042764-Regular Session MINUTES City Commission, Sanford, Florida, April 27 at 8 P. FI. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on April 27~ 196#. Present: Commissioner A. L. Wi~.liams Absent: City Manager W. E. Knowles The meeting was called to order by the Chairman. A. B. Peterson, Jr., President of the Sanford Chamber of Commerce, appeared to request the City to participate in purchasing eight pages, for the sum of $1,940.00, in a brochure being published by local merchants advertising the City of Sanford and the Lake Monroe Industrial Park. , Robert W. McElroy, Executive Vice President of Diversified Publications, Inc., Publisher, next appeared to explain the advertisements which the City would have for the Industrial Park, and also outlined that there would be 4,.000 entire brochures of 32 pages and 2~000 brochures consisting of 8 pages that the City would be purchasing for mailing pieces for the Sanford Chamber of Commerce. After consideration, Commissioner Baker moved to table the request for further study. Seconded by Commissioner Higginbotham and carried. Robert Young, 1401 Bell Avenue, next submitted a request for a permit to operate one additional taxicab. After discussion and on the recommendation of the Chief of Police, Commissioner Higginbotham moved on the approval of the request. Seconded by Commissioner Crapps and carried. Hal Washburn, oxcner of the property abutting the City Well Field on Highway 17-92, next appeared to request sewer service to this property in order to establish a trailer park. Mr. Washburn outlined that the park would have approximately 49 spaces and would be a very exclusive trailer park, and further, requested consideration for annexation to the City. After discussion, Commissioner Crapps moved to table same until cost figures could be submitted at the next regular meeting. Seconded by Commissioner Baker and carried. Robert A. Williams and A. B. Peterson, Sr., Realtors, next submitted an estimated fair market value of $700.00 for Lot 7, Block D, Celery Avenue Addition. S. T. Nix, owner of Nix Bedding Manufacturing Company, appeared and stated the price met his approval. After discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, sale to Mr. Nix of the aforesaid property was authorized and funds derived therefrom to be used in accordance with the stipUlation in the Deed to the City. Commissioner Higginbotham next introduced Resolution No. 991, and, after being read in full, moved on its passage and adoption. Seconded by Commissioner Baker and carried bY the una_nimous vote of the Commission. YELVINGTON in the performance of his duties as Building Official of the City of Sanford, Florida, has worked diligently and unselfishly for the betterment and welfare of this City and its people, and WHEREAS, M. YELVINGTON has devoted time and effort far above and beyond the call of duty and is held in high regard by all groups with which he has been associated to the extent that the Southern Building Code Congress and the Florida Building Officials' Association have elected him President of their respective organizations and he has served as Counselor for the City Planning and Zoning Commission, and it is the desire of the City Commission to express proper recognition and appreciation to this retiring Official, NOW THERE~ORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the sincere commendation and appreciation of the City Commission both for itself and for the people of this community, together with sincere good wishes for his future, be, and the same is hereby expressed to M. A. Yelvington. BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Commission and a copy hereof be delivered to M. A. Yelvington. Raborn~ Jr. As the City Commission of the City of Sanford, Florida A Resolution of the Zoning and Planning Commission of the City of Sanford was next presented commending M. A. Yelvington, Building Official, for his services to the City, and after consideration, Commissioner Higginbotham moved that said Resolution be spread upon the Minutes of the City Commission. Seconded by Commissioner Raborn and carried. Said Resolution being in words and figures as follows: A RESOLUTION OF THE ZONING AND PLANNING C0Y~ISSION OF THE CITY OF SANFORD, FLORIDA. WHEREAS, M. A. YELVINGTON has served the City of Sanford as Building Official for eight years and has faithfully discharged the duties and obligations of that office, and WHEREAS, Mr. Yelvington has, by virtue of his pleasant personality, made the often difficult enforcement of the ordinances of the City more palatable to the members of the public in which he has come in contact and, in general, has effected excellant public rela- tions for the City Commission and its employees and appointive Boards, and ~EREAS, Mr. Yelvington has