Seconded b~ Commissioner McDonald and carried. Carrol Burke, Attorney~ appeared to represent Willie Guss Williams, owner of property covered by Report 62-17 and informed the City Commission that said owner would remove the structure the latter part of September. After discussion, Commissioner Higginbotham moved that the buildings and struc- tures covered by the aforesaid Report 62-17, be condemned and the owners given a Notice of 90 Days to repair or remove the buildings or structures or give a just cause why they are not removed or repaired, and after the 90 Day Notice to authorize the City to remove the buildings or structures and levy a lien against the property for the cost of removal. Seconded b~ Commissioner Baker and carried. Reverend James H. Messer, contractor for the DuHart estate, ne~t appeared and requested 90 days to repair the buildings or structures covered by the aforesaid R.~port 62-22 and 62-25. After considerable discussion, Commission McDonald moved that the buildings and structures covered by the aforesaid Reports 62-22 and 62-25 be condemned and owners given a Notice of 90 Days to repair or remove the buildings or structures or give a just cause why they are not removed or repaired, and after the 90 Day Notice, to authorize the City to remove the buildings or structures and levy a lien against the property MINUTES City Commission, Sanford, Florida, at 101~ West 10th Street and 6 months to repair the building at 1018 West 10th Street, both covered by the aforesaid Report 62-26. After discussion, Commissioner Baker moved that the building or structure at 1014 West 10th Street covered by the aforesaid Report 62-26 be condemned and~ow~r be given a Notice of 90 Days to repair or remove the building or structure or give a just cause why it is not removed or repaired, and after 90 Days Notice to authorize the City to remove the building or structure and levy a lien against the property for the.cost of removal. Seconded by Commissioner Higginbotham and carried. After discussion, Commissioner Higginb0tham moved that the building or structure at 1018 West 10th Street covered by aforesaid Report 62-26 be condemned and. the owner be given a Notice o£ 6 Months to repair or remove the building or structure or give a just cause why it is not removed or repaired, and after 6 Months Notice to authorize the City to remove the building or structures and levy a lien against the property for the cost of removal. Seconded by Commissioner Baker and carried. The Chairman announced that the next order of business was a Public Notice to consider vacating, closing and abandoning an alley in accordance with the following legal "Notice" published in the Samford Herald on July 26, 1962: NOTICE OF PROCEEDING FOR VACATING, CLOSING ~D ABANDONING AN ALLEY TO ~PHON IT MAY ~ ' w ~O~JC~RN: You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 P. N. on the 1}th day of August~ 1962, in the City Commissioners' Room at the City Hall in the City of Sanford, Plorida, will consider and determine whether or not the City will vacate and abandon any right of the City and the public in and to that certain alley hereinafter described, to-wit: That certain east west alley lying between Lot:il0 an~ Lot 11, Rose Court Replat. There being no objections registered, and after consideration, Commissioner Wilson moved that the alley be close!, vacated, and abandoned as described in the foregoing notice, ~nd to authorize the City Attorney~to prepare an ordinance pertaining to the same. Seconded by Commissioner Higginbotham and carried. Request next submitted by William Buchan, d/b/a Little Giant Pood Store at 2~0} Prench Avenue for a transfer of beer and. wine license, for consumption off pre- mises, from L. J. Souther, and after consideration and on motion of Commissioner Higgin- botham, seconded by Commissioner NcDonald and carried, same was approved on the recom- mendation of th® Chief of Police. Request next submitted for a street light at ~e intersection of llth Street and Cypress Avenue, and after discussion, Commissioner NcDonald moved to hold same for con- sideration in the 1962-63 budget. Seconded by Commissioner Higginbotham and carried. Request next submitted for the reconstruction of West 1}th Street and on motion MINUTES City Commission, Sanford, Florida, All~t !3, 1962~' .19~ Consideration next given to the policy of the Commission on the reappointment of members of various Boards of the City, and Commissioner Baker moved that in order to familiarize more of the citizens of the City with the functions of the City, that appoint- ments would be limited to two terms of office, where practicable. Commissioner Wilson moved that E. C. Harper, Sr., and Frank Ashdown be reappointed to the Board of Adjustments and Appeals for four year terms, effective May 9, 1961, and William Kratzert be reappointed to the Board of Adjustments and Appeals for a four year term, effective August 13, 1962, and W. M. Philips be reappointed to the Board of Ad- justments and Appeals for