The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May ll, 196~.

The meeting was called to order by the Chairman.
The Chairman announced that the first order of business was a Public Hearing to
consider the rezoning of the property as proposed and described in the following legal
notice published in the Sanford Herald on April 23, 1964.

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA
Notice is hereby given that a Public Hearing will be held at the Commission Room
in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 1i, 1964,
to consider the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida.
A portion of that property zoned in District R-1AA (one family dwelling) located
west of Mellonvi!le Avenue and north of Twenty-fourth Street and abutting the Atlantic Coast
Line Railroad right-of-way, is proposed to be rezoned R-IA (one family dwelling) District.
Said property being more particularly described as follows:
Beginning at the NE corner of Lot A of J. Dodd, H. B. Lord and H. Dean's
Subdivision in the Southwest quarter of Sec 31, Twp 19S, Rge 31E, as
recorded in Plat Book 2, Page 8 of Public Records of Seminole County,

The Chairman then announced that the Commission would be glad to hear from anyone
either in favor of or against the rezoning as advertised in the foregoing notice.
A. K. Shoemsker, Jr., Developer, next appeared and stated that his request for
rezoning as presented to the Zoning and Planning Commission, included a greater amount of
property than was recommended for rezoning by this Commission, and further, requested that
the entire property be considered by the City Commission for rezoning as included in his
original request. Mayor Wilson outlined that the City Commission had followed the recom-
mendation of the Zoning and Planning Commission in authorizing the Public Hearing on the
property as approved by that Board.
A. C. Rotundo, 811 Lincoln Street, next appeared and objected to increasing the
area of the property to be rezoned to R1A to more than that recommended by the Zoning and

Planning Commission.
After discussion and on motion of Commissioner Baker, seconded by Commissioner
Crapps and carried, the Commission authorized a Public Hearing to be held on June 8, 1964,
to consider rezoning from RtAA (Single Family Dwelling) District to R1A (Single Family
Dwelling) District, property~described as follows:

A. J. Bracken, Principal of Seminole High School, next appeared to represent the
three schools using the Municipal Stadium for football games, and stated that the proposal
the schools made last year to convert the field from baseball to football had proven to be
too much work on the participants and they were requesting the City to work out an alternate
plan.
On motion of Commissioner Raborn, seconded by ~Commissioner Baker and carried, the
Mayor and City Manager were authorized to meet with representatives of the School Association
and School Board to present feasible plans to the 0ommission at the next regular meeting.
Letter next submitted from John R. Barrette, Attorney for the City of Miami,
Florida, requesting the City of Sanford to participate in the cost of hiring Arnold H. Hirsch
to perform a study of the utility rates of Southern Bell Telephone Company and the Florida
Power & Light Company.
Robert Sheddon, Manager of the Sanford Office of the Southern Bell Telephone
Company, appeared to explain that the rates charged by utility companies are supervised
and controlled by the State Office of the Public Utilities Commission. After discussion,
Commissioner Raborn moved to deny the request for participation in the study. Seconded by
Commissioner Higginbotham and carried.
Clifford A. McKibbin, Jr., Chairman of the Zoning and Planning Commission, next
reported that there were approximately 420 acres of land unfit for dwelling conditions or
industrial construction, however~ that same could be utilized for some type of urban farm
district, and questioned whether the Commission would be sufficiently interested for the
Zoning and Planning Commission to perform a study toward the utilization of this property.
After discussion, the Commission recommended that the Chairman proceed with a study along
these lines.
Ted Williams next appeared pertaining to the balance of $2,160.21 for the instal-
lation of a sewer line in his proposed development, south of 26th Street and between
Magnolia and Palmetto Avenues. He further stated that he was unable to construct any
further homes at this time and had sold seven of the lots to the local Moose Club, also,
that the line was not for his exclusive use and that other customers services were being
tied into this line. After discussion, Mayor Wilson, Commissioner Crapps and City Attorney
W. C. Hutchison, Jr., were authorized to meet with Mr. Williams to work out a plan for
payment of this note and submit same to the Commission at the next regular meeting.
Hal Washburn next appeared pertaining to his request, submitted at the regular
meeting of April 27, 1964, for sewer service to be extended to his property abutting the

