The City Commission of~the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 P. M. on May 27, 1963.

"' ~ The meeting was called to order by the Chairman.
Jake Zorian, Maitland, next appeared to outline the progress on~a proposal
submitted on January 28, 1963 to construct a Marina within 6 months at the City Pier and
Boat Basin. Mr. Zorian presented ideas and plans he had obtained from other Marinas and
requested the Commission to accompany him to St. Petersburg to view the types of structures
which he felt were best suited for the Sanford project.
The Commission agreed with the general ideas presented and requested that
engineering and financial plans be finalized and presented before final approval is
authorized.
Letter dated May 16, 1963, next submitted from Clark, Dietz, Painter and
Associates, successors to Clark, Daily, Dietz & Associates, Engineers for the Water Improve-
ments~Project, and presenting studies on location of proposed ground storage facilities in
the south part of Sanford and the possibility of providing supplementary treatment facil-
ities for the existing well field water in conjunction with the storage and pumping
facilities as follows:

On the recommendation of the Engineers and the City Manager~ Commissioner Wilson
moved to authorize the Engineers to proceed with plans for Scheme A, Phase I. Seconded
by Commissioner Baker and carried.
M. A. Yelvington, Building Inspector, appeared to submit a report of the general
condition of the buildings downtown and stated that structural and sanitary conditions were
good, and that the electrical conditions in some cases were a hazard. The Building
Inspector requested permission to get the electrical work corrected in a reasonable time,
and was authorized to proceed and report on the progress in 90 days.
Consideration next given to the application of Dan Calhoun for a taxicab license,
and no action was taken on the report from Chief Williams that the car was too old and
not satisfactory. ~-
Mrs. C. L. Hewson, 1910 Lake Avenue~ declined~the request to pay for an appraisal
on Lot 16, F. L. Woodruff's Subdivision and offered $400.00' for said lot. The offer was
declined by the Commission.
On motion of Commissioner Wilson, seconded by Commissioner Raborn and carried,
C. L. Redding was re-appointed to the Commission of Sanford Housing Authority for a four
year term ending May 20, 1967.

Commissioner Baker next introduced Ordinance No. 800, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED,
SAID ORDINAFCE BEING A ZONING PLAN WITHIN THE CITY
OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN
TERRITORY IN R-2 (ONE AND TWO FAMILY DWELLING) DISTRICT
TO M-1 (LIGHT INDUSTRIAL) DISTRICT
and on motion of Commissioner Baker, seconded by Commissioner Wilson, and carried, same
was placed on its first reading and read in full.
B. E. Rogero~ #06 Rosalia Drive, owner of Lot 5, Second Section, San Lanta
Subdivision, next submitted a request for the City to move a 12" sanitary sewer line from
said lot in order that he may construct a garage on the property, and after consideration,
the Commission authorized the construction provided that a cast iron main is installed under
the structure and offered to authorize the installation if Mr. Rogero would pay for the
materials.
The City Manager was next authorized to send letters to Senator Mack N. Cleveland,
Jr., and Representative Sylvan J. Davis, Jr., thanking them for their support of the
passage of an increase of 3 cents on the Cigarette Tax, with Municipality participation.
Request next submitted that the alleys be kept cleared of parked automobiles in
the block between Park Avenue and Railroad Avenue and between First Street and Commercial

Street and ~h~'~'~Polic~ Chief'was authorized to enforce the policy of No parking in the alleys.
On motion ~f Commissioner Baker, seconded by Commissioner Raborn and carried,
minutes of regular meeting of May 13, 1963, were next approved.
Commissioner Wilson moved that as a result of the negotiations with the Bernard
Ma~Fadden Foundation Inc. to establish a Military School in Sanford, to sell said party
approximately 18 acres of City property in accordance with the attached plat, subjeCt to
survey, and in terms as follows:

$100,000.
$ 28,500,, to be paid at date of transaction
3. Deferred Payment:: $ 71,500., to be paid in annual installments
to begin October l, 1964~ with interest of 5% per annum on the
outstanding balance.
Payments Nos. I through 9, each in amount of $5,000 with interest.
Payment No. 10, in the amount of $26,500 with interest.
4. Subordinate mortgage on property east of the Giants Dormitory
and south of the large metal building and south of the water
tank, but including a wooden building. Mortgagee subject to
approval by the City.
Seconded by Commissioner Baker and carried.
Commissioner Baker moved to authorize the City Attorney to prepare a Resolution
Commending Captain Joseph M. Tulley, Commander of Heavy Attack Wing I, US Navy, for his
outstanding service and contribution to the City and Navy Affairs. Seconded by Commissioner
Wilson and carried.
Commissioner Crapps next introduced Resolution No. 974~ and after having been
read in full, moved on its passage and adoption. Seconded by Commissioner Wilson and
carried.
Said Resolution No. 974, being in words and figures as follows:
A RESOLUTION OF THE CITY CO~MISSION
OF THE CITY OF SANFORD, FLORIDA
WHEREAS, the City Commission of the City of Sanford, Florida, has heretofore
entered into a joint participation program with the County Commission of Seminole County,
Florida, involving the paving of 25th Street from French Avenue west to Lake Mary Boulevard,
and
WHEREAS, the City agreed to participate in the cost of such project, but as a
result of subsequent and additional commitments, such participation is presently econom-
ically unfeasible for the City of Sanford,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the County Commission of Seminole County recognize the inability of said City
to participate financially in such project, and rescind such agreement by appropriate
resolution, and upon such rescission relieve the City of Sanford from any liability for
financial participation in such project.

A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA
WHEREAS, the City of Sanford, Florida, maintains a comprehensive recreational
program including playgrounds~ parks~ the municipal zoo, civic center, swimming pools and
planned activities involving both residents of the County of Seminole, and
WHEREAS, the cost of such program is borne entirely by taxpayers within the
corporate limits of the City of Sanford who are also County taxpayers, and
WHEREAS, the said zoo and other facilities are to a great degree used by
residents of Seminole County, Florida, who are not taxpayers of the City of Sanford~ and
it is felt necessary and desirable by the City Commission of the City of Sanford that the
County Commission'participate financially in the support of such projects as the parks,
zoo and swimming pools since the same are of direct benefit and direct use to residents of
the County as compared to the City,
NOW, THEREFORE, BE IT RESOLVED that the County Commission of Seminole County,
Florida, be and it is hereby requested to pay unto ~he Parks and Recreation Department
of the City of Sanford, for use as i~ hereinabove specified, a sum of not less than
$10,000.00 in order that such named facilities and the operation thereof may be ~continued
as a benefit to all the population of this area.