become familar with and studied City planning and zoning to the end that he has been invaluable as counselor for the City Planning and Zoning Commission, and WHEREAS, Mr. Yelvington has been held in such high regard by the professional groups with which he is associated that, the Southern Building Code Congress has elected him its President and the Florida Building officials' Association has elected him President and thereby brought distinction and recognition to both himself and Sanford, NOW THEREFORE, BE IT RESOLVED by the appointed Planning and Zoning Commission of the City of Sanford, Florida, that M. Lee, Jr., Secretary After discussion, Commissioner Higginbotham moved to authorize the purchase from Harry Lee, Sr., and Harry Lee, Jr., d/b/a Lee Brothers, for the sum of $7,500.00, Lots 1 through 5, Block l, Tier 9, Victor Check's Amended Plat of Blocks l, E. R. Trafford!s Map of Sanford. Seconded by Commissioner Crapps and carried. After consideration, Commissioner Higginbotham moved to sell for $15,000.00 the aforesaid property to Lester A. and Dorothy E. Bateman, and further, to authorize the Mayor and the City Clerk to execute Deed for same. Seconded by Commissioner Crapps and carried. On motion of Commissioner Crapps, seconded by Commissioner Baker and carried, payment was authorized of realtors commission, in the amount of $1,200.00 to H. A. Monteith, and further payment was authorized for title insurance and documentary stamps on the aforesaid sale. Consideration next given to contract with Jack Sharp for maintenance of water tank on Mellonville Avenue, and after discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and carried, same was tabled until next regular meeting. Report next submitted by the City Manager stating that the City's truck tractor was completely beyond repair at any reasonable expense and further, recommended the purchase of a used 1962 Ford Truck Tractor from W. A. Patrick, in the amount of $¥,500.00. Commis- sioner Higginbotham moved that in view that the City cannot afford to wait for bids, and further, that this is an emergency purchase, therefore, to authorize purchase of said vehicle with payment to be made on November l, 196~. Seconded by Commissioner Raborn and carried. Report next submitted from the City Manager of termite damage in the Civic Center and low bid of $700.00 for treatment of same. On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the City Manager was authorized to contact LeRoy Robb Construction Co., to replace damaged beam, and further, to authorize the City employees to treat the entire building for termites. Commissioner CrapPs next introduced Ordinance No. 832, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN C-1 (NEIGHBORHOOD COMMERCIAL) DISTRICT. and same was placed 6n its first reading and read in full. Request next submitted by Stella Knight to purchase E 1/2 of Lot 5, Block 10, Tier C, Trafford's, City owned property on which she has lived for approximately 30 years. On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and carried, the Commission tabled action on the request until information could be obtained as to the time and type of utilization of the property. On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, minutes of regular meeting of April 13, and special meetings of April 15 and 17, 1964, were next approved. Application next submitted from H. W. Little for permit to operate one additional taxicab, and after discussion, action on same was tabled until next regular meeting. Petition next submitted for the installation of two street lights on Lake Avenue, between 18th and 20th Streets, and on recommendation of the Chief of Police, Commissioner Crapps moved on the approval of same. Seconded by Commissioner Baker and carried. Consideration next given to a request by the Kiwanis Club for free use of the Civic Center on May 2, 1964, to hold a Pancake Sale and Auction. After discussion, Commissioner Higginbotham moved on the approval of the request for use of necessary facili- ties upon signing of the standard Civic Center rental lease, with the only deletion being the removal of any fee for rent. Seconded by Commissioner Crapps and carried. Request next submitted by the American Athletic Association for the City to purchase an annual membership for $10,.00, and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried~ same was denied. The City Attorney next reported that Dr. L. Munson had requested him to present to the Commission his request for the City to either remove or repair the damaged sidewalk at his residence, 120 Scott Avenue, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the City Manager was authorized to investigate and report his findings to the City Commission. There being no further business, the meeting adjourned.
