030463MINUTES City Commission, Sanford, Florida,, March 4 at 8 P,. M., The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on March 4, 1965. Present: Commissioner Thomas S. McDonald, Mayor " Joe B. Ba~er " J.H. CrapPs " M.L. Raborn " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Managem W. E. Knowles City Clerk H. N. Tamm, Deputy ~lerk Rosa M. Rotundo Police Chief R. G. Williams The City Attorney and K. W. McIntosh, Attorney for the Sanford Pipeline Company, Inc., next presented the right-of-way agreement for said Company, and after being read in full, Commissioner Baker moved to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Raborn and carried. After consideration, Commissioner Baker moved to authorize the'Mayor to notify the State Road Department and the Atlantic Coast Line Railroad Company of the execution of the aforesaid agreement with the Sanford Pipeline Company, and to request their cooperation in issuance of permits to make the installation of the pipeline across certain right-of-ways, in accordance wit~heir specifications, and further also to inform the U. S. Army Engineers Of the proposed dock facilities and request their co- operation in issuance of a permit for same in accordance with their requirements. Seconded by Commissioner Raborn and carried. Chief of Police R. G. Williams, next reported that as a result of an actuarial study of the Policemens Pension Fund that it had been determined that certain legislative amendments were advisable as follows: 1. To provide for an examination by three physicans prior to determining that any policeman would be eligible for disability compensation. 2. To reduce the present benefits provided for widows, orphans mud disabled policemen. 3. To make provisions for additional contributions from sdme source to said fund. After discussion, Commissioner Wilson moved to authorize the City Attorney to prepare the proper legal notice of intention to apply for passage of local or special legislation. Seconded by Commissioner Baker and carried. Municipal Judge McIntosh next reviewed the number of cases and records handled by the Police Department, the City Clerk and the Municipal Court and presented that the Court Costs were antiquated when compared with other courts through out the state, and on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, the Municipal Judge and Police Chief were authorized to prepare a report of the current operations and to make recommendations concerning same. After consideration, Commissioner Crapps moved to authorize the purchase up to a maximum of 38 street signs prohibiting all night parking in the downtown area and on the transfer of $211.40 from Contingency Account to Street Department-Sign Account No. 4728. Seconded by Commissioner Baker and carried. Consideration next given to the installation of "stop" signs on the unmarked intersections of Laurel Avenue from First to Thirteenth Streets, and on motion of Commissioner Raborn, seconded by Commissioner Crapps and carried, same was approved and MINUTES City Commission, Sanford, Florida,-M~rob ~ at 8, ~. ?I ..... 19~6~3_ a transfer of $115.50 was authorized from ContingenCy Fund to Street Department-Signs Account No. 4728. Commissioner Baker next introduced Resolution No. 972, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Wilson and carried. Said Resolution No. 972, being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, REQUESTING THE BOARD OF COUNTY COMMISSIONERS TO INCLUDE IN THEIR RECONSTRUCTION REQUEST ON STATE ROAD #15 THAT SECTION FROM THE EAST CITY LIMITS OF THE CITY OF SANFORD ~ FLORIDA, TO FRENCH AVENUE. WHEREAS, ~t has come to the attention of the City Commission of the City of Sanford, Florida, that the Board of County Commissioners is requesting the State Road Department to reconstruct State Road ~15 from the St. ~ohns River to the East City Limits of the City of Sanford, and WHEREAS, one of the worst sections of said State Road 415 is from the East City Limits of the City of Sanford to French Avenue, and WHEREAS, the particular last-mentioned section has the highest traffic count of any section of said State Road from New Smyrna Beach to Sanford~ and in addition, is the only practicable connecting link from the farms on the East side to the State Farmers Market at French Avenue~ and which said'section directly serves to schools, and~ WHEREAS, the necessary rights of way for such section are already in existence for an urban highway section to the end that there would be no cost to the County, and WHEREAS, the City Commission of the City of Sanford feels that to improve the section requested by the Board of County Commissioners without including the said last- named section would serve no practical purpose insofar as the uses aforesaid and that said road would still be an extreme hazard to the motoring public. NOW THEREFORE, BE IT RESOLVED~ by the City Commission of the City of Sanford, Florida that the Board of County Commissioners be and it is hereby urgently urged to include in their request to the State Road Department of Florida that section of State Road ~15 lying between the East City Limits of the City of Sanford and French Avenue. BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Commission of the City of Sanford, Florida, and copies thereof delivered to the Board of County Commissioners.
