After discussion, Commissioner Baker moved to authorize payment 'of $30.04 as set
forth above. Seconded by Commissioner Raborn and carried.
Letter, dated August 27, 1963, next submitted from Edward H. Baxter, Acting
Regional Administrator, Housing and Home Finance Agency, pertaining to the sum of $7,860.00
advanced to the City for the purpose of plan preparation for Project No. Fla 8-P-~3, Sewer
Facilities, and demanding repayment of same.
After discussion, Commissioner Baker moved to authorize the City Manager to protest
the deman~ for repayment. Seconded by Commissioner Raborn and carried.
J. Go Chapman, Architect, next appeared to represent a group of local businessmen
who were interested in forming a corporation for the development of a Marina at the City
pier and boat basin. He further stated that plans, sketches and financial data could be
prepared to be presented to the Commission on October l~, 1963, and the Commission agreed
3o take no further action on the Marina until said date.
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried,
salary reclassifications were authorized as follows:
B. H. Giles from 17-D ($#~i~20~.O0/year) to 17-E ($~,312.00/year)
Willie_Lee Robinson from 3-C ($~7.~/week) to 3-D ($51.02/week)

John Burton, owner of Valdez Hotel, next appeared and requested that Section 4-2 (b)
of City Code regulating the hours for the sale of alcoholic beverages at hotels of more than
100 rooms, be amended to include hotels with 50 rooms or more and further to exclude .Sunday
sales, or preferably, that the City adopt the same regulations as enfor6ed by the County.
After consideration same was taken under advisement.
Nfs. E. C. Willia~.'s next appeared and stated that she was interested in the library
budget and further recommended that these services should be expanded.
The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 o'clock P. M. on September 4, 1963, for furnishing water materials in
accordance with specifications in the invitation for bids published in the Sanford Herald on
August 27, 1963.

After discussion, Commissioner Baker moved to accept low bid of American Cast Iron
Pipe Company for furnishing 6,100 feet'of 6 inch mechanical joint cast iron pipe at price of
$1.8~5 per foot, low bid of Huges Supply, Inc. for furnishing 8, six inch 6ast iron tees at
$27.00 each and 7 fire hydrants at $112.00 each, and the low bid of Kennedy Valve Manu-
facturing Company for furnishing 12 six inch gate valves at $52.75 each. Seconded by

After consideration, the Commission authorized the acceptanee of the proposal.
Recommendation next submitted by the Zoning and Planning Commission to amend the
zoning ordinance for R-1AA (one family dwelling) district to permit private tutoring, and
after discussion and on motion of Commissioner Raborn, seconded by Commissioner Crapps and
carried, same was tabled for further consideration.
After further discussion, Commissioner Raborn moved to hold a public hearing on
October l~, 1963, to consider amending the zoning ordinance for R-lA (one family dwelling)
District to include tennis and swimming tutoring. Seconded by Commissioner Crapps and
carried over the dissenting vote of Commissioner Baker.
On motion of Commissioner Crapps, sedonded by Commissioner Raborn and carried,
current invoices and Payrolls next approved as evidenced by General Fund Florida State Bank
Vouchers Nos. 6234 through 6379, and General Fund Sanford Atlantic National Bank Vouchers
Nos. 8554 through 8583, and Water and Sewer Revenue Fund Sanford Atlantic National Bank
Vouchers Nos. 700 through 706.
After discussion, Commissioner Baker moved to include the 01d Post Office Building
received from the U. S. Government on the insurance schedule of the City. Seconded by
Commissioner Crapps and carried.
Request next submitted from Miss Emma Spencer to close Poinsetta Avenue adjacent
to Lots I through 6 and Lots 25 through 29 in Gardenia Subdivision, and on motion of
Commissioner Raborn, seconded by Commissioner Crapps and carried, a public hearing was
authorized to be held on October 14, 1963:~ to consider same.
