M. 19~6q- The City Oommission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 27, 196~. Rotundo Police Chief R. G. Williams Absent: City Attorney Wm. C. Hutchison, Jr. The meeting was called to order by the Chairman. Braxton Perkins, a member of the Sanford Rotary Club, next presented the Commission with a framed copy of the "Four Way Test", a guide to direct the thoughts, words and actions in our dealings with our fellow man. The Chairma~ announced that the next order of business was a Public Hearing to consider the remoning of the property as proposed and described in the following legal notice published in the Sanford Herald on January 3, 196~: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 27, 196~, to consider the following changes and amendments to the Zoning Ordinance of the-City of Sanford, Florida: The property zoned in District R-2 (One and Two Family Dwelling), located West of Bay Avenue between Second and Fourth Streets, is proposed to be ch~uged to R-3 (Multiple Family Dwelling) District. Said property being more particularly described as Lot qq, less the northerly 125 feet, J. E. Pace's Subdivision of Block C, Mellonville, as recorded in Plat Book l, Page 91, Seminole County records. All parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida, this 23rd day of December, 1963. H. N. City Clerk of the City of Sanford, Florida The Chairman then announced that the Commission would be glad to hear from anyone in favor of or against the rezoning as advertised in the foregoing notice. There being no objections registered and after discussion~ Commissioner Higginbothammoved that the property be rezoned as advertised and to authorize the City Attorney to p~epare an ordinance pertaining to same. Seconded by Commissioner Crapps and carried. There being no objections registered, and after discussion, Commissioner Higginbotham moved that the Zoning Ordinance be amended as advertised and to authorize The City Attorney to prepare an ordinance pertaining to same. Seconded by Commissioner Baker and carried. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, minutes of regular annual meeting of January 7 and regular meeting of January 13, 196#, were next approved. Lee Mansfield, 2012 Grandview Avenue, next appeared and requested to lease or purchase that portion of land lying east of the segment sewer line in the following described propertyt Lots 125, 126 and 127, Rose Court and Lot A, less S 205.58 ft, lying west of Railroad of Dodd, Lord & Deane Subdivision of Sec 31, Twp 19 S, Range 50 East. Retaining a 14 foot easement along said segment block sewer line for a Utility Easement. St. John Realty Company next submitted an estimated sale value for above property in the amount of $2,400.00. After discussion, Commissioner Higginboth,m moved to authorize a lease for one year with the option to purchase at price of $2,400.00, and if the option is not exercised after one year, all improvements will revert to the City. Seconded by Commissioner Raborn and carried. William H. Stemper, Realtor, agent for Ralph G. Woodruff, et al, next appeared to submit a Warranty Deed to the City of Sanford for the following described property: Lot 9 and South 72.2 feet of Lot 10, BlOck 2, Tier 4, E. R. Trafford's Map of the Town of Sanford, according to plat thereof recorded in Plat Book l, pages 56-64, Public Records of Seminole County, Florida. Mr. Stemper stated that this action was in accordance with the offer of the City Commission to purchase the aforesaid property for $60,000.00 at special meeting of December 31, 1965, and further, that there remained a balance due of $53,848.26 as £ollows:~ $60,000.00 Purchase Price 6,000.00 Less:~ 10% binder as evidenced by Check No. 8812, dated January 5, 1964 $54,000.00 1~1.74 Less: Pro-rata cost of estimated 1964 taxes $55,848.26 Net Balance Letters next submitted from the Florida State Bank and the Sanford Atlantic National Bank offering:to loan the City sufficient f.unds to culminate the aforesaid purchase. Said loans to carry interest rates of 3~% and 4% respectively. After discussion, Oommissioner Crapps moved on the acceptance of the aforesaid warranty deed and to authorize the Fiayor and City Clerk to execute a note in the amount of MINUTES City Commission, Sanford, Florida,' January 27 at 8:, 2. John Krider, Manager of'the Seminole County Chamber of Commerce, next appeared and stated that the New York Mets Farm Clubs would like to train in Sanford from March 15 to May l, 196/4, and that this would Eive a large amount of advertising for the City. Ray Kennedy, Representative of New York Mets, next appeared and stated that the farm clubs would bring 75 players to Sanford for 5 weeks and spend approximately $35,000.00. He stated that the players would be housed at the Mayfair Inn. Mr. Kennedy requested the following: 1. Stadium in condition for baseball 2. One extra diamond 3. Club house in comfortable condition (no utilities furnished) 4. Locker rooms for the players ~ 5. Maintain playing fields 2 or 3 hours a day, 5 day~ a week Everett Kerr, Manager of the Mayfair I~, appeared and requested the Commission to approve the request of the New York Mets, so that his hotel could be utilized during this normally slack season of the year. Recreation