The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the CitY of Sanford, Florida, at 8:00 o'clock P. M. on December 10, 1962.

The meeting was called to order by the Chairman.
Robert Thomas, Jr., 129 Bethune Circle, presented a petition from residents of
Academy Manor Subdivision protesting the use of abutting land for farming. It was explained
!that the use of the land as a farm existedlprior~to the zoning by the City and the petition
was taken under advisement by the commission.
Reuben White, next appeared and stated he was the owner of property located at 1404
W. 7th Street and covered by Certificate of Condemnation No. 62-42, dated October 10, 1962,
and fdrther requested an extension until June 15, 1963 to comply with said Certificate of
Condemnation, and after discussion and on motion of Commissioner Wilson, seconded by
Commissioner Baker and carried, same was approved.
C. P. Vandergriffe, 3030 Magnolia Avenue, next appeared to request a 14 day license
for the sale of Christmas Trees on East 25th Street on the property abutting the Pig 'N
Whistle, and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried,
same was approved in the amount of $25.00.
The Sanfly, publication from the Naval Air Station, next submitted a request for an
ad in the amount of $50.00, funds so derived to go to C. Gormly for printing expense, and
after consideration and on motion of Commissioner Higginbotham, seconded by Commissioner
McDonald amd carried, same was denied.
Consideration next given to the 5-minute, diagonal parking stalls on North Palmetto
Avenue abutting the old post office building, and on motion of CommiSsioner McDonald,
seconded by Commissioner Wilson and carried, installation of meters on said diagonal stalls
iwas authorizrd.
Request next submitted by Hoover Radio and T. V. Service, 504 Sanford Avenue, for a
loading, zone and same was referred to the Chief of Police for recommendation.
After consideration, Commissioner McDonald moved to deny the request to move the
whiteway standard and light at 2524 Park Drive and to authorize the refund of the deposit
made by the petitioner. Seconded by Commissioner Baker and carried.
On motion of CoMmissioner Baker, seconded by Commissioner Wilson and carried, the
Commission next authorized payment of statement in the amount o~ $1,130.34, submitted by
Clark, Daily-and Dietz, engineers, for services for October in accordance with the letter
of agreement for resident supervisory inspection at the Sewage Treatment Plant.
The City Manager ne~ submitted the following tabulation~of bids which were opened
publicly at 2 P. M. December 7, 1962, for furnishing equipment in accordance with
specifications in the invitation for bids published in the Sanford Herald on December 4, 1962.~

After discussion and on motion of Commissioner Mcdonald, seconded by Commissioner
Baker and carried, the low bid of Superior GMC Trucks, Inc. for furnishing two long wheel
base dUmp trucks in the amount of $6,560.00, was approved.
After discussion and on motion of Commissioner Baker, seconded by Commissioner McDonald
and carried, the low bid of Machinery Service Company for equipment under Item II in the
amount of $7,667.00, was approved.
On motion of Commissioner Baker, seconded by Commissioner McDonald and carried, current
invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers
Nos. 3696 through 3809, General Fund Sanford Atlantic National Bank Vouchers Nos. 9063
through 9265 and 9346/7 and 9816, Water and Sewer Revenue Fund Sanford Atlantic National
Bank Vouchers Nos. 615 through 619.
Commissioner Wilson next introduced Resolution No. 968, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Baker and carried unanimously.
Said Resolution No. 968, being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA,
MAKING APPLICATION TO TttE DEPARTMENT OF HEALTH, EDUCATION AND
WELFARE FOR THE OLD UNITED STATES POST OFFICE BUILDING LOCATED
AT SANFORD, FLORIDA (GENERAL SERVICE ADMINISTRATION CONTROL
NUMBER G-FLA-583), FOR PUBLIC LIBRARY PURPOSES.
WHEREAS, certain real property owned by the United States, located in the County
of Seminole, State of Florida, has been declared surplus and is subject to assignment
for disposal for educational or public health purposes by the Secretary of Health,
Education, and Welfare, under the provisions of Section 203(K)(1) of.the Federal
Property and Administrative Services Act of 19~9 (63 Stat. 577), as amended, and rules
and regulations promulgated pursuant thereto, more particularly described as follows:

GSA Control Number G-Fla-583
WHEREAS, City of San£ord, Florida needs and can utilize said property for Public
Library purposes in accordance with the requirements of said Act and the rules and
regulations promulgated thereunder;
NOW THEREFORE, BE IT RESOLVED~ that the City Commission of the City of Sanford,
Florida shall make application to the Secretary of Health, Education, and Welfare for
and secure the transfer to it of the above-mentioned property for'said use upon and
subject to such exceptions, reservations, terms, covenamts, agreements, conditions,
and restrictions as the Secretary of Health, Education, and Welfare, or his authorized
representative, may require in connection with the disposal of said property under said
Act and the rules and regulations issued pursuant thereto; and
BE IT F-URTHER RESOLVED that the City Commission of the City of Sanford, Florida

has legal authority, is willing and is in a position to assume immediate care and
maintenance of the property, and that Warren E. Knowles, as the City Manager of the
City of Sanford~ Florida, be and he is hereby authorized for and on behalf of the City
of Sanford, Florida, to do and perform any and all acts and things which may be necessary
to carry out the foregoing resolution, including the preparing, making, and filing of
plans, applications, reports, and other documents, the execution, acceptance, delivery
and recordation of agreements, deeds, and other instruments pertaining to the transfer
of said property, and the payment of any and all sums necessary on account of the purchase
price thereof or on account of fees or costs incurred in connection with the transfer of
said property for surveys, title searches, appraisal's;, recordation of instruments, or
escrow. ....

On motion of Commissioner McDonald, seconded by ~ommissioner Baker and carried, a
meeting of the Commission was set for 8:00 o'clock P. M. on December 27, 1962.
COnsideration next given to petition tabled at regular meeting of November 26,
1962,. and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald

and carried, request from Lee Mansfield, owne~ of Lot 10, Rose Court Replat, to raise
nursery stock was approved, provided there would not be any sales made in the area.
· The Commission next authorized the City Manager to inform Reynolds, Smith and
Hills, engineers making a feasibility report for Dock and Terminal facilities, that
said firm should consider all sites in their findings.
Request next submitted by the Hunt Company for the City to install a 6-inch
water meter and vault and the large water lines on their building site. After consideration,
Commissioner Baker moved to authorize the City to install the meter and vault at the
property line at the Company's expense and to deny the request to install the water lines
on the Company's building site, due to the City's policy of not performing work on private
property. Seconded by Commissioner McDonald and carried.
There being no further business, the meeting adjourned.
