The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 25, 196~.

The meeting was called to order by the Chairman.
Jack Sharpe appeared to present proposed contracts for the maintenance of the
Mellonville Avenue elevated water storage tank as follows:
(a) 12 year contract at $600.00 per year, with annual maintenance
service and complete painting on a ~ year interval.
(b) 6 year contract at $700.00 per year, with annual maintenance
service and complete painting on a 3 year interval.
After discussion, Commissioner ~igginbothammoved on the approval of a six year
contract at an a~ual cost of $?00.00. Seconded by Commissioner Baker and carried.
Application next submitted by John Appleby, 408 Virginia Avenue, for an exempt
license to peddle plants a~d shrubbery from a vehicle on public right of way, and after
discussion and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and
carried, same was approved subject to Police regulations.
Otis Sjoblom, representative from the Sanford Lodge No. 1851 of the Loyal Order
of Moose, next appeared and stated his organization had purchased 7 lots in Woodruff
Subdivison from Ted Williams on which to construct a Lodge b~ilding, and further, that
there existed an encumberance to the City for the sewer extension to said property._ He
requested that his Lodge be permitted to use the City Utilities, and proposed to pay
$120.00 cash and to execute a note for $300.00 with 3 annual payments ~£ $100.00 without
interest.
After consideration, Commissioner Rabornmoved on the approval of the request,
with the provision that delinquent payments would bear interest of 6%per year and all
utilities to be disconnected if any payment is defaulted. Seconded by Commissioner ~
Higginbotham and carried over the dissenting vote of Commissioner Baker.
Commissioner Baker further stated that he felt that any utility extensions
should be made on a cash basis.
The City Attorney next reported that Ted Williams had agreed to make a payment
of $200.00 ~as~:and give a note for $800.00 with four annual installments of $200.00 per
year, in full payment of the cost of installation of the sewer extension to his property
south of 26th Street in Woodruff's Subdivision. After discussion and on motion of
Commissioner Higginbotham, seconded by Commissioner Raborn and carried, the aforesaid
was approved.
~Lr. LOgan, President of ~ Industries, developer of St. Johns Village, next
submitted a request for extension of water service at an estimated cost of $~,72~.25.
The City Manager reported that there was still outstanding $699.~$ on this project from
the original contract with Sam Lawson. After consideration, Commissioner Raborn moved to
authorize the aforesaid extension upon payment in full of the $~,~2~.58. Seconded by
Commissioner Baker and carried.

The City Attorney next reported that he had written Joe H. Mount, Assistant United
States Attorney, explaining the City's position in the claim against the City for $7,860.00
for plan preparations for sewage improvements advanced by the U. S. Gover_nment in 19~6.
Recommendation next submitted by the Zoning and Planning Commission to rezone
from R-2 (one and two Family Dwelling District) to R-5 (one and two Family Dwelling District)
the following described property:
Lots l, 2 and 3, Block 8, Tier l~ ,_nd that portion lying north
of the Atlantic Coast Line .Railroad right-of-way of Block 8,
in Tiers 15 through 20, inclusive, and the south one-half of
Block 7, in Tiers 16 through 20, inclusive, all in Plats of
S~eminole Park and Town of Sanford as recorded in Plat Book l,
pages ll2, llD, lli, ll6 and ll7, and Plat Book 2, Page 75,
Seminole County Records.
After discussion, Commissioner Baker moved to authorize a Public Hearing to be
held on June 22, 196~, to consider, same. Seconded by Commissioner Higginbotham and carried~
After consideration, Commissioner Higginbotham moved to authorize the City
Attorney to prepare an ordinance setting forth a time requirement of ten days for a legal
notice of a public hearing by the City Commission of a proposed rezoning. Seconded by
Commissioner Baker and carried.
Request next submitted by Mrs. O'Neal Nathews to vacate a portion of Pomegranate
Avenue abutting NE 1/$ of Block 4, Tier 21, and after consideration and on motion of
Commissioner Baker,~. se~onded*by.~commissioner Higginbotham and carried, same was denied.
On recommendation of the City Manager and on motion of Commissioner Higginbotham,
seconded by Commissioner Raborn and carried, salary reclassifications were authorized as
follows:
Joseph E. Johnson from ~-C ($#9.71 per week)

to 5-D ($5~29 per week)
Commissioner Baker next introduced Resolution No. 992, and after being read in
full moved on its passage and adoption, and to authorize the Mayor and the City Clerk to
execute same. Seconded by Commissioner Higginbotham and carried.
Said Resolution No. 992 being in words and figures as follows:
A RESOLUTION OF THE CITY CO~MISSION OF
THE CITY OF SANFORD, FLORIDA, REQUESTING
RECONSTRUCTION OF SOUTH WEST ROAD BY THE
BOARD OF COUNTY COMMISSIONERS OF SEMINOLE
COUNTY, FLORIDA.
WHEREAS, South West Road lying partially in Seminole County and partially within
the corporate limits of the City of Sanford is in a dangerous and hazardous condition, and
WHEREAS, the said road is an integral connecting link from county and state
maintained roads and the corporate limits of the City of Sanford, ,md
WHEREAS, a majority of said road lies outside of the corporate limits of the City
of Smnford and it is deemed necessary that the entirety of said road from Country Club Road
to Thirteenth Street be reconstructed,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of S~nford,
Florida, that the Board of County Commissioners of Seminole County be, and they are hereby
requested to reconstruct the above-described road to Thirteenth Street, and that the same
be designated as a county connecting link with the City of Sanford.
BE IT FURTHER RESOLVED, that in consideration of such reconstruction the City of
Sanford agrees to expend and to pay unto the County a sum for materials applicable to that

portion of said road from the city limits to Thirteenth Street not to exceed Six Thousand
Five Hundred and O0/lO0 Dollars ($6,500.00).

On Motion of Commissioner Baker, seconded by Commissioner Raborn and carried,
minutes of regular meeting of Mayll, 1964, were next approved.
Request next submitted for the installation of a new gas heater at the USO Building,
and after discussion, same was held for consideration in the budget for next year.
After discussion and on motion of Commissioner Baker, seconded by Commissioner
Higginbotham and carried, the City Manager was authorized to advertise for bids on the
following:
A.
Fire Station No. 1
(1) Insulation
(2) .'Venetian Blinds
(3) Office Air Condition
Fire Station No. 2
(1) Air Conditioner
Library
(1) Window Type Air Conditioner for Office
The City Manager next submitted further estimated costs for the sidewalk west of
the Library from First Street to the parking lot north of Com~ercial Street as follows:
1. Canopy $2,500.00
2. Five Lights 200.00
On motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, a transfer of $200.00 was authorized from the Contingency Account No. 8150 to
provide for the aforesaid lights, and further, authorized the cost of the canopy to be
held for consideration in next year's budget.
Police Chief Williams next stated that his department and the City Physician had
been subjected to criticismin taking people who were under investigation to the hospital
when they had injured prior to arrest by the Police Department. The City Attorney expressed
the opinionthat the City has no responsibility for the acts committed prior to the investi-
gation by the officer, whether or not the individual is thereafter placed under arrest.
After discussion, the Commission authorized a dinner to be held on June 11, 196~,
at the Police Benevolent Association Building to honor members of the various Boards and
Commissions serving the City of Sanford.
The City Commission next set July l, 196~, as a deadline forreceiving proposals
for the development'of a Marina at the City Pier and authorized notice of same to all inter-
ested parties, and further, discussed the possible development of same by the City.
There being no further business, the meeting adjourned.
