The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June lO, 1963.

The meeting was called to order by the Chairman.
Request submitted from Charlie Hampton for a license to operate a colored taxicab
and after discussion, Commissioner Crapps moved to table same for a recommendation of the
Chief of Police. Seconded by Commissioner Wilson and carried.
Albert Fitts, attorney for Robert L. Gish, municipal court docket case number 67954,
dated April 22, 1963, next appeared to submit a petition for clemency and recomendations by
Municipal Judge K. W. McIntosh aS follows:
1. No objection to the granting of clemency to the Defendant~
Robert L. Gish, subject however, to the conditions herein
defined.
2. That One Hundred Fifty Dollars of the fine of the Defendant
be suspended.
3.That the balance of his sentence be suspended pending his
good behavior.
4. That the Defendant immediately leave the municipal limits of
the City of Sanford following compliance with the above
recommendations.
After consideration, Commissioner Wilson moved to authorize the aforesaid
recommendations. Seconded by Commissioner Crapps and carried.
Joseph A. Brooks, d/b/a Cook's Corner, 2617 Orlando Drive , next appeared to
request a license for the sale of alcoholic beverages for consumption on premises.
Commissioner Wilson stated that he would oppose the request as a matter of
personal policy.
The City Attorney next pointed out that this location was not in an area approved
for the sale of alcoholic beverages.
After discussion, Commissioner Crapps moved to authorize a Public Hearing to be
held on June 24, 1963, to consider designating the aforesaid area as a zone in which alco-
holic beverages could be sold, and to notify all owners of property within 300 feet of said
property
/o2 such hearing. Seconded by Commissioner Reborn and carried.
After consideration end on motion of Commissioner Crapps, Seconded by Commissioner
Wilson and carried, Harry Lee, Sr., was reappointed to the Civil Service Board for a two
year term ending June 24, 1965.
Estimate No. l0 next submitted in the amount of $14,681.40 and unpaid services and
material suppliers invoices in the amount of $1~,965.47, covering work completed and material
on job site to June l, 1963, on contract with Texas Mid West Contracting Company, Inc.,
dated May 9, 1962, for construction of the Sewage Treatment Plant, and on motion of
Commissioner Crapps, seconded by Commissioner Wilson and carried~ payment of $14,965.~7 was
authorized from the Construction Trust Fund of 1962, on approval of the City Manager and the
Bonding Company, and stipulating that the checks to be drawn as joint payees, to the
contractor and to the suppliers for unpaiddelinquent accounts.

Consideration next given to designating Third Street as a through street from
Sanford Avenue to Chapman Avenue, and on recommendation of Chief of Police, Commissioner
Raborn moved to authorize same. Seconded by Commissioner Crapps and carried.
Commissioner Wilson next introduced Resolution No. 976, and after being read in
full, moVed on its passage and adoption. Seconded by Commissioner Crapps and carried
unanimously. Said Resolution No. 976, being in words and figures as follows:

