M. 569 The Oity Commission of the City of Sanford, Florida, met in regular session at the 0ity Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 13, 196~. Present: Commissioner A. Williams The meeting was called to order by the Chairman, who announced that the first order of business would be the receiving of proposals pertaining to the construction and operation of a Marina. Ansel Snow and Grover Todd appeared and submitted a~25 year lease proposal for the development of a Marina at the Municipal Pier and Boat Basin. George Toff appeared as spokesman for a group of local businessmen and presented a drawing and information supplied by local finance institutions outlining a long range development of a complete Marina with final development of a motel and restaurant. He further urged that the Marina and bulkheading portion be undertaken by the City as a Capital Improvement with the City maintaining control and ownership and leasing out same for opera- tion and further development. Mr. Touhy stated this would be a step toward revitalizing the downtown area of the City, provided the project could be undertaken on a scale large enough to attract capital investments by outside firms. John Burton appeared and estimated the cost would be $500,000.00 for the Marina, bulkheading and filling of approximately 25 acres, and necessary utilities. James Chapman appeared as spokesman for another group of local businessmen inter- ested in leasing the present Municipal Pier and Boat Basin for construction of additional piers and operation of a Marina on a lease of 20 years, with a renewal option of 20 years. After considerable discussion from the floor by other interested parties concerning the above three proposals, the Mayor announced that The Oommission would proceed with other business at hand and suggested further sessions to study a program to be Undertaken. A proposal was nex~ submitte= from the Seminole Oounty School Board to lease the Sanford Memorial Stadium for the period of September 15 to DecemOer 15 for three years at an annual fee of $2,500.00 to play not more than 17 intercollegiate football games and after consideration, Commissioner Raborn moved to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner Baker. Commissioner Orapps next introduced Ordinance No. 835, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE ~BER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM ~2 (ONE AND TWO FAMILY DWELLING) DISTRICT, TO R-5 (ONE AND TWO FAMILY DWELLING) DISTRICT. a~d same was placed~ on its first reading and read in full. Commissioner Wilson Yea " Baker ~" ~ Orapps " " Higginbotham " " Raborn "~ Said Ordinance No. 835 was then placed on its final passage and adoption, the roll was called and the vote stands as follows: Commissioner Wilson Yea " Boker " " Crapps " " Higginbotham " " Raborn " Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted Ordinance No. 835, entitled:~ AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ~IENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRA~SFERRING CERTAIN TERRITORY FROM R-2 (ONE AND TWO FAMILY DWELLING) DISTRICT, TO R-5 (ONE AND TWO FAMILY DWELLING) DISTRICT. Commissioner Crapps next introduced Resolution No. 99~, and after being read in full moved on its passage and adoption and to authorize the Mayor and City Clerk to execute the same. Seconded by Commissioner Raborn and carried. Said ResolUtion being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, REQUESTING THE STATE ROAD DEPARTMENT OF FLORIDA TO AUTHORIZE THE INSTALLATION OF FIXED-TIME TRAFFIC SIGNALS AT THE INTERSECTIONS OF THIRD STREET AND HIGHWAY 17-92 AND NINTH STREET AND HIGHWAY 17-92, WITHIN THE CITY OF SANFORD, FLORIDA. WHEREAS, ~he intersections of Third Street and Highway 17-92 and Ninth Street and Highway 17-92 in the City of Sanford, Florida, have become inherently dangerous in view of the fact that both Third and Ninth Streets are substo.~tially main East-West comuections in the City of Sanford, and WHEREAS, the City Commission of the City of Sanford deems it necessary for the protection of the motorists and citizens of the City of Sanford, Florida, to install fixed- time traffic signals at such intersections, NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida that the State Road Department be, and it is hereby requested to authorize the installation and maintenance by the City of such traffic signals. As a condition thereof the said City agrees to install the signals recommended by the State Road Department and to pay the cost thereof from municipal f,mds, and to maintain the same according to State Road Department traffic signal maintenance recommendations and the signal operating plan. The City further agrees that upon such approval it will pay the electric charges for operating the signals and will not make any significant changes in signal operation, including timing, without prior State Road Department approval. M. on July 8, 196~, for a pneumatic roller for the street department in accordance with the specifications in the invitation for bids published in the Sanford Herald on June 26, 196~. O0 125 8~" 15 After discussion, Commissioner Baker moved to accept the low bid ofi. Linder