The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. October 12, 1964.

The meeting was called to order by the Chairman.
Commissioner Higginbotham introduced Resolution No. 999, and after being read
in full, moved on its passage and adoption. Seconded by Commissioner Baker and carried
by the unanimous vote of the Commission.
Said Resolution being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF SANFORD, FLORIDA, COMMENDING
JOHN DUVAL ABRAHAMS FOR HIS OUTSTANDING
SERVICE TO THE CITY OF SANFORD, FLORIDA.
WHEREAS, JOHN DUVAL AB~S has been employed by the City of Sanford, Florida,
for forty years, during which period of time he has served the City as Water Production
Superintendent, and
WHEREAS, in the performance of his duties with the City of Sanford he has worked
diligently toward the improvement of water facilities and services to the people of the
City and has constantly strived toward personal improvement to the extent that he has
become a member of the International Association of Machinists, The American Water Works
Association, The Florida Water and Sewage Works Operators' Association, and in addition
thereto, has taken many course~ pertaining to water plant operation and water production,
and
WHEREAS, in the performance of his duties for the City of Sanford, Florida, he
has contributed much toward the betterment and welfare of this City and has devoted time
and effort far above and beyond the call of duty, and is held in high regard by all groups
with which he has been associated, and
WHEREAS, JOHN DUVAL ABRAHAMS is now retiring from City employment and it is the
desire of the City Commission that due recognition and appreciation be expressed for his
long service with the City of Sanford,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that the sincere commendation and appreciation of the City of Sanford both for
itself and the people of this community, and sincere good wishes for the future be and the
same are hereby expressed, and that as a token of such appreciation a watch be presented
unto JOHN DUVAL ABRAHAMS.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the
City Commission of the City of Sanford, and a copy thereof be delivered to JOHN DUVAL

Mayor Wilson further congratulated Mr. Abrahams on his retirement from the City
and presented him with a gold watch from the Commission as a token of appreciation for
his 40 years of services.
The next order of business was a Public Hearing to consider rezoning property as
proposed and described in the following legal notice, published in the Sanford Herald on
September 24, 1964:

Notice is hereby given that a Public Hearing will be held at the Commission Room
in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October 12, 1964,
to consider the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida:
A portion of that property zoned in District R-1AA (One family dwelling) located
west of Mellonville Avenue and north of Twenty-fourth Street and abutting the Atlantic
re-
Coast Line Railroad right-of-way, is proposed to be/zoned R-lA (One family dwelling)
District.

The Chairman announced that the Commission would be glad to hear from anyone
in favor of or against the rezoning as advertised in the foregoing notice.
The following persons appeared in opposition of the proposed rezoning:

A. K. Shoemaker, Jr., Contractor, appeared to support his request for rezoning.
Firs. Fiargaret Bowers, 2300 Fiellonville Avenue, appeared to support the requested
rezoning.
Commissioner Raborn moved that the property be rezoned as advertised and to
authorize the City Attorney to prepare an ordinance pertaining to same. Seconded by
Commissioner Higginbotham and carried over the dissenting votes of Commissioner Baker and
Commissioner Crapps.
C. W. E~rod, owner of Yellow Cab Company, next appeared to explain the continuous
loss of money from the operation of a bus line in prior years in the City of Sanford. He
further stated that from his experience he would not be interested in starting a new bus
line in the City at this time.

C. L. Geiger next appeared as spokesman for a group of parents whose children
attended the Westside Primary School on Third Street and Maple Avenue, and requested the
City to provide cross-walk guards at the intersection of Third Street and French Avenue.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the
Chief of Police was authorized to hire guards on a part time basis to protect sb.hool cross-
walks.
After discussion, Commissioner Crapps moved to authorize the City Attorney to
prepare an ordinance to require the School Board to furnish guards at all dangerous
crossings at school sites. Seconded by Commissioner Baker and carried.

and since that time has worked in the Street Department, Refuse Department, City Shops,
and finally as Supervisor of the Parks Division, and
WHEREAS, JAMES L. DUNN is retiring as an employee of the City of Sanford, having
during the course of his employment performed outstanding services for said City, often
contributing effort far above and beyond the call of duty, and
WHEREAS, it is the desire of the City Commission that proper recognition for
services rendered be expressed unto JAMES L. DUNN by the City of Sanford, F~lorida,
NOW THEREFORE~ BE IT RESOLVED by the City Commission of the City of Sanford,

