The City Commission of the City of Sanford, Florida, met in regular annual session
at the City Hall in the City of Sanford, Florida~ at 8:00 o'clock P. M. on January 8, 1963.

The meeting was called to order by the Chairman.
Mr. Edward Griswald, Advertising Manager of the Sanford Herald, appeared to request
the Commission to purchase a full page advertisement in the paper for $189.00~ welcoming
the H. L. Hunt Company, ~ud after discussion same was tabled for further consideration.
J. H. Beck next appeared and requested that his water bill for 919 Pine Avenue for
November and December be adjusted and that he be charged for only three houses instead of
five, and Commissioner Higginbotham moved to waive the charges for two houses for the
months of November and December, 1962, and to only charge for three houses on future
water bills, provided that not more than three are rented. Seconded by Commissioner Wilson
and carried over the dissenting votes of Commissioner Baker and Commissioner McDonald.
Dr. Jess C. Dietz of Clark, Daily, and Dietz, appeared and stated that his firm
had been approached by the Hunt Company to do the engineering on their industrial waste
problem and to inform the Commission that the work would not conflict with the City's
interest and requested the City's approval. On motion of Commissioner Higginbotham,
seconded by Commissioner McDonald and carried, same was approved.
Recommendation next submitted from the Zoning and Planning Commission to rezone
from R-2 (One and Two Family Dwellings District) to C-1 (Neighborhood Commercial District)
Lots 9 and l0 Block l0 Tier 7 Trafford's Map of Sanford, and on motion of Commissioner
Higginbotham, seconded by Commissioner Baker and carried, a public hearing was authorized
to be held January 28~ 1963, to consider same.
The Building Inspector and Fire Chief next submitted reports of inspections of
buildings or structures found to be in a dilapidated, unsanitary or unsafe condition as
follows:

After discussion of each of the aforesaid reports, Nos. 62-46 through 62-50 and
finding each building to be considered umsanitary, unsafe or dilapidated, Commissioner
Baker moved to hold a public hearing on January 28,. 1963, to condemn same, and authorize
a Notice to be ~laced upon each structure~ and directed by registered mail to the last
known address as shown by the tax assessment rolls of the City, a notice to the owner of
the property involved of the findingsef the Commission and of the proposed public hearing.
Seconded by Commissioner McDonald and carried.

On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried
over the dissenting vote of Commissioner Baker, salary reclassifications were authorized
as follows:
Sara W. Easterby from 13-D ($71.~2/week) to 13-E ($75.~O/week)
R. T. Thomas from 23-D ($98.98/week) to 23-E ($10~.08/week)
Arnold Williams from 23-D ($98.98/week) to 23-E ($10~.08/week)
Request next submitted by City Employee Mary J. Harkey to borrow $300.00 to pay on
an addition to her home, and on motion of Commissioner Wilson, seconded by Commissioner
Higginbotham and carried over the dissenting votes of Commissioner Baker and Commissioner
McDonald same was approved, with repayment to be made by salary deduction of $60.00 per
month.
On motion of Commissioner McDonald, seconded by Commissioner Wilson and carried,
minutes of regular meeting of December 2~, and regular adjourned meeting of December 27,
and special meeting of December 31, 1962, were next approved.
There being no further business to be transacted by the outgoing Board, the meeting
adjourned sine die.
On behalf of the City Commission~ Mayor Crapps at this time presented Commissioner
Higginbotham with a "silver tray".in recognition of his service to the City while serving
on the Commission.
Commissioner HigginboDham then expressed his thanks and appreciation to the members
of the Commission, the City Manager and to the employees in the various departments for
their splendid cooperati0n~Auri~gvhi~?terms of office as Mayor and City Commissioner.
Commissioner Crapps also expressed his appreciation to the members of the Commission,
the City Manager and employees for their cooperation during his term of office as Mayor,
and cited the efforts and accomplishments of a unified Commission during said tenure.
The Commission then reconvened for the purpose of organization, Commissioners J. H.
Crapps and M. L. Raborn signing the oath and acceptance of office and being seated as
Commissioners of the City of Sanford, Florida, for three year terms.
On motion of Commissioner Baker, seconded by Commissioner Wilson and carried,
Commissioner Crapps was next appointed tempor~yChairman, pending the election of a Mayor.
The first order of business being the election of a Mayor for the ensuing year,
Commissioner Baker nominated Commissioner McDonald and moved that the nominations be closed
and that the Clerk be instructed to cast a unanimous ballot for Commissioner McDonald as
Mayor. Seconded by Commissioner Raborn and carried.
Thereupon Commissioner McDonald was declared to be the duly elected Mayor of the City
of Sanford~ Florida, for the year 1963, and signed the oa~h and acceptance of office and
took the Chair.
Commissioner Wilson next introduced Resolution No. 970, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Crapps and carried by the