Industrial Machinery Company for furnishing a pneumatic roller at a price of $1,670.00. Seconded by Commissioner Crapps and carried. Commissioner Baker moved to appoint Sonny J. Powell to the Civil Service Board for a two year term beginning June 25, 196~, ~nd same died for lack of a second. After consideration, and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner Baker, Dr. W. Vincent Roberts was reappointed to the Civil Service Board for a two year term ending June 25, 1966~ Request nextsubmitted by Kenneth & Ruby Quarrie, d/b/a Quarrie's Grocery, for a license for sale of beer and wine for consumption off premises at 715 W. 9th Street, and On recommendation of the Chief of Police, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, same was approved. The Mayor next reada letter of resignation submitted by H. N. Tsmm, Jr., Finance Director, effective November 2, 196~. Commissioner Crapps moved to accept his resignation with regrets and to authorize the City Attorney to prepare a Resolution commending Mr. Tamm for his diligent service to the City during his tenure of 8 years. Seconded by COmmissioner Baker and carried. Request next received from the City Manager to authorize employment of Clark, Dietz, Painter & Associates for additional consulting service for specialized work during the construction of the Water Improvement. Commissioner Higginbotham moved not to hire the Engineers for any additional engineering on the Water Improvement Program, as he felt it was their obligation to be present at critical points of construction and this was included in the original contract. Seconded by Commissioner Crapps and same failed to carry over the dissenting votes of Commissioner Raborn, Commissioner Baker and Commissioner Wilson. Commissioner Raborn moved to employ said Engineers for consulting services as E ' needed for specialized work not to exceed $1,000.O0 and to notify~the nglneers that the Commission feels that these services should be included under general supervision. Seconded, by Commissioner Baker and carried over the dissenting votes of Commissioner Crapps and Commissioner Higginbotham. ~ MINUTES City Commission, Sanford, Florida, July 15 at 8 ~LP_.~ M. Seconded by Commissioner Crapps and same failed to carry over the dissenting votes of Commissioner Baker, Commissioner RaBorn and Commissioner Wilson. Letter next submitted from Smith, Reynolds and Hills, Architects and Engineers, requesting payment pursuant to action of the Commission on November 12, 1962, authorizing said firm to apply for funds for preliminary planning in the amount of $10,000.00 from the Housing and Home ~inance Authority of the United States Government, and in the event funds were not granted, said firm of Smith, Reynolds and Hills would be reimbursed to the extent of out-of-pocket expenses not to exceed $500.00. On motion of Commissioner Crapps, seconded by Commissioner Baker and carried, action was tabled until an itemized statement of expenses is submitted. Request next received from Hr. W. L. Carter to purchase the north one-half of Lot A, lying West of segment storm sewer of Subdivision of SeC. 51, Township 19 S, Range 31 E, of Dodd, Lord and Deane, and after discussion, Commissioner Higginbotham moved to authorize a sale at a price of $699.~8 per acre, and same died for lack of a second. Commissioner Rabor~ moved to table action for further study. Seconded by Commissioner Baker and carried. Offer next submitted to sell the City thirteen lots near the City Repair Shop on West Sixth Street, and after discussion, Commissioner Higginbothammoved to decline the offer at this time. Seconded by Commissioner Baker and carried. Request next submitted to determine if the City would sell three parcels of property on the Lake Mary Road totaling less than one-half of an acre, and after discussion, Commissioner Baker moved to offer for sale at a price of $1,500.00 for all three parcels. Seconded by Commissioner Crapps and carried over the dissenting votes of Commissioner Raborm and Commissioner Higginbotham. On motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, minutes of regular meeting of June 8, and June 22, 196~, were next approved. On motion of Commissioner Crapps, seconded by Commissioner RaOor~ and carrie~, current vouchers and payrolls were nex~ approved as evidenced by General Fund Florida State Bank Vouchers No. 80~1 through No. 8256, General Fund Sanford Atlantic National Bank Vouchers No. 9055 through 9106, and Water and Sewer Revenue Sanford Atlantic National Bank Vouchers No. 797 through No. 805. The City Manager next reported that the 8unland Estates Water SYstem had been offered for sale to the City for $160,000.00, and after considerable discussion, Commissioner Crapps moved to"table same. Seconded by Commissioner Raborn and carried. ~ter discussion, Commissioner Higginbotham moved to authorize the Mayor and City Clerk to execute an agreement with the County Commissioners to pay up to $6,500.00 for materials for resurfacing Southwest Road. Seconded by Commissioner Baker and carried. After consideration, the Commission next appointed O. Douglas Stenstrom, Attorney, to act as City Judge during the absence of Judge K. W.