Director Jim Jernigan next explained how the proposed use of the baseball facilities could be coordinated:~!with his schedule and personnel. After consideration, Commissioner Higginbotham moved to authorize the Oity Manager and Recreation Director to work out a-'program with Mr. Kennedy. Seconded by Commissioner Baker and carried. Rev. A. A. Fields next appeared to present a request to permit the Interdenomina- tional Ministerial Alliance to hold services at various locations on public right-of-way, and after discussion, Commissioner Baker moved to authorize the Chief of Police to designate proper sites and times. Seconded by Commissioner Crapps and carried. Request next submitted from the Recreation Director for use of The old library building by The Eecrea~ion Department for cultural art purposes, and after consideration, Seconded by ~ommissioner Crapps and Commissioner Higginbotham move~ to authorize same. carried. Ordinance No. 823, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA D~:~CRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF OHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. placed on its ~irst reading and read in full at the regular meeting of January 13, 196~, was, on motion of Commissioner Crapps and seconded by Commissioner Higginbotham, next placed on its final passage and adoption. After being read in full, the roll was called and the vote stands as follows: Commissioner Wilson Yea " Baker " " Crapps " " Higginbotham " " Raborn " Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 823, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE MINUTES City Commission, Sanford, Florida, January 27 at 8 P. M. ,517 Commissioner Higginbotham next introduced Resolution No. 989, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Raborn and carried by the unanimous vote of the Commission. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA SUPPORTING METROPOLITAN TELEPHONE SERVICE. WHEREAS, telephone calls from the Sanford-Geneva area from South Seminole County and Winter Park are now toll calls, and WHEREAS, South Seminole County, Winter Park and Orlando are without toll charges, and WHEREAS, such division within Seminole Cou~.ty is inconvenient, costly to business, and to a great degree tends to divide rather than unify Seminole County, thus hindering the County's growth and development, and WHEREAS, it is propoSed to unify Seminole County and Winter Park to the degree that oalls within such areas would be non-toll, and in the opinion of the City Commission such action would greatly aid the future development of the City of S~nford and Seminole County, NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that all telephone users within Seminole County and Winter Park, be, and they are hereby urged to support the proposed metropolitan telephone service, and the officials of Southern Bell Telephone and Telegraph Company and The Winter Park Telephone Company are urged at the earliest possible date to initiate such service. Baker As the City Commission of the City of Sa~ford, Florida On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, Joe Dennison was appointed to the Board of?~djustments to fill the U~expired term created by the demise of Edward F. Lane. On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, Merle Warner was appointed to ~he Board o£ Adjustments and Appeals. The City Manager next reported that Aubrey Kendall, anemployee of the City for 29~ years had requested retirement. Coverage under the group pension plan would amount to $32.94 per ~onth. ~ter consideratio~ Commissioner Higginbotham moved to authorize a supplemental pension of $17.06 to increase the total pension to $50.00 per month. Seconded by Commissioner Raborn and carried. After discussion, Commissioner Higginbotham moved to authorize the City Manager to advertise for bids for furnishing ~00 feet of curb forms plus two radius forms. Seconded by Commissioner Raborn and carried. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, a salary reclassification was authorized as follows:. Warren R. Turman From 9-C ($66.62/week) To 9-D ($70.O0/week) MINUTES City Commission, Sanford, Florida, January 27 at 8 P. M. Request next submitted from Warren R. Turman for a salary advance of $200.00 to be repaid at $25.00 per week, and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried same was approved. Fire Chief Cleveland reported that Assistant Fire Chief R. T. Thomas had completed 35 years of service with the City on January l, 196~, and on. motion of Commissioner Crapps, seconded by Commissioner Baker and carried, the City Manager was authorized to purchase a watch, properly engraved, to be presented to Assistant Fire Chief Thomas. Request next submitted from Recreation Director for the City to sponsor the State Biddy ~asketB~ll Tournament in Sanford, the same as the City did in 1963, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, same was approved. The City Manager next reported that the first stage of the street resurfacing had been completed and requested approval of payment of $12,306.75 to Oneman Engineering Company. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, payment was authorized. There being no furhter business, the meeting adjourned. HAYOR