Said Resolution No. 970 being as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA COMMENDING EARL HIGGINBOTHAM
FOR HIS OUTSTANDING SERVICE AS A CITY COMMISSIONER
AND AS MAYOR OF THE CITY OF SANFORD, FLORIDA.
WHEREAS, EARL HIGGINBOTHAM has served as a City Commissioner from January 5~ 195~
through J~uuary 8, 1963, and
WHEREAS, EARL HIGGINBOTHAM served as Mayor of the City of Sanford ~ Florida during
the year 195~ and the year 1960, and
WHEREAS, EARL HIGGINBOTHAM has now completed his terms as a member of the City
Commission of the City of Sanford, Florida, and has retired from its membership ~ and
WHEREAS, EARL HIGGINBOTHAM in the Performance of his duties as Mayor and as a
member of the City Commission has worked diligently and unselfishly for the betterment
and welfare of this City and its people, and has devoted to such s~ervices time and
effort far a~ove and beyond the call of duty~ and it is the privilege and desire of
the present City Commission to express proper recognition and appreciation to this
retiring member for the conscientious service devoted to the City,
NOW THEREFORE~ BE IT RESOLVED by the City Commission of the City of Sanford,
Florida that the sincere cO_mmendatiOn and appreciation of the City Commission both for
itself and f~ the people of this community be, and the same is hereby expressed to
EARL HiGGINBOTHAM for his outstanding contribution in public service, and that a silver
tray be given as a token ef such commendation and appreciation.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the
City Commission and a copy thereof delivered to EARL HIGGINBOTHAH.

WHEREAS, City of Sanford, Florida (herein called the "Applicant") after thorough
consideration of the various aspects of the problem and study of available data has
hereby determined that the construction of certain public works, generally' described as:

shed and land site.

WHEREAS, under the terms of ~ablic Law 560, 83rd Congress, as amended, the
United States of America has authorized the making of advances to public bodies to aid
in financing the cost of engineering and architectural surveys, designs, plans, working
drawings, specifications or other action preliminary to and in preparation for the
construction of public works; and
WHEREAS, the applicant has. examined and duly considered such act and the applicant
considers it to be in the public interest and to its benefit to file an application
under said act and to authorize other action in connection therewith;
NOW, THEREFORE, BE IT RESOLVED BY The City Commission of Sanford, Florida
the governing body of said applicant, as follows:
1. That the construction of said public Works is essential to and is to the best
interests of the applicant, and to the end that such public works may be provided as
promptly as practicable it is desirable that action preliminary to the construction there-
of be undertaken immediately;
2. That Warren E. Knowles, City Manager, be hereby authorized to file in behalf
of the applicant an application (in form required, by the United States and in conformity
with said act)for an advance to be made by the united States to the applicant to aid in
defraying the cost of plan preparation for the above described public works, which shall
consist generally of Port facility, including filling, bulkheading, paving, transit shed
and land site.
3. That if such advance be made, the applicant shall provide or make necessary
arrangements to provide such funds, in addition to the advance, as may be required to defray
the cost of the plan preparation of such public works;
4. The said Warren E Knowles~ City Manager, is hereby authorized to furnish such ~
information and take such action as may be necessary to enable the applicant to qualify
for the advance;
5. That the officer designated in the preceding pgragraph is hereby designated
as the authorized representative of the applicant for the purpose of furnishing to the
United States such information, data, and documents pertaining to the application for an
advance as may be required; and otherwise to act as the authorised representative of the
applicant in connection with this application.
6. That certified copies of this resolution be included as part of the application
for an advance to be submitted to the United States.
Commissioner Wilson moved that Modesto Velez be reappointed to the Electrical
Board for two year term effective January l, 1963, and to appoint E. L. Burns to the
Electrical Board for two year term effective January l, 1963. Seconded by Commissioner
Crapps and carried.
Commissioner Crapps moved that M. R. Strickland be reappointed to the Board of
Adjustment for three year term effective December 17, 1962. Seconded by commissioner
Wilson and carried.
J. D. Woodruff requested an extension of time until April 5, 1963, on his second
note due January 5, 1963, and on motion of Commissioner Crapps, seconded by Commissioner
Baker and carried, same was approved.
After discussion of the age and poor condition of'the Christmas lights,

Commissioner Baker moved that all Christmas lights ibe removed. Seconded by Commissioner
Crapps and carried.