As the City Commission of the
City of Sanford, Florida
James G. Chapman, Architect, next submitted a contract for architectural services
for design and specifications for oonstruction of a recreational facilities, and on motion
of Commissioner Higginbotham, seconded by Commissioner Baker and carried~ the Mayor and
City Clerk were authorized to execute same.
Invoice 6~-9, in the amount of $1,365.00, next submitted by James G. Chapman for
architectural services through the preliminary stage for the proposed recreational faci-
lities, and on motion of Commissioner Higginbotham, seconded by Commissioner Raborn and
carried, payment of same was approved; and the Commission further authorized a transfer
from the Contingency Account to Recreation-Building Account No. 4226A to provide for same.
Request next submitted through John Krider, for the New York Mets baseball farm
club, to use the Memorial Stadium for Spring practice. Commissioner Higginbotham moved
allow the use of the stadium if the Mets would pay for the conversion of the field to base-
ball use and for conversion back for football use. Said conversion estimate to cost
$6,000.00, and such funds to be deposited with the City prior to the start of any conversion
by the City. Seconded by Commissioner Baker:and carried.
Letter next submitted from John A. Burton, IV, Architect, outlining that in his
opinion Chapter 467.09 of the Florida Statutes was not being complied with by the City upon
issuance of building permits. The City Manager explained that this lawrelated to the re-
quirement of architectural designs on buildings costing over ten thousand dollars. On
motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the Build-
ing Department was authorized to continue its current method of operation, and because of
lack of personnel, could not enforce all State requirements.
On motion of Commissioner Crapps, seconded by Commissioner Higginbotham and
carried, the City Manager was authorized to advertise for bids on equipment as follows:'

d. i Refuse Packer
e. 2 Pick-up Trucks

g. i Air Conditioner - Library

On motion of Commissioner Raborn, seconded by Commissioner Higginbotham and
carried, the City Manager was authorized to negotiate a proposal with Oneman Engineering
Company to assist the City to slurry pave streets as setforth in the budget.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and
carried, the Commission~next approved the appointment of the Finance Director as Acting
City Manager in all instances where the City Manager will be absent from the City, upon
proper notification to the Commission.
The City Manager next reported that it would be necessary to notify Maurice
Connell & Associates, Engineers for the Lake Front Improvement Plan, if an economic feasi-
bility report is desired to be included in their report at an additional cost of $2,230.00,

and after discussion, the Commission authorized notice to said engineers that said report
would not be desired at this stage.
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried,
transfer of $500.00 from Contingency Fund No. 8150 to City Commissioners Travel Expense
Account No. ll07 was authorized to provide funds for the Mayor to travel to California to
present a conservation plaque award to Walt Disney, to commemorate Florida Conservation
Week, sponsored by the Sanford Chamber of Commerce and the first annual program to be held
in Sanford on October 26 through 31, 1964.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and
carried, minutes of regular meeting of September 28 and special called meeting of October
1964, were next approved.
On motion of Commissioner Crapps, seconded by Commissioner Baker and carried,
current vouchers and payrolls were next approved as evidenced by General Fund Florida State
Bank Voucher No. 8588 through No. 8779, General Fund Sanford Atlantic National Bank Voucher
No. 9211 through No. 9250, and Water & Sewer Revenue Fund Sanford Atlantic National Bank
Voucher No. 840 through No. 855.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and
carried, the Commission~. next authorized a transfgr of $4,200.00 from Contingency Account
No. 8150 to Publicity Account No. 8134, Seminole County Chamber o£ Commerce, said funds to
provide for seven outdoor advertising signs to be locat'ed on interstate highway 4, and to
be installed by Barber Advertising Company.
Estimate No. 3, in the amount of $81,698.42, next submitted by the Cambron
Construction Company, Inc., for materials on job site and work performed to October 5, 1964,
on Contract 'C" dated June 29, 1964, for Main TransmiSsion Lines for the Water Improvement
Facilities; and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and
carried, payment of same was authorized from the Construction Trust Fund of 1964, on
approval of B. C. Conklin of the consulting engineers, Clark, Dietz, Painter & Associates,
the City Engineer, and the City Manager.
Estimate No. l, in the amount of SI1,115.00, next submitted by Lee Construction
Company, covering work completed and materials on job site to October 6, 1964, on Contract
'D" dated July 9, 1964, for the construction of Water Plant of Water Treatment Facilities,
as per approval of B. C. Conklin of Clark, Dietz, Painter & Associates, A. Shaw, Resident
Engineer, and City Manager. On motion of Commissioner Higginbotham, seconded by Commis-
sioner Baker and carried, payment of same was authorized from the Construction Trust Fund
of 1964.
Estimate No. l, in the amount of $3,254.85, next submitted by The Crom Corporation,
covering work completed and materials on job site to October 5, 196&, on Contract 'B" dated
construction
July l, 1964, for prestressed concrete tanks/for Water Treatment Facilities, as per approval
of B. C. Conklin of Clark, Dietz, Painter & Associates, A. Shaw, and City Manager. On
motion of Commissioner Hi~ginbotham, seconded by Commissioner Baker and carried, payment of
same was authorized from the Construction Trust Fund of 1964.
