Commission, Sanford, Florida, April 10 at 8 o'clock_~.M. 1965 The City Commission of the City of Sanford, Florida met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April lC, 1963 Present: Commissioner Thomas S. McDonald, Mayor " Joe B Baker " J.H. Crapps " M.L. Raborn " A.L. Wilson City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles City Clerk H. N. Tatum, Jr., Deputy Clerk Rosa M. Rotundo Absent: Police Chief R. G. Williams The meeting was called to order by the Chairman. Richard Kaptain and Dr. Jesse C. Dietz, of the engineering firm of Clark, Daily, Dietz & Associates, Urbana, Illinois, appeared to discuss proposed water improvements and estimated costs, and submitted a "Supplementary Report to the Comprehensive Report on the Water Supply System for the City of Sanford, Florida-Report on Investigation of Water Treatment, April 1963." Dr. Dietz recommended an "Aeration-Retention" type water treatment plant and further requested approval of the Commission of the following: 1. Plant Site 2. Storage Tank Site 3. Transmission Line Routes After discussion, Commissioner Baker moved to des~ignate the area at the northeast corner of the Municipal Golf Course property at the Country Club Road as the site for the proposed treatment plant. Seconded by Commissioner ~dilson and carried. After consideration, Commissioner Baker moved to authorize soil boring tests to be' made at the proposed water treatment plant site. Seconded by Commissioner Crapps and carried. On motion of Commissioner Baker, seconded by .Commissioner Wilson and carried, the aforesaid engineering firm was authorized to proceed with survey and design work for trans- mission lines from the proposed water treatment plant, easterly along Country Club Road and Twenty-fifth Street to French Avenue and northerly along Gr~peville Avenue to First Street. After discussion, Commissioner Baker moved to authorize the City Attorney to notify the National E×hibition.Company, lessee of the Municipal Golf Course, of the proposed utili- zation of 'the aforesaid site for a water treatment plant, and further authorized the removal by the City of a tree stump on said property. Seconded by Commissioner Raborn and carried. Loomis Leedy of the firm of Leedy~ ~Jheeler sand ~lleman, Fiscal Agents for the City, next appeared to discuss means of financing the proposed water improvements, and was authorized to proceed with further study and to submit recommendations. Commissioner Baker moved to authorize the transfer of $200.00 from the Contingency Account No. 8150 to Commissioner Expense Account No. ll07 as advance travel e×pense for the Commission meeting with the local legislative delegation in Tallahassee, Florida~ on April 18/19, 1963, regarding local bills and revenue bills. Seconded by Commissioner Crapps and carried. After discus~sion, Commissioner Baker moved to authorize a letter to the Seminole County Commissioners requesting to be designated as "no parking" that area on South Sanford Avenue from 25th Street to 26th Street. MINUTES City Commission, Sanford, Florida, April 10 at 8 2r' M ' 19-Co~_ 4O3 Recommendation next submitted bY Clark, Daily, Dietz & Associates as rol!ows: The owner of any property contributing industrial waste to the City of Sanford sewer system shall install a suitable manhole or manholes in the building sewer line to the City sewer to facilitate observation, sampling and measurement of the sewage from his premises. Such a manhole shall be accessibly and safely located and shall be constructed in accord- ance with plans approved by the City Manager. The manhole shall be installed by the owner at his expense and shall be maintained by him so as to be safe and accessible at all times. Inasmuch as the waste line from the industry is under pressure, a ~roper flow measurement device as approved by the City Manager shall be installed with provisions for automatic and periodic sampling according to flow. The~O±ty shall select~a q~q~posite sample as they deem necessary and shall m=k~alysis of such samples. If the sample passes the requirements set forth by the City for this waste, the cost of sampling.analysis will be borne by the City. If the sample does not meet the requirements as set forth in the City Ordinance, additional sampling will be taken and until these samples meet the requirements of the City, cost of sampling and s~mple analysis will be borne by the industry. After discussion, Commissioner Raborn moved to include the aforesaid recommendation as part of the Industrial Sewer Waste Regulations for the City. Seconded by Commissioner Wilson and carried. Commissioner Baker next moved to authorize the City Attorney to prepare a~Resolution requesting the Commission of Seminole County to assume a portion of the expense of operating the municipal recreation department to the extent of 510,000.00 and to authorize the Mayor and City Clerk to execute same.
