032563MINUT.ES City. Commission, Sanford, Florida, March 25 at 8 P. M. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on March 25, 1963. Present:~ Commissioner Thomas S. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. R. ~. Cobb, 313,W' 15th Street, appeared to object to rezoning property at 406 W Fifteen1 Street to provide for the sale of alcoholic beverages by the Loyal Order of Moose and was in- formed that the request had been withdrawn. Attorney 0. D. Stenstrom, spokesman for a Committee from the Chamber of Commerce, ap- peared to request an appropriation of $1,500.00 towards the cost;: of a feasibility study to support a presentation to the State Legislature for consideration of a State University to be established in Seminole County. He further outlined that the Seminole County Commission was being requested to appropriate $2,500.00 and the Chamber of Commerce to appropriate $1,000.00o After consideration, Commissioner Crapps moved on the approval of the request and to authorize a transfer of $1,500.00 to Chamber of Commerce Account No. 8134-1 from Contingency Account No. 8150. Seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Baker, who stat~he felt this to be a county responsibility. Commissioner Baker moved to endorse the aforesaid program of the Chamber of Commerce and to commend the Committee for their efforts. Seconded by Commissioner Raborn and ~rried. Fred Smith, owner of Western Auto Store, appeared and requested the use of parking spaces on the north side of First Street from Palmetto Avenue to Park Avenue to display refrig- erators. After discussion, Commissioner Baker moved that the request be denied and that there would be no further use of the streets for the promotion of the sale of merchandiser Seconded by Commissioner Wilson and carried. Request next submitted from Joseph Brooks,_ d/b/a Cook's Corner at 2617 Park Drive for the transfer of license for the sale of beer and wine for consumption on premises from Harry Almond, and on motion of Commissioner Baker, seconded bY Commissioner Crapps and carried, same was approved on recommendation of the Chief of Police. Request next submitted by Knights of Columbus, 2502 Oak Avenue, for permit for sale of beer and wine for consumption ou premises, and on motion of Commissioner Baker, seconded by Commissioner Raboru and carried,~ sam~ was approved on recommendation of the Chief of Police. Request next submitted by Knights of Columbus, 2502 Oak Avenue, for a permit for sale of alcoholic beverages for consumption on premises, and after discussion, Commissioner Wilson moved that the request be denied as this is not located in the proper zone so as to provide for said sale. Seconded by Commissioner Raborn and carried. On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, the Commission next authorized payment of statement in the amount of $667.41, submitted by Clark, Daily, and Dietz, Engineers, for services for November 1962, in accordance with the letter of agreement for resident supervisory inspection at the Sewage Treatment Plant. The City Manager next m~mitted a recommeudation from Municipal Judge, K. W. Mcintosh, to increase the court cost from $1.00 to $2.00 for those fines under $15.00 and from $2.00 MINUTES March 25 at 8 P. M. City Commission, Sanford, Florida, 63 Chief Williams stated that a study had been made of other court costs throughout central Florida and that he concurred with the recommendation. After consideration, COmmissioner Crapps moved on the approval of the recommendation and authorized the City Attorney to prepare an ordinance pertaining to same. Seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Baker. Request next submitted by Paul D. Lewis, Jr.:Chairman of the Seminole County Semi Centennial Committee, requesting use of the Municipal Pier by Fred W Weir of the West Coast Trading Company for a Fireworks display on April 27, 1963, and for assistance by the Police Department and Fire Department. After consideration, Commissioner Crapps moved on the approval of the request, pro- vided insurance coverage is secured in the amount of $100,000/300,000 personal liability and $10,000 property damage and a copy of the policy filed with the City prior to the event. Seconded by Commissioner Baker and carried, cost of Consideration next given to the pro rata share o~ $350.00 for an appraisal for the old post office site, for which the City has applied to the Department of Health, Education and Welfare and after discussion, Commissioner Crapps moved to authorize payment of same. Seconded by Commissioner Raborn and carried.~ The Building Inspector and Fire Chief next submitted reports of inspections of buildings or structures found to be in a dilapidated, unsanitary or unsafe condition as follows: Reports No. 62-46 300, 308 and 310 French Avenue with 5 outbuildings, Lots I thru 5 inclusive, Blk 5, tr 9 Traffords. After discussion of the aforesaid report No. 62-46 and finding each building to be considered Unsanitary~;~ unsafe or dilapidated, Commissioner Crapps moved to hold a Public Hearing to condemn same on April 22, 1963, and to authorize a Notice to be placed upon each structure, and directed by registered mail to the last known address as shown by the tax assessment rolls of the City, a notice to the owner of the property involved of the findings of the Commission and of the proposed public hearing. Seconded by Commissioner Baker and carrie~ Commissioner Baker next introduced Ordinance No. 795, entitled: AN ORDINAHCE OF THE CITY OF SANFORD, FLORIDA AMENDING SECTION 18-59 AND 18-60 THE CODE OF THE CITY OF SANFORD, FLORIDA, 1954, AS AMEHDED SAID SECTIONS PROVIDING FOR THE ISSUANCE OF PERMITS TO TRANSIENT OR ITINERATE SOLICITORS THROUGH THE CITY MANAGER'S OFFICE, SAID AMEND- MENT CHANGING THE ISSUING OFFICER TO THE CITY CLERK. Commissioner Baker then moved the waiver of.the requirement of the second reading of Ordinance No. 796, and that same be placed on its final passage and adoption. Seconded by Commissioner Wilson. M. 19.63 _ Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 797, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING STREET RIGHTS '. OF WAY AND ALLEYS WITHIN THE SANFORD INDUSTRIAL PARK. Consideration next given to Sections 9-49 through 9-63 of the City Code pertaining to out-door Television Antennas, and after consideration and on motion of Commissioner Wilson, seconded by Commissioner Raborn and carried, the Commission determined that by adoption of Or- dinance Nos. 622 and 684, that the aforesaid Sections were no longer applicable. On motion of Commissioner Raborn, seconded by Commissioner Crapps and carried, minutes of regular meeting of March 11, 1963, were next approved. After discussion, Commissioner Wilson moved to install 3 street lights on West 15th Street and 10 street lights on Mellonville Avenue, and same died for lack of a second. On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, the position of street foreman,heavy equipment operator was reclassified from grade 16 to grade 20 and a salary reclassification was authorized as follows: Leroy Lee from 16-E ($86;!96/week to 20-D ($89.19/week) On motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, the City Manager was authoriaed to make a study of costs for increasing the employee's hospital benefits, Consideration next given to the utility bill of Jay Beck for 5 rental units, and on motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, the City Manager was authorized to send a letter to Mr. Beck giving the complete breakdown of the bill and notifying him to pay within 30 days or the services will'~e discontinued. 0n motion of Commissioner Baker, seconded by Commissioner Crapps and carried, swimming pool rates were authorized as follows: Children Adults 395 Twenty-five cents (25~) Sixty cents (60~) After consideration, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the Library fee for non-residents was increased from $1.00 to $2.00 effective April 1, 1963. Mayor McDonald reported that he had been requested by the ^rmed Forces Committee of the Chamber of Commerce, as representative from the City, to accompany their Executive Secretary John Krider and Committeeman Kay Shoemaker to attend conferences with Navy Officials at the Pentagon in Washington, D. C. on March 27/31, 1963. Commissioner Crapps moved to authorize the Mayor to attend and to authorize travel expenses not to exceed $250.00. Seconded by Commissioner Raborn and carried. Commissioner Raborn was next appointed Acting Mayor during the above stated absence of Mayor McDonald. There being no further business, the meeting adjourned. MAYOR ~ r-