a three year term, effective September 8, 1961. Seconded by Commissioner Baker and carried. Lee Brothers Construction Co. next offered to return to the City for the original purchase price of $9,677.09, property which was transferred to them for development and which has hot'~been utilized. Said property described as Lots 1 thru 5, Block 1, tier 9, E. R. Trafford's Map of Sanford. Commissioner Higginbotham moved to authorize the repurchase of the aforesaid property and to include the amount of ~9,677.09 for payment in the budget of 1962-63. Seconded by Commissioner Baker and carried, with Commissioner McDonald abstaining from vote. After considerable discussion of the proposed County Utility ~ranchise, Commissioner Higginbotham moved to authorize the City Attorney to prepare a Resolution strongly op? posing the franchise as presented. Seconded by Commissioner Baker and carried. The City Manager next submitted the.~llowing tabulation of bids which were opened publicly at 2:00 o'clock ~. M. on August 1, 1962, for furnishing an insured group pension system in accordance with the specifications in the invitation for bids pub- lished in the Sanford Herald on July 23, 1962. John Hancock--Late bid submitted AMOUNT ~16,991.88 15,}59.77 17 ,~21.00 After discussion, the City Manager was authorized to further discuss the pension plan with agents from Travelers Insurance Co. and Knight Brothers Insurance Co. and to have a representative of both companies at the next commission meeting of August 27, 1962, to further discuss the plans with the Commissioners. The City Attorney next informed the City Commission that it would be necessary for t~City to have s~. Legislative Act to form a Port Authority; however, a committee could be appointed to investigate the relative merits of such authority. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried, a committee was appointed to submit a report by January 1, 196}, pertaining to said Zort Authority as follows: George Touhy, T. E. Tucker, Howard Hodges, P. E. Roumillat, Jr., A. H. Harris, John Alexander, Earl Higginbotham, Andrew Carraway, Ma!ret Gielow, S. Joe Davis, Jr., Lee Moore, Mack Cleveland, Jr., Thomas S. McDonald., and John Krider. On motion of Commissioner Baker, seConded by Commissioner Wilson and carried, minutes of regular meetin~ of July 23, :~962, were next approved. On motion of Commissioner Higgin%otham, seconded by Commissioner Mi!son and carried over the dissenting vote of Co~missioner BakU'r, the City Manager was next authorized to inform the County Commission ~hati:6he City was prepared to proceed with the proposal to reconstruct 25th Street from French Avenue to the old Lake Nary Road, with the City contributing one-third of the total material costs of ~56,000.00. as set forth in the original County proposal, and:~ recommend that the center line be off-set in the right-of-way so as to minimize the cost of moving public utilities. On motion of Commissioner McDonald, seconded by Commissioner Wilson and. carried, $100.00 was authorized to be transferred from the Contingency Account No. 8150 to the City Manager Salary Account No. 1201, to provide for extra help during his secretary's vacation. On motion of Commissioner McDonald, seconded by Commissioner Baker and carried over the dissenting vote of Commissioner Crapps, the City Manager was authorized to request a proposal from another appraisal firm to perform a land reappraisal for the City. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, ~he name of the City's Industrial Park on Seminole Boulevard, "The Sanford industrial Park"~ was made avaialbte to the proposed H. Leffler, Jr., Engineer, next submitted ~stlmate No.. 2, in the amount of $3?,02?.5 covering work completed and material on job site to August 1, 1962, on contract with Texas Mid West Contracting Co., Inc., dated May 9, 1962, for the Sewage Tgeatment Plant. After consideration and on motion of Commissioner Wilson, seconded by Commissioner McDonald and carried, payment was authorized from the~onstruction fund of 1962 in the amount of ~37,O37.'53 for Statement No. 2, contingent upon approval of the City Manager. Request next submitted by J. D. Carlton, 1310 W 13th Street, for a license for the sale of beer and wine, for consumption off premises, smd on motion of Commissioner Higgin- botham, seconded by Commissioner PicDonald and carried., same was approved on recommendation of the Chief of Police. Harden, d/b/a Harden's Grocery, at 620 Cypress Avenue for the tramsfer £rom D & S Grocery Store of a license to sell beer and wine, for consumption off premises, and on motion of Commissioner Hi2ginbotham, seconded by Commissioner PicDona. ld and carried, said transfer was approved on the recommendation of Chief of Police. On motion of Commissioner Wilson, seconded by Commissioner N6Donald and carried, the Commiss~ion next approved the expenditure for travel expenses for two Commissioners to Dallas, Texas for industrial promotion pertaining to the Prito-Lay Company and H.L.H.
