031163 MINUTES City Commission, Sanford, Florida, March l l. at 8 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams Absent: City Attorney Wm. C. Hutchison, Jr. The meeting was called to order by the Chairman. Hurshel E. Taffer, President of the Fleet Reserve Association, appeared and stated that the old American Legion building on Seminole Boulevard, which has been leased by his organization on a year to year basis, was in need of extensive roof repair amounting to $625.00, and further Offered that his association would make the repairs in consideration of a 5-year lease. After discussion, Commissioner Crapps moved on the acceptance of the aforesaid offer and to authorize a five-year lease with the provision of a 30-day cancellation clause by the City, and further provided that if the lease is cancelled by the City, that the Fleet Reserve Association would be reimbursed on a pro-rata basis of the remaining cost, based on the life of the lease. Seconded by Commissioner Wilson and carried. A. C. Madden, spokesman for a group representing the Sanford Shuffleboard Club, next appeared and requested that an item of $4,105.00 be included in next years budget so that twelve shuffleboard courts could be resurfaced. After discussion, the Commission announced that they favored such action and that every consideration would be given to including said request in the next fisQal budget. Request next submitted to close a north-south alley north of 17th Street between Park Avenue and Magnolia Avenue, and after discussion and on motion of Comm- issioner Baker, seconded by Commissioner Crapps and carried, a Public Hearing was authorized to be held on April 8, 1963, to consider same. Request next submitted to vacate a utility easement in Lots l, 2 and 21, Block 2, Wynnewood Subdivision, and after discussion and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, a Public Hearing was authorized to be held on April 8, 1963, to consider same. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the City Attorney was authorized to prepare an ordinance in accordance with Public Hearings held on March 26, 1962 and April 23, 1962, closing, vacating and abandoning portions of streets and an alley as follows: A. That c~rtain east-west alley between Maple Avenue and Holly Avenue in Block 1N, Tier 10, Trafford's Map of Sanford. B. That portion of Gabbett (Water) Street lying North of and abutting Block 1N, Tier 10, Trafford's Map of Sanford. C.That portion of Holly Avenue lying north of the north right-of-way line of Fulton Street. D.That portion of Maple Avenue lying north of the center line of Gabbett (Water) Street. After discussion of each of the aforesaid reports, Nos. 63-51 through 63-61 and finding each building to be considered unsanitary, unsafe or dilapidated, Commissioner Baker moved to hold a public hearing to condemn same on April 8, 1963, and to authorize a Notice to be placed upon each structure, and directed by registered mail to the last known address as shown by the tax assessment rolI of the City, a notice to the owner of the proposed ~ublic hearing. Seconded by Commissioner Raborn and carried. Request next submitted by Lake Mary Volunteer Fire Department for an exempt license to hold a benefi~ show at the Sanford Junior High School, and on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, same was approved. Commissioner Crapps next introduced Ordinance No. 794, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA CLOSiNG~ VACATING AND ABANDONING A PORTION OF GRANDVIEW AVENUE IN ROSE COURT ADDITION TO SANFORD. and same was placed on its first reading and read in full. Commissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. 794, and that same be placed on its final passage and adoption. Seconded by Commissioner Baker. On motion of Commissioner Baker, seconded by Commissioner Raborn and carried, Dr. C. F. Brooke Smith was appointed as a member of the Zoning and Planning Commission to fill the vacancy created by the resignation of D. S. (Bud) Talley. Recommendation next submitted by the Zoning and Planning Commission to amend the Zoning Ordinance to allow pet shops in C-1 (Neighborhood Commercial) District, and after consideration, Commissioner Baker moved to authorize a Public Hearing to be held on April 8, 1963, to consider same. Seconded by Commissioner Raborn and carried. After discussion, Commissioner Wilson moved to reconnect the water and electric utilities at the Municipal Pier until such time a Marina is developed. Seconded by Commissioner Crapps and carried. On motion of Commissioner Crapps, seconded by Commissioner Baker and carried, minutes of regular meeting of February 25, 1963, and regular adjuurned meeting of March 4, 1963, were next approved. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, current invoices and payrolls next approved, as evidenced by General Fund, Florida State Bank Vouchers Nos. 3920 through 3968, General Fund, Sanford Atlantic National Bank Vouchers Nos. 9623 through 9784, Water and Sewer Revenue Fund, Sanford Atlantic National Bank Voucher Nos. 642 through 650, and Construction Trust Fund, Florida State Bank Voucher Nos. 43 through 59. Letter next submitted by Clark, Daily and Dietz and Associates, outlining additional water demand of HLH Products Company and Sanford Naval Air Station and further recommending the installation of a one million gallon ground water storage tank with pumping facility to be installed in the southeast section of the City. Estimate No. 7 next submitted in the amount of $19,386.32 covering work com- pleted and material on job site to March~, 1963', on contract.with Mid West Contracting Company, Inc., dated May 9, 1962, for construction of the Sewage Treatment Plant~ and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, payment was authorized from the Construction Trust Fund of 1962, on approval of the City Manager, and stipulating that the checks to be drawn as joint payees, to the contractor and to the suppliers for unpaid delinquent accounts. Request for refund of license next submitted by Mike sirianni~, d/b/a Mike's Spaghetti House at 2506 Oak Avenue, and after consideration, Commissioner Baker moved that the request be denied. Seconded by Commissioner Eaborn and carried. Letter next submitted from Jackson's Minit Markets requesting the amending ~Seotion ~-2 of the City Code to permit the sale of beer for off premise ~consumption during the hours of l:O0 P. M. to ll:O0 P. M. on Sundays, and after ~onsideration, Commissioner Wilson moved the request be denied. Seconded by Commissioner Raborn and carried.
