The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on August 24, 1964.

The meeting was called to order by the Chairman.
A. B. Peterson, Jr. appeared to commend the action of the Commission for the
improvements made in the downtown area, including the Rand Avenue Mall, the walkway by the
Library, and the parking lot at First Street and Park Avenue, and further, stated that the
aim set by the Commission was wonderful and that he hoped to see it continue' Mr. Peterson
next presented each Commissioner with a personalized gold lettered glazed tile from old
Bell Hotel, which was demolished in order to provide space for the aforesaid parking lot.
Mrs. Margaret Bower..next appeared to report that she and Mrs. A. K. Shoemaker, Sr.,
would offer to the City a street right of way for the Southerly extension of Glenway Drive
to Twenty-fourth Street from its present terminus in Cottage Hill Subdivision, and further,
that such dedication would be contingent on the understanding that the City would pave the
street under the following year's budget with no expense to be born by the abutting prop-
erty owners.
After discUssion, the City Manager and City Attorney were authorized to meet with
Mrs. Bower and Mrs. Shoemaker to work out agreement to be submitted to the Commission.
Recommendation next submitted by the Zoning and Planning Commission to rezone
from R-2 (one and two Family Dwelling District) to R-3 (Multiple Family Dwelling District)
the following described property:
Lots 8 through 12, inclusive, Block 4, and that portion of Lot A, Block 4,
lying west of a certain north/south utility easement, all in Rosalind Heights
as recorded in Plat Book 3, Page ~7, Seminole County Records.
Wm. H. Stemper, Realtor, appeared in favor of said rezoning.
Commissioner Crapps moved to authorize a Public Hearing to be held on September l~,
196~, to consider same; Seconded by Commissioner Higginbotham and carried.
Recommendation next submitted from the Zoning and Planning Gommission to add an
addendum to the Zoning Ordinance pertaining to a Conditioned Use to provide for agricultural
uses in all zones.
After discussion, Commissioner Higginbotham moved to authorize a Public Hearing
to be held on September 14, 1964, to consider same. Seconded by Commissioner Crapps and
carried.
The Building Official next submitted reports of inspection of buildings found to
be in a dilapidated, unsanitary orunsafe condition as follows:

After discussion of the aforesaid reports Nos. 6~-103 through 64-126 and finding
each building to be unsanitary, unsafe and dilapidated, Commissioner Crapps moved to hold
a Public Hearing to condemn same on September 14, 1965, and to authorize a notice to be
placed upon each structure and directed by registered mail to the last known address as
shown by the Tax Assessment Roll of the City, a notice to the owner of the property involved
of the findings of the Commission, and of the proposed Public Hearing. Seconded by
Commissioner Higginbotham and carried.
Request next submitted for an extension of time on Certificate of Condemnation
No. 64-89, dated June lO, 1964, to N. Constantine and Argenia P. Constantine, owners,
covering property located at 212 W. 4th Street, and on motion of Commissioner Higginbotham,
seconded by Commissioner Crapps and carried, the Commission authorized an extension of 90
days to repair or demolish said structure.
Request next submitted for an extension of time on Certificate of Condemnation
No. 6~-99, dated June 10, 1964, to N. Constantine and Argenia P. Constantine, owners of
garage in rear of ll09 Park Avenue, and on motion of CommissiOner Higginbotham, seconded
by Commissioner Raborn and carried, the request was denied. ~

Estimate No. 1, Cambron Construction Company, Inc., next submitted in the amount
of $89,079.75, covering work completed and material on job site to August 10, 1964, on
contract "C", dated June 29, 1965, for "Main" construction of Water Treatment Facilities,
and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried,
payment was authorized from the Construction Trust Fund of 1965, on approval of Clark,
Dietz, Painter & Associates, the City Engineer and the City Manager.
Commissioner Higginbotham moved to authorize the City Attorney to prepare an
ordinance adopting the 1965-1965 Budgets of General Fund & Utility Fund and to commend the
City Manager for the best budgets prepared in the last 12 years. Seconded by Commissioner
Raborn and carried.
Commissioner Raborn moved to ~ransfer $150.00 from Finance-Office Expense Account
No. 1506 to complete the partition and ceiling in the front office. Seconded by Commissioner
Higginbotham and carried,
Consideration next given to subscribing to a one page advertisement in the Sanford
Herald mail-away edition in October, 1965, at a cost of $207.90, and on motion of Commissioner
Higginbotham, seconded by Commissioner Raborn and carried, same was authorized
On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and
carried, minutes of special meeting of AugUst 6, 1965, and regular meeting of August 10, 196#,
were next approved.
Letter next received from E. D. Hunt and Joseph Gazil requesting the City to mow
ten lots across from the Municipal Stadium between 9th and llth Streets in consideration of
the use of this property by the public for parking during activities at the stadium, and
after discussion, same was approved.
On recommendation of the Chief of Police and the City Manager and on motion of
Commissioner Higginbotham, seconded by Commissioner Crapps and carried, salary reclassifi-
cation was authorized as follows:~
Larry Hamrick from 20-C ($85.88 per week)
to 20-D ($87.33 per week)
Letter next submitted from John S. Ripandelli, Actu-~rial Consultant, retained by
Firemen's Pension Fund, outlining the necessary increase percentage of ~ontribution
necessary to make said fund actuarially sound, and after discussion, the Mayor and City
Manager were authorized to meet with the Firemen to study and ~ecommend changes in the
pension act and resubmit to said consultant for his consideration.
There being no further business, the meeting adjourned.
