102262 MINUTES: City Commission, Sanford, Florida,_ 0¢tober 22 ? .196P The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., October 22, 1962. Present: Commissioner J. H. Crapps, Mayor " Thomas L. McDonald " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams Absent: Commissioner Joe B. Baker " Earl Higginbotham City Manager W. E. Knowles The meeting was called to order by the Chairman. John Fox, Realtor, appeared to represent a client and offered the sum of $1,0OO.O0 for City owned property described as Lots 8 thru 12 of Spurling's Plat of Blk 15, Chap- man & Tucker Subdivision. He further stated the property would be cleared and paved, for use as a storage lot for automobiles, and same was taken under advi~ement by the Com- mission for further consideration at the regular meeting of November 12, 1962. Mrs. Icie Nary, Apt. 12, Cowan-Mought~n Terrace, appeared to request an exemption due to physical handicap and undue hardship, for a license to peddle used clothing, and after consideration and on motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, same was approved. J. Sansone, representing Big H Amusements, next appeared to clarify his operation at 25th Street and Magnolia Avenue and setting forth the hours of operations as follows: Monday thru Friday 3 P. M. to 9 P. M. Saturday l0 A. M. to l0 P. M. Sunday I P. M. to 7 P. M. Mr. Sansone further offered his full cooperation to any regulations that the Commission might deem necessary, and same was taken under advisement. Commissioner Crapps next reported that the City had been unable to work out a lease with the Seminole County Board of Public Instruction for use of the Municipal Stadium. after discussion and on motion of Commissioner McDonald, seconded by Com- missioner Wilson and carried, the Commission authorized the collection of the Muni- cipal Stadium taxes in accordance with Section 23 of the City Code for all activities for the 1962-63 season. Request next submitted by the Sanford Housing Authority for the City to parti- cipate in the widening of the street corners within the Castle Brewer Court project and after discussion, same was tabled for investigation as to the estimated cost. Recommendation next submitted by K. W. McIntosh, Municipal Judge, for the sus- pension of the balance of sentence against Carl J. McWilliams in Municipal Court Docket cases Nos. 66400, 66401 and 66599, and on motion of Commissioner Wilson, seconded by Commissioner McDonald and carried, same was approved on the recommendation of Chief of Police. Mrs. Plem Patterson next submitted a request to be reimbursed in the amount of $117.O for medical expense as a result of falling on the sidewalk in the City of Sanford, and on motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, the request was denied. Consideration next given to a letter submitted by Academy Manor, Inc., for payment for the balance Of $5,000.00 due the City under an agreement dated May 19, 1961, proposing to amend the agreement so as to pay the sum of $100.00 from each of the next 50 houses as ~ ~,,~a~ ~m~ ~ ~~. Commissioner Wilson next introduced Ordinance No. 790, entitled: AN ORDINANCE OF THE CITY OF SAhWORD, FLORIDA, CLOSING, VACATING AND ABANDONING THAT CERTAIN NORTH-SOUTH ALLEY LYING BETWE~E LOTS I THROUGH 3 INCLUSIVE, AND LOTS 7 THROUGH 9 INCLUSIVE, IN PARK VIEW SUBDIVISION. and motion of Commissioner Wilson, seconded by Commissioner McDonald and carried, same was placed on its first reading and read in full. Commissioner Wilson next introduced Ordinance No. 791, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING THAT PORTION OF OAK AVENUE, EXTENDED, WHICH LIES SOUTH OF 27TH STREET AND WHIC]!~ ABUTTS LOTS i THROUGH 6 INCLUSIVE, PARK VIEW SUBDIVISION. and on Commissioner Wilson, seconded by Commissioner McDonald and carried, same was placed on its first reading and read in full. Estimate No. 4 next submitted in the amoun~ 0f ~17,078.24 covering work completed and mSterial on job site to October l, 1962~...~'on contract with Mid West Contracting Company, Inc., dated May 9, 1962, for the Sewage TreatmentlPlant, and on motion of Commissioner Wilson, seconded by Commissioner McDonald and carried, payment was autho- rized from the Construction Trust' Fund of 1962, On approval of the City Manager and the Resident Supervisor. Change Order No. i for the Sewage Treatment Plant next submitted for a more rigid grate to be used at an estimate cost of $450.00, and on motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, same was approved. On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, the City Manager was designated to approve all contractors for sublet work on the Sewage Treatment Plant. On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, current invoices and payrolls next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 3643 through 3691, General Fund Sanford Atlantic National Bank 8900 and 9801 through Vouchers Nos. 8749 through^9822, Water and Sewer Revenue Fund, Sanford Atlantic National Bank Vouchers Nos. 595 through 609. On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, minutes of special meeting of October 1 and regular meeting of October 8, 1962, were next approved. Tabulation next submitted of bids which were opened publicly at 2:00 P. M., October 22, 1962, for furnishing materials for water and sewer lines to the Hunt property on South Sanford Avenue in accordance with the specifications in the invitation for bids published in the Sanford Herald on October 15, 1962. On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried, MINUTES City Commission, Sanford, Florida, Communism in Cuba. On motion of Commissioner McDonald, seconded by Commissioner Wilson, the Commission ruled that the instruction course offered by the Merchants' Association on October 23 through 25 1962, would comply with the requirements under classification "C" of the Civic Center rent schedule and therefore would not be charged for this use.
