062562 MINUTES City Commission, Sanford, Florida, June 2~ at 8:00 P.i~. 19 62 The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 25, 1962. Present: Commissioner J. H. Crapps, Mayor " Joe B. Baker " Earl Higginbotham . " Thom&s S. ~cDonald " A.L. Wilson City Manager W. E. Knowles City Attorney Wm. C. Hutchison, Jr. City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa H. Rotundo Chief of Police R. G. Williams John Krider, Manager of the Seminole County Chamber o£ Commerce, appeared to request the Commission to support the application of the Merry Shipping Company, Inc., to the Inter- state Commerce Commission for a permit to operate a barge line as a Common Carrier between Augusta, Ga. and Sanford. After consideration and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson ~ud unanimously carried, the City Attorney was authorized to appear before the Interstate Commerce Commission at the I~ublic Hearing in Augusta, Ga. to express the support of the City Commission. The next order of business was a Public Hearing to consider closing, vacating and abandoning Tamarind Avenue from First Street to Second Street in accordance with the following notice published in the San£ord Herald on June 5, 1962. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION 0E A STREET. TO WHOH IT MAY CONCERN: You will take notice that the City Commission of the City o£ Sanford, Florida, at 8:00 o'clock ~. M. on the 25th. day o£ June, 1962, at the City Commissioners' Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right o£ the City and the public in and to that portion of a street hereinafter described to-wit: That portion o£ Tamarind Avenue l~ing between the south right of way line o£ First Street and the north right of way line of Second Street. Persons interested may appear and be heard at the time and place above specified. City Commission of the City of Sanford, Florida BY: H. N. Tamm, Jr. City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning that certain street as described in foregoing notice. There being no objections registered, and after discussion, Commissioner McDonald moved that same be tabled. Seconded by Commissioner Baker and carried. Request next submitted £rom Robert Adair for a sewer line extension on Park Avenue south o£ 2?th Street at a ~ost of approximately $3,~9~.00 and after considerable discussion the City Manager was'authorized to determine if Mr. Adair would pay for the material if the City would furnish the labor and provided that the £unds for th~ material must be deposited ~ith the City prior to materials being ordered. Request next submitted from Spencer James, a disabled war veteran, for an exempt license to operate a produce stand at 711 Celery Avenue, and after discussion, and on motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried, same was denied. Cleminshaw Company, Cleveland, Ohio, next submitted an estimate in accordance with a request authorized at meeting of May 14, 1962, for a reappraisal as follows: Complete reappraisal (land, buildings & business personal property) $50,000.00 After considerable discussion, Commissioner McDonald moved to authorize the City Manager to set up interviews with two recognized appraisal firms in this area to discuss a land study at no obligation to the City. Seconded by Commissioner Baker and carried. Request next submitted to close a portion of East 24th Street on the south side of Lake Gem, and after considerable discussion, Commissioner Wilson moved to authorize a public hearing to be held on July 23, 1962, to consider same. Seconded by Commissioner McDonald ~nd carried upon role call vote as follows: Commissioner Crapps Naye " Baker Naye " Higginbotham Aye " McDonald Aye. " Wilson Aye Commissioner Crapps stated that if all of the property owners west to Mellonville request the street to be closed, then he will vote for it also. Commissioner Higgin- both. am stated that if all of the residents on both ends of the street are notified and if they favored closing the street, then he will vote for it also. The City Manager next submitted the following tabulation of bids which were opened publicly at 2:00 P. M. June 20, 1962, for furnishing water meters in accordance with the invitations for bids published in the Sanford Herald on June ?, 1962. Request next submitted from Fleet ReserVE Association for renewal of the lease of building at 219 Seminole Boulevard, and on mo~on of Commissioner Higginbotham, seconded by Commissioner Wilson and carried same was apPmoved for one. Year ending August 8, 1963. After discussion of the procedure authorized: to he'Undertaken for the removal of condemned structures, Commissioner McDonald moved, that in addition to the action and notices as now provided, that at least ten days prior to actual demolition and removal by the City, an estimate of the cost for said work and a notice of intent to demolish and remove will be sent the property owner by registered mail. Seconded by Commissioner Baker and carried. On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried~ a transfer of $200.00 from Parks Stadium Repairs Account No. 4170 to Parks Miscellaneous Supplies Account No. 4122 was authorized. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, minutes of regular meeting of June 11, 1962, were next approved. Pursuant to the request of the Seminole County Board of Public Instruction, Commissioner Baker moved to authorize the paving of one block of Thirteenth Street from Persimmon Avenue west to the City Limits and to assess one third of the costs to each MINUTES City Commission, Sanford, Florida, June 25, Et 8: O0 P.l~I. .1962 of the abutting property owners and authorized one third of the costs to be pai~ by the City. Seconded by Commissioner Higginbotham and carried. Wm. Leffler, engineer, requested that an outside survey check the location and grades on the sewage treatment plant work, and on motion of Commissioner Higginbotham, seconded by ~ Commissioner Ba~er and carried, same was denied and the City Manager was authorized to notify the engineers that this was within the scope of their contract. Request next submitted from Certified Growers of Florida, Inc. for a fireworks dis- play to be held on July 13, 1962, between 8:00 and 9:00 o'clock P. M. in the parking lot north of the Thriftway Store at 25th and Park Avenue, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, same was approved, contingent upon inspection and approval of the Fire Chief and filing o£ a proper liability insurance with the City. Consideration next given to the awarding of employee's service pins for years of service and same was held for 1962-63 budget. Request next submitted by John Zeuli and D. H. Whitmore £or a license for sale of beer and wine for consumption on premises at 2619 French Avenue and on recommendation of the Chief of Police, and on motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, same was approved. After discussion of the proposed Industrial Park, Commissioner Baker moved to officially designate the park as the "Sanford Industrial Park". Seconded by Commissioner Wilson and carried.
