M. ,1964- The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P.. M. on April 13, 196~. The first order of business being a Public .Hearing to consider zoning the newly annexed area at 27th Street and Sanford Avenue in accordance with the following notice published in the Sanford Herald on March 18, 196~: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., on April 13, 196~, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: That property lying west of Sanford Avenue and between 27th Street and 28th Street is proposed to be zOned C-1 (Neighborhood Commercial) District. Said property being more particularly described as follows:. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 13, 1964, MINUTES City Commission, Sanford, Florida, April 13 at 8-.P.M. to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: That property lying east of Cedar Avenue and between Fourth and Fifth Streets is proposed to be rezoned from M-1 (Light Industrial) District to R-3 (Multiple Family Dwelling) District. Said property being more particularly described as follows: Lots 6 through 10, inclusive, Block 6, Tier ll, E. R. Trafford's Map of Sanford. Seconded by Commissioner crapps and carried over the dissenting vote of Commissioner Baker. The next order of business being a Public Hearing to consider zoning all Lots 21 through 26, and that part of Lot 27 lying north of 0nora Road and being in the City of Sanford, Amended Plat of Druid Park, in accordance with the following notice published in the Sanford Herald on March 18, 196#. NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 13, 196~, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: Portion of the property lying east of Orlando Drive (Highway 17-92) and north of 0nora Road is proposed to be zoned C-1 (Neighborhood Commercial) District. Said property being more particularly described as follows: All of Lots 21 through 26, and that part of Lot 27 lying north of Onora Road and being in the City of Sanford, Amended Plat of Druid Park, PB 7, pages 5 and 6, Seminole County Records. M. 539 , D~ Office Supply Co. -- Orlando Request next submitted from owner of Nix Bedding Company to purchase Lot 7, Block D, Celery Avenue Addition, and after discussion, Commissioner Crapps moved to authorize the City Clerk to obtain an estimated sale value from two realtors, provided that Nix Bedding Company would pay the costs. Seconded by Commissioner Higginbotham and carried. On motion of Comm±ssioner Raborn, seconded by Commissioner Baker and-carried, Jo H. Senkarik was appointed to the Board of Adjustments and Appeals to fill the vacancy created by the resignation'of Joe Dennison. Request next submitted from Dr. George Miyakawa to vacate the alley right-of-way in Block H, ~irst Street Extension, and after discussion, Commissioner Rab0rn moved to ~'~ble same until petitioner submits plans for use of said property. Seconded by Commissioner Baker and carried. Request next received from Sanford Atlantic National Bank for a driveway for an off-street parking lot, and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, same was approved. After discussion, Commissioner Higginbotham moved to authorize the City Manager to issue driveway permits unless the request is very unusual, and then bring same to the attention of the City Commission. Seconded by Commissioner Crapps and carried. Recommendation next submitted by the Zoning.and Planning Commission to rezone RiAA (One Family Dwelling) District to RIA (One Family Dwelling) District, property described as follows: Beginning at the NE corner of Lot A of J. Dodd, H. B. Lord and H. Dean's Subdivision in the Southwest quarter of Sec 31, Twp 19S, Rge 31E~ as recorded in Plat Book 2~, Page 8 of Public Records of Seminole County, Florida, run Wly ~26.