COMMENDING CAPTAIN JOSEPH MERIT
TULLY, JR. , USN, COMMANDER, HEAVY
ATTACK WING ONE, SANFORD NAVAL
AIR STATION
WHEREAS, CAPTAIN JOSEPH MERIT TULLY, JR., has since June 27, 1961 been stationed
at the Sanford Naval Air Station, Sanford, Florida, and in command of Heavy Attack Wing 0~e
of the United States Navy, and
WHEREAS, during the period of time in which CAPTAIN JOSEPH MERIT TULLY, JR., has
been stationed in Sanford, Florida, he inspired unparalleled accomplishments in the Wing's
preparedness and safety as well as being responsible for the successful introduction of the
ASA Vigilante weapons system into fleet operations, and in addition thereto demonstrated his
dedicated leadership in the recent Cuban crisis, and
WHEREAS, CAPTAIN JOSEPH MERIT TULLY, JR., during his period of service in Sanford,
Florida, worked diligently and unceasingly to develop the finest civilian-military relation-
ship that has heretofore existed between the people of the City of Sanford and the Naval Air
Station to ~he degree that the feeling of cooperation and friendship which exists stands as
a model for armed forces installations everywhere,and
WHEREAS, CAPTAIN JOSEPH MERIT TULLY, JR., has personally played a vital role in
the community life of Sanford through his efforts in civic organizations, church and many
worthwhile civic projects, and
WHEREAS, as a result of the efforts of CAPTAIN JOSEPH MERIT TULLY, JR., during the
period of his command, national and international recognition has been given not only to the
City of Sanford but to Heavy Attack Wing One and Naval Air Stations Sanford, and
WHEREAS, CAPTAIN JOSEPH MERIT TULLY, JR.,, will soon be transferred from Sanford
Naval Air Station to the National War College in Washington, D. C. and it is the feeling of
the City Commission~:of the City of Sanford, Florida, that such transfer will be felt by all
the people of this city, and it is the desire of the City Commission to make knownto the
people of S~uford and the personnel of the Navy the outstanding record of contribution made
by Captain Tully to the City of Sanford and the Navy while stationed here,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that CAPTAIN JOSEPH MERIT TULLY, JR., be and he is hereby commended for his out-
standing contribution and that there be expressed herewith the sincere appreciation of the
City Commission and the people of the City of Sanford for his efforts, and that by these
presents, he receive a token of our best wishes for the future and an early return.
BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the City
Commission and copies hereof delivered to CAPTAIN JOSEPH MERIT TULLY, JR.~ the Navy
Department, and the press.

minutes of special meeting of May 20, and regular meeting of May 27, 1963~ were next
approved.
On motion of Commissioner Crapps~ seconded by Commissioner Wilson and carried,
current invoices and payrolls were next approved~ as evidenced by General Fund, Florida

On motion of Commissioner Wilson, seconded by COmmissioner Crapps and carried,
the following transfer was authorized:
FROM-Contingency Account No. 8150
TO -Police Pistol Range Account No. 2298 $677.00
Consideration next given to the need of adult supervision at major street crossings
used by school children, and after discussion, Commissioner Raborn moved to authorize the
City Manager to write a letter to the Seminole County School Board explaining the problem
and requesting their support. SeConded by Commissioner Crapps and carried.
Consideration next given to the traffic survey at the intersection of First Street
with Oak Avenue and Railroad Avenue, and after discussion, Commissioner Raborn moved to
designate on a trial basis, no left turn off Railroad Avenue into First Street. Seconded
by Commissioner Crapps and carried.
After consideration, Commissioner Raborn moved to authorize the Building Official
to attend Governor Bryants "Conference on Cold War Education" in Tampa, Fla., on June 12
through 15, 1963, and to transfer $125.00 from the Contingency Fund to Engineer Travel
Expense Account No. 5007. Seconded by Commissioner Wilson and carried.
Commissioner Raborn moved to table the discussion of the use of City vehicles until
the next meeting. Seconded by Commissioner Wilson and carried.
Consideration next given to the replacement of the parks department storage
building located south of the Municipal Stadium, upon the sale and transfer to the Bernard
MacFadden Foundation, Inc., and after discussion Commissioner Raborn moved to authorize the
City Manager to proceed with plans and preparations for such replacement. Seconded by
Commissioner Wilson and carried.
Consideration next given to designating East 2$th Street a through street from
Park Avenue to Sanford Avenue, and on recomm~endation of Chief of Police, Commissioner Raborn
moved to authorize same. Seconded by Commissioner Wilson and carried.
On motion of Commissioner Raborn, seconded by Commissioner Wilson and carried,
payment of $252.50 was authorized to A. C. Doudney for surveying the property proposed to
be sold to the Bernard MacFadden Foundation, Inc. to establish a Military school in the City.
Commissioner Raborn moved to amend items Nos. 2.and~3 in minutes of regular
meeting May 27, 1963, per negotiations with Bernard MacFadden Foundation, Inc. for the
purchase of approximately 18 acres of City property as follows:
2. Down payment amended to read $23,500.00
3.Deferred payment amended to read $76,500.00
Payment No. l0 amended!~ read $31,500.00
Seconded by Commissioner Wilson and carried.