City Well Field on Highway 17-92, in order to establish a trailer park with approximately
49 spaces. After discussion, Commissioner Higginbotham moved to authorize this sewer service
to be tied into the City's forced main abutting his property, provided Mr. Washburn installs
and maintains a suitable lift station with charges to be made at the standard rate for
facilities located outside the City limits,.'afid further, stipulated that a petition for
annexation would be executed. Seconded by Commissioner Baker and carried.
After consideration, Commissioner Baker moved on the re-appointment of W. E.
Kirchhoff, Jr., to the Commission of the Housing Authority of the City of Sanford for a four
year term, to expire Nay 20, 1968. Seconded by Commissioner Crapps and carried.
Request next submitted by Charlie Hampton, Sipes Avenue, Midway, for a permit to
operate a taxicab, and on motion of Commissioner Higginbotham, seconded by Commissioner
Baker and carried, same was denied.

After discussion of the aforesaid Reports Nos. 64-86 through 64-100 and finding
each building to be unsanitary, unsafe and dilapidated, C6mmissioner Baker moved to hold a
Public Hearing to condemn same on June 8, 1964, and to authorize a notice to be placed upon
each structure and directed by registered mail to the last known addreSs, as shown by the
Tax Assessment Roll of the City, a notice to the ovmer o£ the property involved of the
findings of the Commission, and of the proposed Public Hearing. Seconded by Commissioner
Crapps and carried.
Consideration next given to the renewal of a contract for the maintenance of the
elevated water tank on Mellonville' Avenue by Jack Sharpe Company, and on motion of Commis-
sioner Higginbotham, seconded by Commissioner Crapps and carried, same was authorized for
a period of six years at the rate of $600.00 per year, payable in the third and sixth year
from April 12, 1964.

Consideration next given to a request submitted at the regular meeting of April 27,
1964, by Homer Little for one additional taxicab permit, and after discussion, Commissioner
Crapps moved to table same indefinitely. Seconded by Commissioner Raborn and carried over
the dissenting votes of Commissioners Baker and Higginbotham.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
salary reclassification was authorized as £ollows:
Johm B. Howard from ll-D $68.00 per week
to ll-E $70.77 per week
On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and
carried, minutes of regular meeting of April 27, 1964, were next approved.
On motion of Commissioner Crapps, seconded by Commissioner Raborn and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank vouchers No. 7685 through No. 7866, General Fund Sanford Atlantic National Bank vouchers
No. 8946 through No. 9017, and Water and Sewer Revenue Sanford Atlantic National Bank
vouchers No. 7?4 through No. 794.
City Manager next reported that in accordance with th~ examination that would be
determined under Public Law 660, the Federal participation~in the Sewage Treatment Plant
project would be $127,253.00, of which $78,253.00 was still to be received.
On motion of Commissioner Crapps, seconded by ~mmis~ioner Higginbotham and
carried, a transfer of $400.00 was authorized £rom the Contingency AccOunt to provide for
the construction of a side walk, west of the Sanford Public Library from First Street to
the Public Parking Lot south of Commercial Street.
City Manager next submitted bids for treatmemt and maintenance contract for termite
control of the Civic Center as follows:

After discussion, Commissioner Higginbotham moved to award the contract to Art
Brown on the basis of the low bid of $700.00, with a maintenance of $40.00 per year.
Seconded by Commissioner Raborn and carried.
The City Manager next reported that S. M. RiChard, Jr., had passed the Class "B"
Water Works Operator's Examination given by the Florida State Board of Health, and further,
recommended a salary reclassification for said employee as follows:
From 28-C, $5,034.00 per year
To 28-D, $5,250.00 per year
After discussion and on motion of Commissioner Baker, seconded by Commissioner
Higginbotham and carried, same was approved.
Request next submitted from owners of property abutting Onora Street on the
north side, to rename said street Zeuli Drive. After COnsidering that most of this street
lies in the County, the Commission authorized that the request be referred to the Seminole
County Commission for their approval, and further, that the City would favor any action
taken by the County Commission.
The City Attorney reported that the deed and title insurance had been completed
for the purchase of the clay pit property from Ellis Lloyd, and on motion of Commissioner

Higginbotham, seconded by Commissioner Raborn and carried, payment of same in the amount
of $10,000.00 was authorized, and a transfer of $5,000.00 from Account No. 8191 Capital
Improvement to Account No. 4790 Streets - Clay Pit, was approved.
There being no further business, the meeting was adjourned.