& feet along N line of Lot A, thence S 1°06'30" W 175.88 ft for a point of beginning, thence W 325.03 ft, thence run N 1°06'30" E 2.79 ft, thence run W 17~.7 ft, thence run N 2°28'30" E 39.53 ft, thence run W 130.75 ft to Ely right-of-way line of the Atlantic 0east Line Railroad, thence run Sly along the Ely R/W line of the Atlantic Coast Line Railroad to S line of said Lot A, thence run Ely along S line of Lot A to a point 400.25 ft Wly of SE corner of Lot A, thence run N 1°06'30'' E to point of beginning. After discussion and on motion of Commissioner Baker~ seconded by Commissioner Higginbotham and carried~ a Public Hearing was authorized to be held on May ll, 196~ to consider same. Consideration next given to the offer of Brailey Odham to sell the Sunland Estates Water System~ and after discussion, the City Manager was authorized to write a letter ex- pressing that the Commission would be interested at a reasonable figure. Request next received for additional funds for S. M. RiChard, Jr., to attend short course for sewer and water operators and to take examinations for Class B Water opera- tots, and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried, a transfer of $30.00 was:authorized from Utility Anticipated Surplus Account No. 9850 to Sewer Treatment Travel Expense Account No. 9607. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the following Salary reclassifications were approved: Julian Williamson W. M. 19 64 Fire Department: (a) Full Kelly Day to be effective April 15, 196~. (b) Hire personnel to bring the department to the full strength of 25 men. (c) prepare a vacation schedule with the men to harmonize with the work schedule and to post the vacation schedule 30 days before effective date. (d) Prepare and post class schedules. (e)Fire Chief to work closely through the City Manager's office and to keep the Commission informed. Recommendation next submitted from the City Manager to appoint Finance Director H. N. Tamm, Jr., as Acting City Manager, from April 25 through April 29, 196&, while dity Manager is attending the 17th Annual City Manager's Short Course in St. Petersburg, Florida, and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, same was approved. Commissioner Baker and Police Chief Williams next recommended downtown traffic changes as follows: 1. No one-way streets 2. Intersection of Commercial Avenue and Palmetto Avenue: Yield right-of-way or t-way Stop signs 3.Intersection of First Street and North~oak'Avenue: No Left turns into First Street 4.Intersection of First Street and Sanford Avenue, and Third Street and Sanford Avenue: Fixed Traffic Signals After discussion, Commissioner Higginbotham moved to relocate the traffic signal from Palmetto Avenue and First Street to Sanford Avenue and First Street, and to purchase 2one-half lights to be installed at Oak Avenue and First Street and to ~ansfer sufficient sum for same from Contingency Account No. 8150 to Maintenance Traffic Signals Account No. #6~4. Seconded by Commissioner Crapps and carried. After discussion, Commissioner Higginbotham moved to install a t-way stop sign at Commercial Avenue and Palmetto Avenue. Seconded by Commissioner Baker and carried. Request next received for transfer of funds for materials for the mall on Rand Avenue, between First Street and Commercial Avenue, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, a transfer of $1,670.00 was authorized from Contingency Account No. 8150 to Street Materials Account No. #725-A. The City Manager next reported that the city building at 605 East Eighth 'Street was still being occupied, and after discussion, the City Attorney and City Manager were authorized to have the building vacated. After discussion, Commissioner Higginbotham moved to authorize the City to con- struct an 8-foot sidewalk on the west side of vacant property owned by the City, next to the old post office building, and on the westerly 8 feet of Lot F, LakeView Park Addition, upon receipt of an easement from the owners, and to remove the~tree in said easement, and further, to extend said sidewalk north'.of Commercial Avenue across School Board property to the Municipal Parking Lot. Seconded by Commissioner Crapps and carried. Consideration next given to holding examinations for electricians and plumbers, and after discussion, Commissioner Baker moved to hold examinations on a quarterly basis and to post the dates for same, and to charge a fee of $75.00 for examinations not held on regularly scheduled days. Ordinance No. 831, entitled: AN ORDINANCE SUPPLEMENTING AN ORDINANCE ENTITLED "AN ORDINANCE AUTHORIZING THE CONSTRUCTION OR ACQUISITION OF ADDITIONS, EXTENSIONS AND IMPROVE- MENTS TO THE COMBINED WATER AND SEWER SYSTEM OF THE CITY OF SANFORD, FLORIDA, AND AUTHORIZING THE ISSUANCE OF $1,175,000 WATER AND SEWER REVENUE CERTIFICATES FOR SUCH PURPOSES," AND PROVIDING FOR THE ISSUANCE OF $800,000 WATER AND SEWER REVENUE CERTIFICATES, SERIES 1964. placed on its first reading and read in full at the regular meeting of March 23, 1964, was, on motion of Commissioner Baker and seconded by Commissioner Raborn, next placed on its final passage and adoption. After being read in full, the roll was called and the vote stands as follows: Commissioner Wilson Yea " Baker " Crapp s " Higginbot ham " Rab orn Thereupon, the Chairman announced that the City Co~mission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 831, entitled: AN ORDINANCE SUPPLEMENTING AN ORDINANCE ENTITLED "AN ORDINANCE AUTHORIZING THE CONSTRUCTION OR ACQUISITION OF ADDITIONS, EXTENSIONS AND IMPROVE- MENTS TO '~HE COMBINED WATER AND SEWER SYSTEM OF THE CITY OF SANFORD, FLORIDA, AND AUTHORIZIN~ THE ISSUANCE OF $1,175,000 WATER AND SEWER REVENUE CERTIFICATES FOR SUCH PURPOSES," AND PROVIDING FOR THE ISSUANCE OF $800,000 WATER AND SEWER REVENUE CERTIFICATES, SERIES 1964. Commissioner Higginbotham moved to authorize payment of necessary costs for the validation of aforesaid bonds. Seconded by Commissioner Raborn and carried. B. C. Conklin of Clark, Dietz, Painter and Associates, next appeared and reported that the plans and specifications for the proposed water improvement program were ready to be submitted for bids, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the Engineers were authorized to advertise for b~ds to be opened June 1, 1964. After discussion and on motion of Commissioner Higginbotha~, seconded by Commissioner Raborn and carried, the City Manager was authorized to hire an ~engineer on a salary scale up to $7,800.00 per year. On motion of Commissioner Higginbotham, seconded by Commissioner RabOrn and carried, minutes of regular meeting of March 23, 1964, were next approved. On motion of Commissioner Higginbotham, seconded by Cow~issioner Baker and carried~ current invoices and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 7498 through 7684, General Fund Sanford Atlantic National Bank Vouchers Nos. 8897 through 8945, and Water and Sewer Revenue Sanford Atlantic National Bank Vouchers Nos. 765 through 773. Request next submitted from the Sanford Chamber of Commerce for the City to erect two signs on Interstate 4, and after discussion~ the Mayor was authorized tO request the Seminole County Chamber of Commerce to consider same. Request next submitted by Mary W. Smith for Jimmie Lee Davis, owner of property covered by Certificate of Condemnation No. 63-54, dated April ll, 1963, pertaining to 818 Pecan Avenue, ll02, ll06, ll08, and lllO W. 9th Street, for a 90 day extansion of time, and after discussion, Commissioner Baker moved to authorize a 90 day extension from April ll, 1964. FI ............. 19_(o& _ After discussion, the Commission next authorized the City Manager to advertise for public hearings, rezoning requests to be considered by the City Commission, after the Zoning and Planning Commission's Public Hearing and recommendation. Request next submitted from Miss Jeanette Laing, owner of property covered by Certificate of Condemnation No. 63-72, dated August 5, 1963, pertaining to ll7 W. 12th Street, for an extension of time, and after discussion, Commissioner Crapps moved to authorize an extension until January~l, 1965. Seconded by Commissioner Baker and carried. After discussion, Commissioner Higginbotham moved to convert the parkway in front of the post office on Palmetto Avenue to make angle parking. Seconded by Commissioner Crapps and carried over the dissenting votes of Commissioner Raborn and Commissioner Baker. The City Manager next reported that M. A. Yelvington,Building and Planning Official had resigned, effective April 24, 1964. Gommissioner Baker moved to authorize the City Attorney to prepare a Resolution commending Mr. Yelvington for his diligent service to the City during his tenure of 8 years.
