The City Commission of the City of Sanford, Florida, met..in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. August 10, 196~.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider condemnation of
buildings or structures in accordance with notices authorized at regular meeting of July 27,
196~, to property owners as follows:

After consideration of the aforesaid Reports Nos. 6~-101/102, and after discussion,
Commissioner Crapps moved that the buildings and structures covered by. the aforesaid reports
. remove or
be condemned and the owners given notice of 90 days to repair or/give a just cause why they
are not repaired or removed, and after 90 days, to authorize the City to remove the buildings
or structures and levy a lien against the property for the cost of removal. Seconded by
Commissioner Baker and carried.
J. G. Chapman, Architect, next appeared to submit a rendering of a proposed
Recreation Center and explained the various materials used and the alternate combinations
of arrangements.
John Burton, Architect, next appeared to express his appreciation of the invitation
extended by the Commission, and expressed the opinion that the selection of the architect
should be on the basis of his reputation and ability of his staff to properly perform the
task.
Recommendation next submitted by the Zoning & Planning Commission to amend the
Zoning Ordinance as follows:
To amend Article XI, C-1 Neighborhood Commercial
District, Section l, Uses Permitted, Paragraph (31)
to delete dry cleaning operation
To amend Article XII, C-2 General Commercial District,
Section l, Uses Permitted, to add Paragraph (12) to
provide for the operation of a dry cleaning and laundry
establishment.
After diScussion, Commissioner Crapps moved to authorize a Public Hearing to be
held on September 15, 1965, to consider same. Seconded by Commissioner Higginbothamand
carried.
Recommendation next submitted by the Zoning and Planning Commission to open 2~th
Street from its intersection with Mellonville Avenue on the east to its intersection with
Orange Avenue on the west.
Mrs. A. K. Shoemaker, Jr., next appeared to object to the removal of large Oak
trees in this right-of-way, and further, expressed the 6pinion that owners of the property
south of Glenway Drive'would donate the street right-of-way for the southerly extension of
Glenway Drive.

After consideration, the Commission authorized the City Manager to contact the
above owners of property south of Glenway Drive for a possible right-of-way, and further,
authorized a survey of the aforesaid portion of 24th Street to establish its boundaries and
to prepare estimate of the work involved to open said street.
Recommendation next submitted by the Zoning & Planning Commission supporting the
City Commission's further study of the proposed Water Front Development program.
After discussion, Commissioner Baker moved to authorize the Abstact Corporation
to perform a take-off search of the Lake Front property contained in the proposed Water
Front Development Program. Seconded by Commissioner Crapps and carried.
Commissioner Higginbothammoved to appoint H. N. Tamm, Jr., Director of Finance,
as acting City Manager for the period of August 15 through 23, 196~, and to appoint Mrs.
Mary Harkey as Acting City Manager for the period of August 26 and 27, 1964, during the
absence of City Manager W. E. Knowles. Seconded by Commissioner Crapps and carried.
Commissioner Crapps next introduced Resolution No. 996, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Baker and carried.

A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF SANFORD, FLORIDA, AWARDING
$800,000 WATER AND SEWER REVENUE CERTI-
FICATES, SERIES 1964.
WHEREAS, pursuant to notices heretofore duly published for the sale of $800,000
Water and SeWer Revenue Certificates, Series 196~, dated May l, 196~, the following sealed
proposals have'been received:
The proposal of Leedy, Wheeler & Alleman, Inc., offering,to pay the sum of Seven
Hundred Eight-eight Thousand Dollars ($788,000), together with accrued interest from the
date of said Certificates to the date of delivery thereof, for said Certificates bearing
interest at the rate of three per centum (3%) per annum on the Certificates maturing in the
years 1965 through 1969, inclusive; at the rate of three and one-fourth per centum (3 1/4%)
per annum on the Certificates maturing in the years 1970 to 1974, inclusive; at the rate of
three and thirty-hundredths per centum (3.30%) per annum on the Certificates maturing in the
year 1975; at the rate of three and forty-hundredths per centum (3.40%) per annum on the
Certificates maturing in the years 1976 and 1977; at the rate of three and one-half per
centum (3 1/2%) per annum on the Certificates maturing in the years 1978 to 1980, inclusive;
at The rate of three and six~y-hundredths per cen~um (3.60%) per annum on the Certificates
maturing in the years 1981 to 1983, inclusive; at therate of three and seventy-hundredths

The proposal of Reynolds & Co., offering to pay the sum of Seven Hundred Eighty-
eight Thousand One Hundred Ninety-three and fifty-hundredths Dollars ($788,193.50), together
with accrued interest from the date of said Certificates.to the date of delivery thereof,
for said Certificates to the date of delivery thereof, for said Certificates bearing interest

eight Thousand Dollars ($788,000), together with accrued interest from the date of said
Certificates to the date of delivery thereof, for Said Certificates bearing interest at the
rate of three and one-half per centum (3 1/2%) per annum on the Certificates maturing in
the years 1965 to 1970, inclusive; at the rate of three and one-fourth per centum (3 1/4%)
per annum on the Certificates maturing in the years 1971 to 1973, inclusive; at the rate of
three and forty'hundredths per centum (3.40%) per annum on the Certificates maturing in the
years 1974 to 1976, inclusive; ~at the rate of three and one-half per centUm (3 1/2%)per
annum on the Certificates maturing in the years 1977 and 1978; at the rate of three and
sixty-hundredths per centum (3.60%) per annum on the Certificates maturing in the years 1979

WHEREAS, the proposal of Leedy, Wheeler & Allem~n, Inc., referred to in the
preambles hereof, is the highest and most advantageous of said bids and in all other respects
complies with said notice of sale;
NOW, i/THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD,
FLORIDA:
Section 1. That the proposal of Leedy, Wheeler & Alleman, Inc., referred to in
the preambles hereof, be, and the same is, hereby accepted; and the following described
Water and Sewer Revenue Certificates~ Series 1964, be, and they are, hereby awarded and sold
to the said purchaser re~erred to in the preambles hereof:.

Section 2. That the proper officers of the Commission be, and they are, hereby
authorized and directed to execute said Certificates' when prepared and to deliver same to
said purchaser upon payment of the purchase price, pursuant to the conditions stated in the
notice of sale, without further authority from this Commission.
Section 5. That the City Clerk be, and he is, hereby authorized and directed to
return forthwith the good faith checks of all unsuccessful bidders.
Section 4. This resolution shall take effect immediately.

As the City Commission of the
City of Sanford, Florida
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried,
minutes of regular meeting of July 27, 1965, were next approved.
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank vouchers No. 8257 through 8512, General Fund Sanford Atlantic National Bank vouchers
No. 9107 through 9152, and Water & Sewer Revenue Sanford Atlantic National Bank vouchers
No. 806 through 814.
The City Manager next reported that R. B. Riser had offered a ten-foot utility
easement along the west side of his property south of Country Club Road for the installation
of a proposed water line from 25th Street to Grapeville Avenue, and after discussion,
Commissioner Higginbotham moved to authorize the City Manager and City Attorney to proceed
with an agreement not to exceed $1,000.00. Seconded by Commissioner Baker and carried.
There being no further business, the meeting adjourned.
