) graves, or it
can be one (1) grave· Example: If a person owns Lot B, Section I and
there are five (5) graves in Lot b; this shall be considered as one (1)
lot only'if they are Consecutive (side by side)·
If a person owns two (2) separate graves and they are located in different
area; this shall be considered as two lots; therefore the cost would be $24.00
per year.
The period covered by the $12.00 fee is from January 1st through December
31st.
Example: If a person pays $12.00 care on a lot or lots in July, the
care ends on December 31st of same year. If a person pays $12.00 on
January 1st his care ends on December 31st of the same year.

No new grave care will begin after October 1st of each year.
Example: A person paying for care in October, November, or December
1961 their care will begin as of January 1, 1962.

Annual care on lots will include:
Mowing
Edging
Fertilizing
Watering
Any lots on which care is not paid for will be considered private
property and left to the discretion of their owners.
All pathways and right-of-ways will be taken care of by the City of
Sanford.
SECTION IV Lot Costs
Any grave space sold in Evergreen Cemetery, the Second Kddi'~iom,, as of
November 14, 1960, will cost $150.00 per space, which will guar;'.ntee
perpetual care.
B. Baby Spaces in Lakeview Cemetery will cost $15.00.
SECTION V Free Burial
The City of Sanford provides bUrial space for Veterans only and providing
they are either or both:
1. Member of a local veteran's organization.
2. A resident of the City of Sanford.

The City of Sanford is not a burial spot for out of town, out of county
or out of state veterans who have no connection whatsoever with the City
of Sanford.
SECTION VI Miscellaneous.
Ail markers must be placed in uniform fashinn in compliance with Cemetery
regulations and upon approval of Superintendent of Cemetery.

No work on lots may be started in cemetery without approval of Super-
intendent.
No changes in Regulations can be made without approval
and Recreation Director or Both.

Superintendent of Cemetery shall be in charge .of all processions from
which time they enter the gates.
SECTION VII General Regulations.
A. Location of graves must be done by family or their representative.
B. Burial of two bodies in one grave will not be permitted.
C. Only concrete or metal vaults will be allowed.
No person will be allowed to remove or pluck plants or shrubs either
will or cultivated from cemetery property.
Request next submitted for furniture at the new Police Station at a cost of $732.00, and
on motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried~ same
was authorized from account No. 2321.
Request next submitted for a street light at 1812 Paloma Drive, and on motion of Commis-
sionner McDonald, seconded by Commissioner Baker and carried, same was denied, on the recom-
mendation of the Chief of Police.
Offer submitted from Chase & Company to rehabilitate the citrus trees in the Speer Park
and to maintain same for one year, CUd after discussion, Commissioner Higginbotham moved that
City supervise and assist with the trimming of the other trees in the Park and to accept the
offer at no cost to the City. Seconded by Commissioner Baker and carried.
Commissioner Baker next introduced Ordinance No. 775, entitled:

and same was placed on its first reading and read in full.
Commissioner Higginbotham then moved on the waiver of the requirement of the second
reading of Ordinance No. 775, and that same be placed on its final passage and adoption.

On motion of Commissioner Wilson, seconded by Commissioner Baker and carried
minutes of regular meeting of May 14, 1962, were next approved.
Pursuant to action of the Gommission at regular meeting of April 9, 1962, and on
motion of Commissioner Wilson, seconded by Commissioner Baker and carried, the City Manager
was authorized to continue with efforts to purchase the vacated ACL mainline right-of-way
from 13th. St to 25th. Street provided that the City Attorney could obtain a quit claim
deed from the Atlantic Coast Line Railroad Company to clear title.

Request next submitted from W. H. Harrah for refund of fee for City Occupation
License No. 1334, dated May 7, 1962, for building contractor, stating that he was
unable to find sufficient employment and was leaving the City, and on motion of Commissioner
Higginbotham, seconded by Commissioner McDonald and carried, the request was denied.
Lette~ next submitted by Municipal Judge Kenneth W. McIntosh setting forth his
personal interest in Docket Case Number 66565, and requesting that he be disqualified as
judge on said case and on motion of Commissioner Baker, seconded by Commissioner McDonald
and carried the request was approved and the Mayor was authorized to appoint a member of the
Seminole County Bar Association to hear said case.
There being no further business the meeting adjourned.
