021064-Regular Session MINUTES City Commission, Sanford, FlOrida, February 10 at 8 P. M. 519 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February 10, 1964. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker J.H. Crapps " Earl Higginbotham " N.L. Raborn, Jr. City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. The first order of business was the presentation of a wrist watch bY the Mayor to AssistanZ Fire Chief R. T. Thomas in commendation of having served with the City for 35 years on January 1, 196~. William Hemphill, President of the Sanford Rotary Club, next appeared and sub- mitted a Resolution adopted by his club commending Judge Kenneth W. McIntosh for his integrity and selfless efforts in his capacity as Municipal Judge of the City of Sanford. A. Edwin Shinholser, Attorney, next appeared as spokesman for a group of citizens interested in the fluoridation of the municipal water supply, and further, presented and read in full letters recommending the immediate initiation of this practice from the following: Twenty-four Doctors of Medicine, practicing in the City of Sanford Eleven Doctors of Dental Surgery, practicing in the City of Sanford Naval Air Station, Sanford, by the Co~manaing Officer, the Head of Zhe Medical Department, and the Head of the Dental Department Sanford Rotary Club Kiwanis Club of Sanford Sanford-Seminole County Junior Chamber of Commerce After consideration, Commissioner Baker moved to authorize the City Attorney to prepare an Ordinance authoriZing the fluoridation of the municipal water supply. Seconded by Commissioner Higginbotham and carried. Glen HcCall , President of Downtown Merchants Association, next appeared to request the following: 1. Cover Parking Meters for 120 days 2. Provide aiagonal parking on First Street ~rom Oak Avenue To Sanford Avenue 5. Provide diagonal parking on Palmetto Avenue and Magnolia Avenue, from First Street to Third Street $. Supply Police control, wit~ two hour limit on parking. The City Manager was authorized to prepare es~imatea costs and stuay of the effects on parking and traffic flow and submit at meeting of February 25, 196~ Bruce Strumph of Sanford Shopping Center next appeared and requested annexation in consideration of several capital improvements, and after discussion, Commissioner Baker moved to table same for further study. Consideration next given to the reqUest submitted by the School Board for joint participation of the paving of Bay Avenue from Celery Avenue to Eleventh Street. The City Manager submitted an estimated cost of $3,200.00 for material, labor and equipment for a pavement 32 feet wide and $50 feet long. /"520 MINUTES City Commission, Sanford, Florida, February.. 10~ at 8 P. Ft. .19 6/4 After discussion, Commissioner Baker moved to authorize the City to participate with the School Board to one-half of the costs up to $1,600.00. Seconded by Commissioner Higginbotham and carried. After considerable discussion, Commissioner Baker moved to proceed with the water improvement plans and to authorize the Engineers to advertise for bids within 30 days after approval certificate is received from State Board of Health. Seconded by Commissioner Raborn and carried. After discussion, Commissioner Higgin0otham moved to inform the United States General Services Administration that the City affirms the bid agreement of $8,011.49 for the vacant lot beside the old post office building. Seconded by Commissioner Baker and carried. ConsideratiOn next given to a proposed agreement regarding Z'ederal aid highway projects, and arter discussion, Commissioner Raborn moved to table same I'or i'urther information. Seconded by Commissioner Baker and carried. Request next submitted i'or a street light in the 1500 block on West lbt~ Street, and after consideration, and on recommendation of the Chief of Police, Commissioner Crapps move~ To install street lights at the intersections of Oleander Avenue with 16th Street and 17th Street. Seconded by Commissioner Raborn and carried over the dissenting vote of Commissioner Baker. Commissioner Higginbotham next introduced Ordinance No. 824, entitled:: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUFlBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDFiENT TRANSFERRING CERTAIN TERRITORY IN R-2 (ONE AND TWO FAMILY DWELLING) DISTRICT, TO R-3 (MULTIPLE FAMILY DWELLING) DISTRICT and same was placed on its first reading and read in full. Oommissioner Crapps then moved on the waiver of the requirement of the second reading of Ordinance No. 824, and that same be placed on its final passage and adoption. On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, current invoices and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 7127 through 7296, General Fund Sanford Atlantic National Bank Vouchers Nos. 8808 through 8861, and Water and Sewer Revenue Sanford Atlantic National Bank Vouchers Nos. 7#7 through 755. On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried~ minutes of regular meeting of January 27, 1964, were next approved. Consideration next given to the estimated costs of $110.O0 for installation of six inch letters for a sign for the Sanford Public Library, and after discussion, Commissioner Baker moved to authorize purchase of same. Seconded by Commissioner Higginbotham and carried. Commissioner Baker moved to authorize the purchase of a plaque for. the Sanford Public Library at a cost of $170.00, and same died for lack of a secon~d. Consideration next given to the sale in the amount of $150.00 for grave spaces, including perpetual care, at the Municipal Cemetery, and after discu~si°n, Commiasioner Baker moved that all funds collected for the remainder of fiscal year from the sale of graves would MINUTE'S City Commission, Sanford, Florida, February. l0 .at,~,.,8 P. M. .19. 6/4 Request next submitted by the Seminole County Chamber of Commerce for permission to enclose, at their expense, part of the porch of the City owned USO building, and after considerable discussion, Commissioner Higginbotham moved to authorize same upon approval of the plans by the City Manager. Seconded by Commissioner Baker and carried. Consideration next given to prices received for supplying LP gas and after discussion, Commissioner Higginbotham moved to authorize the City Manager to advertise for bids for same. Seconded by Commissioner Raborn and carried. The City Manager next reported that the Great American Insurance Company was proceeding to complete the Sewage Treatment Plant as surety for the Texas Mid-West Con- tracting Company and questioned if the Commission would consider waiving the performance penalty under the circumstances~ and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried~ completion was authorized in accordance with the contract. Commissioner Crapps next reported that a representative of the Sanford Women's Club had expressed interest in the purchase ofi:the~old library bUilding on Fifth Street and Oak Avenue. After discussion, Commissioner Higginbotham moved to authorize the City Manager to determine if the City has a transferable title and to obtain an appraisal for said library. Seconded by Commissioner Crapps and carried. Request next submitted by W. A. Morrison, owner of Strickland-Morrison~ Inc., for the City to install a sidewalk on Sanford Avenue abutting the company's automobile display lot, and further, offering to pay for the material if the City would furnish the labor. After discussion, Commissioner Crapps moved to approve the request. Seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner Baker. Request next submitted by the AME Church on Olive Avenue and 12th Street to reconstruct the entrance stairway, which encroaches approximately 5 feet on the right-of- way of Olive Avenue. After discussion, Commissioner Baker moved to authorize same, provided the City would be held~harmless in any incident arising out of said use. Seconded by Commissioner Crapps and carried. After discussion, the City Manager was authorized to have the large size lens installed on the north and south red lights at the intersection of First Street and French .Avenue at a cost not to exceed $100.00.
