070863MINUTES City Commission, Sanford, Florida, July 8 at 8 P. M. ,19. 6} The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on ~uly 8, 1963. Present: Commissioner Thomas S. McDonald, Mayor Joe B. Baker J.H. Crapps " M.L. Raborn, Jr. " A. L. WilsOn City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Douglas DeBank appeared to present a petition by attorneys for Sundstrand, Inc., owners of property abutting the following described streets and requesting the closing of that portion of Third, Fourth and Fifth Streets lying east of the corporate limits of the City of Sanford and west of Persimmon Avenue as the same appears in Florida Land & C0~oni- zation Map of St. Gertrude's Addition, and after consideration, Commissioner Baker moved to authorize a public hearing to be held on August 12, 1963~ to consider same. Seconded by Commissioner C~apps and carried. Request next submitted from William Hemphill, owner of Hempill Motors, 301 West First Street, for the City to pave that certain east-west alley between Myrtle Avenue and Elm Avenue and betWeen First Street and Second Street, with Hemphill Motors to pay the cost of the materials and after discussion, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, same was approved. ~_._Motion of Commissioner Baker, seconded by Commissioner Wilson and carried, a salary reclassification was authorized as follows: C. P. Bennett From 17-D ($4,205.00 a year) To 17-E ($4,312.00 a year) Request next submitted for the transfer of.a license for the sale of alcoholic beverages for consumption on premises from Dwight Blackwelder d/b/a Cut Rate Liquors, ll2 West First Street, to Mrs. Elizabeth d'Aversa, and on motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, same was approved, on the recommendation of the Chief of Police. Further consideration given to request submitted at regular meeting of June 24, 1963, by Bennis Boozer for license for sale of beer and wine for consumption on premises at 1003 West 13th Street, and after consideration and on motion of Commissioner Wilson, seconded by Commissioner Raborn and carried, same was tabled for further investigation. After discussion, Commissioner Baker moved to authorize the City Attorney to prepare an ordinance to amend the present regulations for sale of beer and wines for con- sumption on premises, that licenses shall not be granted to any vendor whose place of business would be located within 500 feet of an already established place of business of any other vendor of beer and wine for consumption on premises or within 500 feet of a school. Seconded by Commissioner Raborn and carried. Request next submitted for the installation of two street lights on Magnolia Avenue between 25th Street and 26th Street, and after consideration, and on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner Baker, same was authorized. Ornesby Jackson, next appeared and requested a license to operate a taxicab, and after discussion and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried same was appr'oved. M ........ 19.63_ Request next submitted for a transfer of $100.00 from Zoo Chemicals Account No. 4530 to Zoo Miscellaneous Account No. 4322, and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, same was approved. Fred Harris, Agent for Gulf Life Insurance ComPany, carriers of the City's group insurance, next appeared to report payment to the City in the amount of $790.11 as an experience refund and suggested that $1,000.00 be added to the present life insurance and $~.00 per day be added to the hospitalization policy, and after discussion, Commissioner Wilson moved to consider same in the proposed budget for 1963~1964. Seconded by Commissioner Baker and carried. Estimate No. ll next submitted in the amount of $9,450.77 and unpaid services and material suppliers invoices in the amount of $14,615.22 covering work completed and material on job site to July l, 1965, on contract with Texas Mid West Contracting Company, Inc., dated May 9, 1962, for construction of the Sewage Treatment Plant, and on motion of Commissioner Crapps', seconded by Commissioner Baker and carried, payment of $14,615.22 was authorized from the Construction Trust Fund of 1962, on approval of the City Manager and the Bonding Company, and stipulating that the checks to be drawn as joint payeez, to the contractor and to the suppliers for unpaid delinquent accounts. Commissioner Crapps next introduced Ordinance No. 804, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING CHAPTER 4, SECTION 4-1 THEREOF, THE CODE OF THE CITY OF SANFORD, FLORIDA, 195~, AS AMENDED, SAID SECTION DESIGNATING THE ZONES IN WHICH INTOXICATING LIQUORS MAY BE SOLD, SAID AMENDMENT ADDING AN ADDITIONAL AREA TO SAID ZONE. and same was placed on its first reading and read in full after roll call vote as follows: Commissioner McDonald Aye " Baker Naye " Crapps Aye " Raborn Aye " Wilson Naye The City Manager next recommended the appointment of the Finance Director as Acting City Manager from July 14 to July 27, 1963, during the vacation of the City Manager, and on motion of Commissioner Wilson, seconded by CoMmissioner Crapps and carried same was approved. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, current invoices and payrolls were next approved, as evidenced by General Fund~ Florida State Vouchers Nos. 5890 through 6061, General Fund Sanford Atlantic National Bank Vouchers Nos. 8450 through 8~98, Water and Sewer Revenue Fund Vouchers Nos. 680 through 688, and Constructio Ban~ Trust Fund of 1962, Florida State/Vouchers Nos. 110 through 146. On motion of Commissioner Crapps, seconded by Commissioner Baker and carried, minutes of regular meeting of June 24, 1963, were next approved. Commissioner Wilson moved to authorize a sale of City owned property described as Lots 8 through 12 and Lots 20 through 24 of Spurlings Plat of Block 15, Chapman & Tucker Subdivision to Brass Motor Company for the sum of $5,000.00. Seconded by Commissioner Crapps and was not carried over the dissenting votes of Commissioner Baker, Commissioner Raborn and Commissioner McDonald. Sylvester Edge next submitted a request for a license to operate a taxicab, and afte discussion, Commissioner Baker moved that the request be denied. Seconded by 0ommissioner Raborn and carried.
