The CityCommission of the City of Sanford, Florida, met in regular session at
the CityHall in the City of Sanford, Florida, at 8:00 o'clock P. M. July 27, 196~.

The meeting was called to order by the Chairman.
Mrs. Eula McClelle~d appeared to request a renewal of her lease of the Concession
stand at the Sanford Municipal Zoo, and after consideration and on motion of Commissioner
Higginbotham, seconded by Commissioner Raborn and carried, said lease was renewed for a
five year period ending August 12, 1969, at a rental fee of $50.00 per month.
Volie A. Williams, Sr., next appeared to submit his resignation from the Board
of Bond Trustees. After discussion, Commissioner Crapps moved to accept the resignation
with regrets and further, to authorize a letter of commendation for Mr. Williams in recog-
nition of his outstanding service as a Member and as Chairman of this Board since his
appointmen~ on January 10, 1955. Seconded by Commissioner Higginbotham and carried.
George Touhy appeared to express his personal appreciation as a friend and as
a representative of the tax payers of the City of Sanford to thank Hr. Williams for his
dedicated efforts in the management of the Bonded Indebtedness of the City of Sanford.
After consideration, Commissioner Higginbotham moved on the appointment of J. M.
Senkarik to fill the unexpired term of}ir. Williams to the Board of Bond Trustees.
Seconded by Commissioner Crapps and carried.
Consideration next given to the request submitted at the meeting of July l~, 196~,
bY W. L. Carter to purchase the N~ of Lot A., lying West of the segment block storm sewer
in the Subdivision of Sec. ~l, Township 19~, Range 51E,' of Dodd, Lord and Deane, and after
discussion, Commissioner Higginbotham moved to authorize to offer for sale of same until
October l, 196~, for the sum of $~85.00 Seconded by Commissioner Raborn and carried.
Consideration next given to an itimized statement of out-of-pocket expenses in
the amount of $500.00 submitted by Reynolds, Smith & Hill, Architects and Engineers,
requesting payment pursuant to action of the City Commission on November 12, 1962, and on
motion of Commissioner Higginbotham,~ seconded by Commissioner Crapps and carried, same was
approved.
Consideration next given to the request submitted by John Appleby for use of a
reserved parking stall from which to sell plants and shrubs, and after discussion of the
Ordinances pertaining to same, Commissioner Raborn moved to deny the request. Seconded by
Commissioner Crapps and carried.
On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and
carried, the sum of $100.00 was authorized to be transferred from Account No. 9}-1, Meter
Boxes to Account No. 9522, Miscellaneous Supplies, to provide for material to paint the
Fire Hydrants.
The Building official next submitted reports of inspection of buildings found to
be in a dilapidated, Unsanitary or unsafe condition as follows:

Report No. 102 703 W. 9th Street. Center section of Lot l, Block ll, Tier 10, A. C. Martin Subdivision
After discussion of the aforesaid Reports Nos. 6~-101/102 and finding each building
to be unsanitary, unsafe and dilapidated, Co~issioner Crapps moved to hold a Public Hearing
to condemn same on August lC, 196~, and to authorize a notice to be placed upon each struc-
ture and directed by registered mail to the last known address, as shown by the Tax
Assessment Roll of the City, a notice to the owner of the property involved of the findings
of the Commission, and of the proposed Public Hearing. Seconded by Commissioner Higginbotham
and carried.
Letter next submitted by Ned P. Laughinghouse, President of National AssoCiates,
Inc., Charlotte, North Carolina, proposing to perform a complete feasibility report for a
motel and food operation at the water front development under consideration. The City to
participate to the extent of one-half of costs of $1,500.00. Commissioner Higginbotham
stated that in view of the fact the City anticipates going into an engineering feasibility
report for the entire water front project, and therefore, moved the City should withhold
any additional commitments until these reports have been assembled, and further, to thank
Mr. Laughinghouse for his interest and encourage his company to proceed with a private
study for the operation. Seconded by Commissioner Crapps and carried.
Request next submitted for the City to place an advertisement in the OcTober issue
of the Florida Municipal League magazine for the sum of $42.00, and on motion of Commissioner
Crapps, seconded by Co~issioner Higginbotham and carried, same was denied.
The City M~nager next submitted a list of the accounts receivable of the City of
Sanford, and after discussion, Commissioner Higginbotham moved to authorize all accounts
dated prior to 196~, to be turned over to the City Attorney for collection, and further,
to cancel Statement No. 233 in the amount of $15.8~, rendered to LeRoy Robb Construction Co.,
for damage to a litter basket while employed by the City of Sanford. Seconded by Commissioner
Raborn and carried.
Consideration next given to note receivable of Sam Lawson in the amount of
$699.3~, which expired June 22, 196~, and note of J. D. Woodruff in the amount of $165.00,
which expired April 5, 196~, and after discussion, same were authorized to be turned over
to the City Attorney for collection.
Commissioner Crapps next introduced Resolution No. 995, and after being read in

WHEREAS, HENRY N. TAMM, JR., has served as an official of the City of Sanford
since November 16, 1956,.and in that period of time has served as Assistant Director of
Finance, Director of Finance, and in such capacity held the offices of Tax Collector, Tax
Assessor, City Clerk, Licensing Official, and on the Board of Bond Trustees and Fire and
Police Pension Boards, and
WHEREAS, HENRY N. T~, JR., in the performance of his services for the City of
Sanford, Florida, has contributed much toward the betterment and welfare of this City and
its oeonle, and

WHEREAS, HENRY N. TAilEd, JR., has devoted time and effort far above and beyond
the call of duty and is held in high regard by all groups with which he has been associated,
and it is the desire of the City Commission to express due recognition and appreciation t~
this retiring official,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the sincere commendation and appreciation of the City Commission both for
itself and for the people of this community and sincere good wishes for his future, be,
and the same is hereby given to HENRY N. TAMM, JR.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the
City Commission of the City of Sanford, Florida, and a copy hereof be delivered to

As the City Commission of the

The City Manager next reported that the City anticipates' purchasing 2 low frequency
and 2 high
/frequency radi0s~~ during the next year, and that the Radio Corporation of America was in
the process of an inventory sale, and the City would save $200.00 per unit if the orders
were placed in August, and after consideration, the City Manager was authorized to proceed
with the purchase.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and
carried, a special meeting of the Commission was authorized to be held at ll:00 A. M.
on August 6, 196~.
Chief Williams next reported that he had received a request from the City of
Tallahassee for the assistance of two Police Officers for the Governor's inauguration in
that City, and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham,
same was approved.
On motion of Commissioner Raborn, seconded by Commissioner Crapps and carried,
minutes of regular meeting of July 13, 196~, were next approved.
There being no further business, the meeting adjourned.
