.The City Commission of the City of Sanford, Florida, met in regular meeting at
the Cigy Hall.in the City of Sanford, Florida, at 8:00 o'clock P. M, September 2#, 1962.

The meeting was called to order by the Chairman.
The Chairman announced that the first order of business was a Publie Hearing
to consider the rezoning of the property as proposed and described in the following legal
notice published in the Sanford Herald of September 4, 1962:
NOTICE OF PUBLIC HEARING OF PROPOSED
CHANGES AND AMENDMENTS IN CERTAIN DIS-
TRICTS AND BOUNDARIES ON THE ZONING
ORDINANCE OF THE CITY OF SANFORD, FLORIDA
Notice is hereby given that a public Hearing will be held at the Commission Room
in the City Hall in the City of Sanford, Florida at 8:00 o'clock P. N'. on September 24,
1962, to consider the following changes and amendments to the Zoning Ordinance of the
City of Sanford, Florida:
(a) The property zoned in District R-2 (One and Two Family Dwelling),
located on the north side of Celery Avenue and between Mellonville
Avenue and the westerly boundary ~ine of Mayfair Section, First
Addition, is proposed to be changed to R-3 (Multiple Family Dwell-
ing) District. Said property being more particularly described as
the South 350 feet of Lots 22, 23, and 24 of Pace Acres.
(b) The property zoned District R-1 (One Family Dwelling), located
on the south side of Celery Avenue and between Douglas Avenue and. the
easterly City Limits is proposed to be changed to C-1 (Neighborhood
Commercial) District. Said property being more particularly described
as Lots t through 6, Block B, Lots i through 6, Block C and Lots 1
through 3, Block D, Buena Vista Estates.
All parties in interest and citizens shall have an opportunity to be heard at
said hearing.

The Chairman then announced that the Commission would be glad to hear from any-
one in favor of or against the rezoning as advertised in the foregoing notice. There
being no objection registered and after discussion, Commissioner Higginbotham moved that
the property be rezoned as advertised and to authorize the City Attorney to prepare an
ordinance pertaining to same. Seconded by Commissioner Baker and carried.
Applications for exempt licenses due to hardship next submitted, and action
taken as follows:
Albert Hall, 313 E. llth Street, Merchant -- selling fish bait and supplies,
requested on exemption due to ill health, and on motion of Commissioner
Baker, seconded by Commissioner Higginbotham and carried, same was
approved.
Louis C. Petites, 811W. 20th Street, Produce Peddler -- requested an exemption
due to ill health, and on motion of Commissioner Baker, seconded by

After discussion and due to'the absence of two of the Commissioners from the meeting,
Commissioner Higginboth~m moved to table action on the aforesaid condemnation reports until
the next regular meeting. Seconded by Commissioner Baker and carried.
Annexation petition next submitted for Lot ll, Park View Addition, and on motion
of Commissioner Higginbotham, seconded by Commissioner Baker and carried~ same was ap-
proved and the City Attorney was authorized to prepare an ordinance pertaining to same.
Request next submitted by Vir~ese Cave d/b/a Cave's Tavern for transfer of license
for the sale of beer and wine for consumption on premises from Lide Lee Jones d/b/a Lida's
Tavern at 412 Sanford Avenue, and on motion of Commissioner Higginbotham, seconded by Com-
missioner Baker and carried, same was approved on the recommendation of the Chief of Police.
Request next submitted by Kenneth M. Leffler, Administrator C.T.A.D.B.N. of the
Estate of Nick Constantine for the transfer of a 1Lcense for the sale of alcoholic beverage
for consumption off premises from Maria Leonis, Administratrix of the Estate of Nick Con-
stantine d/b/a Nick's Package Store, 410 Sanford Avenue, and on motion of Commissioner
Baker, seconded by Commissioner Higginbotham and carried, same was approved on recommen-
dation of the Chief of Police.
Recommendation next submitted from the Zoning and Planning Commission to establish
a fee of $20;00 to cover cost of publication of notices for all rezoning applications and
further recommended a refund of $5.25 of the fee if the application is not presented to
the City Commission, and on motion of Commissioner Baker, seconded by Commissioner
Higginbotham and carried, same was approved.
Request nex~ submitted by the Zoning and Planning Commission for a fransfer in
the 1962-6~ budget of $125.00 to Account No. 5007 Engineer-Travel Expense to provide for
the building official to attend the annual conference of the Florida Planning and Zoning
Association in Miami from November 28 thru December 2, 1962, and on motion of Commissioner
Baker, seconded by Commissioner Higginbotham and carried, same was apDroved.

On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried.,
minutes of regular meeting of September 10, 1962 were next approved.
Request next submitted by Jake Adams for a 90 day extension of two notes due
September 6, 1962, in the amount of $659.86 each, and on motion of Commissioner Higgin-
botham, seconded by Commissioner Baker and carried, same was approved, with interest at
6% annually.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
transfer of Funds were authorized as follows:

and material on job site to September l, 1962, on contract with Texas Mid West Contracting
Company, Inc.~ dated May 9, 1962, for the Sewage Treatment Plant.
After consideration and on motion of Commissioner Baker, seconded by Commissioner
Higginbotham and carried, payment was authorized from the Construction Trust Fund of 1962,
in the amount of $19,986.51 for Estimate No. 3, contingent on approval of City Manager
and Resident Supervisor.

wine for consumption on premises at 301 Sar[ford Avenue, and on motion of Commissioner
Higginbotham, seconded by Commissioner Baker and carried, same was approved on the~recom-
mendation of the Chief of Police.
