011364-Regular Session MINUTES' City Commission, Sanford, Florida, January 13 at ,8 ,P. M. The City Commission of the City of Sanford, Florida,..met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 13, 1964. Present: Commissioner J. H. Rotundo Police Chief R. G. Williams Absent: Commissioner A. L. Wilson, Mayor The meeting was ealled to ordeT by the Chairman. Request next submitted from the Stemper Real Estate Agency with regards to structUre in rear of lll5 Myrtle Avenue, covered by condem~ation Report No. 63-79, and requested an extension of 90 days from January l, 1964, and after discussion, Commissioner Baker moved on approval of the request. Seconded by Commissioner Higginbotham and carried. Request next submitted from Sam Smith withregardsto structure at 1209 West llth Street, covered by condemnation Report No. 63-62, and requested an extension of 90 days from January l, 1964, and after discussion, Commissioner Baker moved on approval of the request. Seconded by Co~missioner Crapps and carried. Consideration next given to recommendation submitted by the Zoning and Planning Commission at regular meeting of December 23, 1963, to require nursing homes, Convalescent homes, and homes for the aged to have certification by the state and a state license prior to obtaining City occupational license, and the City Attorney rendered the opinion that the aforesaid was already covered by Section 14-2 of City Code. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, Ordinance No. 823 was next placed on its first reading and read in full. Said Ordinance No. 823, entitled: AN ORDINANCE OF THE CITY OF SANFORD~ FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA ACTS OF 1957. Request next submitted for transfer of license for sale of beer and wine for consumption off premises from C. G. Flowers to Edward E. Flowers d/b/a Flowers Grocery at 805 West Third Street, and on motion of Commissioner Raborn, seconded by Commissioner Baker and carried, same was approved on the recommendation of the Chief of Police. Consideration next given to request received at meeting of December 23, 1963~ to designate the area from 16th Street to 18th Street between Roosevelt and Tangerine Avenues as an area from which an annexation petition would be received, and after discussion, Commissioner Baker moved that it be denied. Seconded by Commissioner Higginbotham and carried. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, current invoices and payrolls were next approved as evidenced by General Fund Florida State Band Vouchers Nos, 6848 through 7126, General Fund Sanford Atlantic National Bank Vouchers Nos. 8740 through 8807, and Water and Sewer Revenue Sanford Atlantic National Bank Vouchers Nos. 737 through 746. The City Attorney next reported that he had written a letter to the holder of 1961 County Tax Certificate on Lot 16, South Pinecrest Subdivision, and informed him that said lot is part of a City street, and further, that the County Attorney had advised him that the County Commissioners will consider revoking said certificate at a meeting on January l~, 196~. Commissioner Raborn next reported on a meeting with the JayCee.Animal Shelter Committee and County Commissioner James Avery and it was their recommendation that this should be outside the City and centrally located in the County and properly come under a Coumty function. Request next received from J. D. Woodruff for an extension of 90 days on his note in the amount of $261.25, and due on January 5, 196~, and after discussion, an extension was authorized upon partial payment being received, and ex~end the time. Request next submitted from Mrs. C. H. Olliff with regards to condemnation Report No. 63-85, covering 420 West First Street, Lots 6, 7, 8, 9 & 10, Block 2, Tier 7, Trafford's, and requesting an extension until March 15, 196~? and a~ter discussion, Commissioner Baker moved to approve ~e request. Seconded by Commissioner Higginbotham and carried. Commissioner Higginbot~am next moved to authorize the City Manager to oOtain prices on curb and gutter molds, and sUbmit at the next meeting. Seconded 'by Commissioner Raborn and carried. Commissioner Raborn moved to authorize t~e City Manager to accompany the Mayor to all university site meetings. Seconded by Commissioner Baker and carried. Consideration next given to the request for retirement of Lieutenant R. J. Hickson, who has been employed by Police Department since 19~7, and after discussion, Commissioner Higginbotham moved to authorize a pension of $50.00 per month, effective February 15, 1965.
