The City Commission of the City of Sanford, Florida, met in special session at the City
Hall in the City of Sanford, Florida, at 10:00 o'clock A. M., December 7, 1962.

The meeting was called to orde~ by the Chairman.
Kenneth W. McIntosh, Attorney for the Sanford Pipeline Company, Gerald Rausch, President
of said Company, H. Barrow, Treasurer of Standard Southern Corporation and R. W. Ottosen,
pipeline Technologists Inc., appeared to present the proposed operation of the Sanford
Pipeline Company.
The Company was represen~edsas..anticipating transporting twenty six million gallons of
JP5 jet fuel by barge line on the St. Johns River to Sanford, thence by pipeline to the Sanfor~
Naval Air Station. Pier Facilities, a pumping station and housing, and two 12,500 barrel
storage tanks are to be located in the vicinity of Seminole Boulevard and French Ave~e, and
a ~-inch pipeline to be constructed along City Streets and parkways from that point to the
Air Base.
The aforesaid delegation next proposed an annual lease from the City for pipeline
right-of-way, easterly along the north side of Seminol~ Boulevard to .the intersection of
Mellonville Avenue, thence southerly along the east side of Mellonville Avenue to the
northwest section of the Air Base, said lease to be on a basis of ten cents per ro~, with
a reverter clause to the City five years after installation of all pipelines on City property
if the Company discontinues service to the Sanford Naval Air Station.
After consideration, Commissioner Higginbotham moved to authorize the City Attorney
to meet with K. W. McIntosh, Attorney for the Company, to prepare the aforesaid lease, with
provisions to relieve the City from liability and to protect the City and the public fron any
~amages resulting from the installation or operation of said pipeline. Seconded by
Commiddioner McDonald and carried.
On motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried,
payment of $1,500.00 was authorized to John M. Fitzpatrick, C. P. A. for work completed on
the audit of the City records for period ending September 30, 1962.
