061262 MINUTES City Commission, Sanford, Florida, June 12 at 8:00 Po FI. The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 12, 1962. Present: Commissioner J. H. Crapps, Mayor " Joe B. Baker " Earl Higginbotham " Thomas S. McDonald " A.L. Wilson City Manager W. E. Knowles City Attorney Wm. C. Hutchison, Jr. City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Chief of Police R. G. Williams The ~eeting was called to order by the Chairman. Loomis Leedy of Leedy, Wheeler and Alleman, Fiscal Agents, appeared to submit a pro- posed agreement that said firm would be retained by the City as financial advisor on a con- tinuing basis in connection with any and all capital financing which may from time to time occur, and setting forth services to be performed, fee for said services and providing for termination by either party upon thirty days written notice. After discussion, Commissioner McDonald moved to table same for further consideration at the next meeting, and same died for lack of a second. After further discussion, Commissioner Higginbotham moved to approve the proposed agreement. Seconded by Commissioner Baker and carried over the dissenting vote of Commissioner McDonald. Commissioner Higginbotham next moved to offer to receive bids for the sale of $200,000.00 Water and Sewer Revenue Certificates, Series of 1962, said bids to be submitted at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P. ~. on July ll, 1962. Seconded by Commissioner Wilson and carried. The CommisSion next authorized the City Manager to request Wm. Leffler, and Clark, Daily and Dietz, engineers, to submit a rate schedule to cover the costs of interest and retirement of the aforesaid bond issue. Jack Trim, manager of the proposed San Alee Harbor as covered in a lease with the City under date of November l, 1961, next appeared to present plans for the immediate con- struction of the first building under said lease. Mr. Trim also stated that under the original plans the restaurant facilities were estimated to cost around $35,000.00, however, after approaching several operators of national chain restaurants, the plans would have to be enlarged and the present cost estimate for the restaurant may run as high as $125,000.00, and further requested that he be allowed an extension of time in which to construct same. The Commission requested the Lessee to figure out a definite minimum time required and submit same for consideration. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, Dr. Vincent Roberts was reappointed to the Civil Service Board for a two year term beginning June 23, 1962. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, Mason Wharton was appointed to the Zoning and Planning Commission. Request next submitted for street lights on the property o£ the Sanford Housing Authority, and after considerable discussion and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, same was denied. Request next submitted by ~rnest R. Jackson for a permit %or sale of beer and wine, for consumption of~ premises, at 10th Street and Pecan, Avenue, and after consideration and on recommendation of the Chief of Police, Commissioner Baker moved that same be de~.ied. Fi. 1962 Request next submitted for four street lights on Fulton Street, and on motion of Commissioner Higginbotham seconded by Commissioner Wilson and carried, same was approved. Recommendation next submitted by the Zoning and Planning CommiSsion to rezone from R-5 (One and Two Family) to R-6 (Multiple Family) the area from 8th Street to llth Street and west of Mulberry Avenue to Mills creek, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and Carried, a public hearing was authorized to be held July 9, 1962, to consider same. Request next submitted for closing a portion of East 2$th Street on the south side of Lake Gem, and after considerable discussion Commissioner Baker moved to table same. Seconded by Commissioner McDonald and carried. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the minutes of regular meeting of Nay 28, 1962, were next approved. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, current invoices and payrolls next approved, as evidenced by General Fund Florida State Bank .Vouchers No. 3559, thru 3497, General Fund Sanford Atlantic National Bank Vouchers Nos. 8021 thru 8200, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 565 thru 569. Consideration next given to change the traffic flow on North Oak Avenue and Commer- cial Street to prohibit north bound traffic from cutting across the corner, and after considerable discussion and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, sand bags were authorized to be used to build a traffic island on a tria1 basis. Consideration next given to a recommendation by the City Physician, Dr. T. F. Nc- Daniel, that an X-ray be taken of the lower back of employees who perform labor entailing any lifting. Commissioner Baker moved that the aforesaid recommendation be adopted to apply to said class of employees after each being in service to the City for a period of 6 months. Seconded by Commissioner McDonald. After discussion, Commissioner Higginbotham moved to table said motion pending recommendation from the Chief of the Police Department and Chief of the Fire Department. Seconded by Commissioner Wilson and carried over the dissenting votes of Commissioner Baker and Commissioner McDonald. Consideration next given to the Southern Standard Building Code, Part IV, Housing, Chapter III, Section 302, Minimum Standards for Plumbing Systems and Equipment. Every Dwelling unit shall contain not less than the following: (a) Each dwelling unit shall be connected to a potable water supply and to the public sewer or other approved sewerage disposal system. (b) Each dwelling unit shall contain not less than a kitchen sink, lavatory, tub or shower and a water closet, all in good working condition, and in- stalled in accordance with the City Plumbing Code. (c) All. plumbing fixtures shall meet the standards of the City Plumbing Code and shall be in a state of good repair and in good working order. (d) All required plumbing fixtures shall be located within the dwelling unit and be accessible to the occupants of same. The water closet, and tub or shower shall be located in a room or rooms affording privacy to the user. (e) Every dwelling unit shall have connected to the kitchen sink, lavatory, and tub or shower an adequate supply of both cold water and hot water. All water shall be supplied through an approved pipe distribution system connected to a potable water supply. After considerable discussion, Commissioner McDonald moved on the adoption of the aforesaid, deleting the requirement of hot water in paragr~Dh (e). Seconded by Commissioner Baker.
