011463-Regular SessionMINUTES City Commission, Sanford, Florida, .~,,u_~,,,r la. ~-,..~8 P M ./ The City Commission of the City of Sanford, Florida~ met-in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M.. on January l~, 1963. Present: Commissioner Thomas S. McDonald, Mayor " Joe B. Baker " J.H. Crapps " M.L. Raborn City Attorney Wm. C. Hutchison, Jr. City Manager W. E. K~owles Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams Absent: GommissiOner A. L. Wilson City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. Mack N. Cleveland, Jr., Attorney representing five ~of the Atlantic Coast Line Railroad Brotherhoods, requested that the Commission refrain from granting a lease to the Sanford Pipeline Company to transport jet fuel to Sanford Naval Air Station~ which would result in the curtailment of payrolls affecting 350 Atlantic Coast Line Railroademployees and families. John Krider appeared and stated that he was in favor of free enterprise, and ~ suggested that the Commission invite the Sanford Pipeline Company and let them speak for themselves. George A. Speer, Jr., Attorney for Atlantic Coast Line Railroad, next appeared and requested that the Commission refrain from granting a lease to the Sanford Pipeline Company due to the loss of revenue for the railroad and the adverse affect on employment. On motion of Commissioner Crapps~ seconded by Commissioner Raborn and carried, the Commission authorized further consideration of the aforesaid subject at the next regular meeting on January 28th. and requested the representatives of the Railroad interests, the Sanford Pipiline Company~ the Navy and any other interested parties to appear and present their cause. Armon Roberts, llO1 Pecan Avenue, appeared to request an exempt merchants license due to over age, physical handicap and undue hardship, and after consideration and on motion of Commissioner Crapps, seconded by Commissioner Raborn and carried over the dis- senting vote of Commissioner Baker, same was approved. Reverend J. W. Marshall, President and Chairman of the colored Juvenile Council, and N. A. Watson, Pastor of Mt. Calvary Church, West Twelfth Street, next appeared and informed the Commission that they believed the American Legion Club was selling alcoholic beverages to teenagers, and same was referred to the Chief of Police. John Reddick next appeared and requested that his taxi license be transferred to Jessie Lee Kendret, and on motion of Commissioner Crapps, seconded by Commissioner B~ker and carried, same was approved. Commissioner Baker moved on the appointment of Leroy Groover and on the reappoint- ment of R. L. Harvey to the Plumbing Board for two year terms, effective January l, 1963. Seconded by Commissioner Crapps and carried. After discussion of the need for water improvements, Commissioner Baker moved that the City Manager be authorized to contact Clark, Daily, and Dietz for the purpose of negotiating a contract for water improvements. Seconded by CommiSsioner Crapps and ~ carried. After consideration, Commissioner Baker moved to authorize the payment of an additional $100.00 dues to the Florida League of Municipalities. M. on January 9, 1963, for furnishing and laying materials for resurfacing streets in accordance with the specifications in the invitation for bids published in the Sanford Herald on December 4, 1962. Box 407 Lockhart, Florida After discussion and on the recommendation of the City Manager, Commissioner Baker moved to accept the low bid of MacAsphalt Corporation for furnishing and laying material for resurfacing streets at a price of $7.45 per ton. Seconded by Commissioner Crapps and carried. After discussion Commissioner Baker moved to authorize the purchase of a recon- ditioned two way radio for Public Works truck # l0 at a cost of $250.00 and a transfer from contingency account to cover same. Seconded by Commissioner Raborn and carried. Commissioner Crapps moved to authorize the purchase of a demonstrator curb edger for $500.00, and further to authorize a transfer of $500.00 from the contingency account # 8150 to street equipment account # 4726. Seconded by Commissioner Raborn and carried. Request next submitted for transfer of beer and wine license, for consumption on premises, from W. George, 209 West First Street, to William P. George, and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, same was approved, on the recommendation of the Chief of Police. On motion of Commissioner Crapps, seconded by Co~missioner Baker and carried, current invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers Nas. 3810 through 3852, General Fund Sanford Atlantic National Bank Vouchers Nos. 9266 through 9345, and 9348 through 9434 and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 620 through 628.
