Williams, appeared with regards to con- demnation Report No. 64-87, and requested time to repair said buildings or structures. Letter next submitted from Kenneth M. Leffler, Attorney, advising that Mrs. Argenia Constantine would be present at the regular meeting of June 22, 1964, regarding Condemnation Report No. 64-99. After consideration of the aforesaid reports Nos. 65-86 through 65-100, and after discussion, Commissioner Baker moved that the buildings and structures covered by the afore- said reports be condemned and the owners given notice of 90 days to repair or remove or give a ~ust cause why they are not repaired or removed, and after 90 days to authorize the City to remove the buildings or st~actures and levy a lien against the property for the cost of removal. The next order of business being a Public Hearing to consider rezoning in accordance with the following notice published in the Banford Herald on May 27, 196~. NOTICE 0~ PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES 0F THE ZONING ORDINANCE 0F THE CITY 0F SANFORD, FLORIDA Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8~00 o'clock P. M. on June 8, 196~, to consider the following changes smd amendments to the Zoning Ordinance of the City of Sanford, Florida: A. portion of that property zoned in District R-AA (one family dwelling) located west of Mellonville Avenue and north of ~wenty-fourth Street and abutting the Atlantic Coast Line Railroad right-of-way, is proposed to be rezoned R-iA (one family dwelling) District. T,mm, Jr. City Clerk of the City of Sanford, Florida The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezoning the property as described in the foregoing notice. 0b~ections to increasing the area of the property to be rezoned R1A to more than that recommended by the Zoning and planning Commission were next submitted by property owners appearing as follows: Mrs. Lawrence D. White, 1007 Lincoln Street James J. Garvey, 1005 Lincoln Street A. C. Rotundo, 811 Lincoln Street Ponce L. Elmore, 1101 Lincoln Street Miss Dorothy Powell, 719 E. 22nd Street. After discussion, Commissioner Crapps moved to rezone the area as recommended by' the Zoning and Planning Commission, and in accordance with notice published in the Sanford Herald on April 25, 196~, and Public Hearing held on May 11, 1964. Seconded by Commissioner Baker and carried. Commissioner Baker moved to authorize, the City Attorney to prepare an ordinance pertaining to the aforesaid rezoning. Seconded by Commissioner Raborn and carried. Request next submitted by the Lions Club for a permit for a fireworks display to be held on July ~, 196~, and after discussion, Commissioner Baker moved to authorize same upon approval of the Fire 0hief and the Police Chief and upon furnishing proper lia- bility insurance policy. Seconded by Commissioner Higginbothem and carried. The City Manager next reported that school personnel would not be available to participate in the City's s,mmer recreation program, and therefore, a transfer of $1,509.00 would be needed to present a full program, otherwise, the s,~mmer program would have to'be MINUTES City Commission, Sanford, Florida, June 8 at 8 P. M. _19 6~ curtailed. After discussion, Commissioner Baker moved to authorize the recreation depart- ment to cut the m, mmer program to eliminate programs carried out by the school personnel. Seconded by Commissioner Higginbotham and carried. Grover Todd and Ansel Snow next requested a lease of the municipal pier for a marina development, and after discussion, Commissioner Crapps moved to take same under advisement ~mtil after July l, 196~. Seconded by Commissioner Raborn and carried. Hack N. Cleveland, Jr., Attorney, next suggested t~at the Oommission consider the proposed lease for a marina by local businessmen, and same was taken under advisement. Hal Washburn, owner of Flag Realty Company, Maitland, Florida, next appeared and requested an easement to dredge across Oity property to fill his property at Lake Ada for a proposea trailer park. Mack N. Cleveland, Jr., Attorney for Mr. Goodman, requested that the Commission study the :~equest carefully before granting the easement. After discussion, Commissioner Higginbotham moved to deny the request. Seconded by Commissioner Raborn and carried. Request next received from Ralph Kelch, representative from Hunt Properties Company, for City forces to install an eight inch water lime to the Williams Building in the HLH Sanford Industrial Park, and after discussion, Commissioner Higginbotham moved to install the water line with all costs to be paid by the petitioner. Seconded by Commissioner Crapps and carried. The City Manager next submitted the following tabulation of bids which were opened publicly at 2~00 c'clock P. O0 2.57,777.00 .... ,,500..00 262,277.0© 508,000.00 ,ooo.oo 514,000.00 After discussion, Commissioner Higginbothammoved to accept the low bids of Heridith Company, Orlando, Florida, for Contract A for furnishing wells and pumps at a price of $21,058.00; Crom Company, Gainesville, Fla., for Contract B for furnishing three concrete tanks at a price of $161,290.00; Oambron Construction Company, Orlando, Florida, for Contract C for furnishing transmission mains at a price of $511,50~.00; and Lee Construction Company, Sanford, ~lorida, for Contract D for two water plants at a price of $260,800.00, and with the approval of the City Manager and the Engineer, and if said low bids cannot be awarded, same to be returned to the Commission for consideration. Seconded by Commissioner RaCom and carried by the unanimous vote of the Commission. The City Manager next reported that additional funds would be needed to make the MINUTES. H. .1964. _ necessary improvements to the dog pound, and after discussion, and on motion of Commissioner Higginbotham, seconded by Commissioner' Ra'oorn, and carried, a transfer of $548.00 was authorized from Contingency Account No. 8150 to Public Health & Sanitation-Building Repairs & Haintenance Account No. 5021. James Lee, DevelOper, next appeared and requested annexation and water service to six ~ouses under construction on Narcissus Street, and after discussion, Commissioner Higginbotham moved to authorize ~ne installation of water services on regular basis upon $~e signing a petition for annexation. Secondea by Commissioner Raborn and carried. LeRoy Robb, owner of LeRoy C. Robb Construction Company, next appeared and requested assistance in taking up the cement floor and foundation of the old Woodruff and Langiotti buildings on the corner of First Street and Park Avenue. After discussion, Commissioner Higginbotham moved to approve the request and to authorize the City to put the debris in the jetty at theCityboat basin. Seconded by Commissioner Baker and carried.
